Ensuring the humane and feasible nature of policies supporting social welfare beneficiaries.
The draft Resolution stipulating support policies for certain social welfare beneficiaries beyond the Government's social assistance policies, drafted by the Nghe An Department of Health , aims to replace Resolution No. 30/2021/NQ-HĐND and Resolution No. 03/2024/NQ-HĐND of the Provincial People's Council. The resolution's objective is to further improve social security policies, provide timely support to vulnerable groups in society, and contribute to stabilizing people's lives.
According to the draft, the groups eligible for support include: people with congenital disabilities whose parents are elderly; people with severe mental disabilities who belong to poor or near-poor households and have caregivers aged 70 or older; and children admitted, cared for, and nurtured at the SOS Children's Village Vinh.
The draft also adjusts the age for parental caregiving from 75 to 70 years old to align with the provisions of the 2024 Social Insurance Law and the current situation; at the same time, it applies a new social assistance standard of 500,000 VND/month (an increase from 360,000 VND/month).

The estimated cost for implementation is over 1 billion VND per year, to be balanced from the provincial budget. According to the assessment report from the Department of Finance, this expenditure will not put significant pressure on the local budget and is entirely feasible under current conditions.
At the meeting, provincial People's Council delegates suggested that the scope of beneficiaries should be further reviewed and clarified to avoid duplication or omissions, especially for people with disabilities and lonely elderly people who are not yet covered by current policies. Regarding administrative procedures, although the draft regulations stipulate a reduction in processing time from 15 days to 10 days, some opinions suggested that, given the digitization of population data and information systems, this timeframe is still too long; further shortening is needed to maximize convenience for citizens.
Concluding this discussion, the leader of the Culture and Social Affairs Committee of the Provincial People's Council affirmed that this is a unique policy with profound humanitarian significance, demonstrating the province's concern for vulnerable groups, contributing to ensuring social security and stabilizing people's lives. The Committee agreed with the necessity of issuing the resolution and requested the lead agency to incorporate the feedback and finalize the dossier for submission to the upcoming session of the Provincial People's Council.
Adjust the allocation of funds for the sustainable poverty reduction program to suit the two-tiered government model.
Also on the program, the Culture and Social Affairs Committee of the Provincial People's Council conducted a review of the Draft Resolution on the allocation of recurrent expenditure from the central government budget for the implementation of the National Target Program on Sustainable Poverty Reduction in 2025 for units and localities in the province (amending Resolution No. 17/NQ-HĐND dated April 28, 2025).

According to a report from the Department of Agriculture and Environment – the agency tasked by the Provincial People's Committee with providing advice – this adjustment stems from practical requirements as Nghe An transitions to a two-tiered local government model (province and commune) from July 1, 2025, ending the operation of the district level. Simultaneously, the merger of several administrative units and the adjustment of boundaries lead to changes in the allocation of funding, requiring a review to ensure suitability with the new situation.
As of the review date, 10 districts and towns have completed the allocation of funds to the commune level according to Resolution 17, while 10 other units have not yet implemented it due to administrative organizational issues and disbursement procedures.
This draft resolution maintains the total amount of central government budget allocated but adjusts the detailed allocation to the commune level, based on the criteria and norms stipulated in Resolution No. 04/2022/NQ-HĐND, taking into account the percentage of poor and near-poor households and the actual needs in each locality.

The delegates agreed on the need to revise the resolution to ensure its rationality, effectiveness, and timeliness. They also requested that the drafting agency further clarify the legal basis, adjustment principles, capital transfer mechanism, and the local counterpart funding. Some opinions also suggested focusing on controlling disbursement progress, supervision, and settlement to ensure transparency and prevent losses and duplication in the implementation of the program's components.

In conclusion, the leader of the Culture and Social Affairs Committee of the Provincial People's Council affirmed that the adjustments are necessary and in accordance with regulations, contributing to overcoming difficulties in implementing the sustainable poverty reduction program for the period 2021-2025. The Committee requested the drafting agency to fully incorporate the feedback, finalize the dossier, and ensure its quality and timely submission at the upcoming specialized session of the Provincial People's Council.
