Do apartment residents have to photocopy their records in the "land database cleaning" campaign?

Within the framework of the campaign to "clean up the land database" deployed by the Ministry of Public Security in coordination with the Ministry of Natural Resources and Environment, some people wonder whether residents living in apartment buildings have to submit documents or not?

She also said that her family's apartment was mortgaged to the bank, so she photocopied the apartment purchase contract and citizen identification card and sent them to the head of the neighborhood group. Other residents were also notified in the building's zalo group and many people also took action to ensure their rights.

Meanwhile, the owner of the apartment in Kim Phat apartment building, Vinh Hung ward, said that her family has not seen any notice about photocopying documents certifying house ownership. At Dau Khi apartment building, Quang Trung apartment building... people were also informed by the neighborhood group about the campaign to clean up land data, including updating apartment data. Mr. Le Doan Lien - Head of Block 8, Thanh Vinh ward said that the group has completed the notification, collected data, and sent it to the Economic - Infrastructure and Urban Department of the ward.

Block 8 has 140 households with apartments and has now completed the collection of declarations for 138 households. The block leader has compiled data into the computer and sent it to the ward. "Although it is very stressful, we are still highly focused on carrying out the work assigned by the State and ensuring the rights of the people. Now there are only 2 households with special circumstances, the heads of the households live far away so they have not been able to update," added Mr. Le Doan Lien - Block Leader of Block 8. The leader of Quang Trung Petroleum Joint Stock Company also confirmed that the block has notified the households in the apartment building he is managing in many ways.

According to regulations, apartment owners or users only need to submit documents when requested by local authorities to supplement or verify information. Currently, most of the data on apartment ownership has been digitized in the national land database system. However, in many cases, the information may not be fully updated or errors such as wrong apartment number, wrong owner name, due to transfer, change of year of certificate issuance, or mismatched identification code... will be updated. The People's Committee of the ward or commune will notify and invite people to come and compare or submit copies (photocopies) of relevant documents for verification.

When requested, people need to prepare a photocopy of the Apartment Ownership Certificate (pink book), a photocopy of the citizen ID card or a photocopy of the apartment purchase contract. The reality is that currently in apartment buildings, the situation of renting apartments is quite common. In addition, the change of apartment ownership is also frequent and many times the apartment owner is not present at the place of residence, which also causes certain difficulties in gathering and "cleaning" land and housing data on this occasion.

Apartment residents are advised to only submit documents when there is an official notice from the ward People's Committee, the local police or through the application of the Ministry of Natural Resources and Environment ; do not arbitrarily provide documents to unauthorized people and do not submit originals but only photocopies or scans when requested for comparison. Mr. Nguyen Ngoc Phong - Vice Chairman of Truong Vinh Ward People's Committee said that the ward has implemented it for blocks with apartment buildings and houses, and the progress is currently being updated weekly.

The campaign to clean up land data aims to build a "correct - sufficient - clean - alive - unified - shared" information system, contributing to the completion of the national database on land, creating convenience for people in administrative procedures on land and housing. In the future, it is very beneficial for people to exercise their rights and obligations regarding land and housing, so good coordination with ward and commune authorities in this period will help people better exercise their rights to use, own, and decide on houses and land of households, individuals, and organizations.

The peak period of the campaign to "enrich and clean up" the land database will start from September 1 to November 30, 2025, and will be launched nationwide by the Ministry of Agriculture and Environment in coordination with the Ministry of Public Security .
