Upon arriving at Tuong Son 3 and Tuong Son 8 hamlets in Vinh Tuong commune (formerly Anh Son district), we were impressed by the rows of straight, green trees lining the roads. The well-maintained green spaces have created a peaceful, airy atmosphere and a vibrant appearance for this mountainous rural area.

Mr. Pham Quoc Khanh, a resident of Tuong Son 8 village, said that in response to the village's tree-planting movement, his family planted and cared for a row of Lagerstroemia trees in front of their house, contributing to a green, clean, and beautiful landscape and spreading environmental awareness in the community. "To keep the trees beautiful, I prune and shape them every month to maintain their lush greenery and keep the landscape neat and harmonious," Mr. Khanh said.
According to Mr. Tran Thanh Loc, head of Tuong Son 8 village, since 2021, Tuong Son 8 village has been building an advanced new rural area. The village's steering committee and the people all agree with the policy of building a new rural area associated with creating a bright, green, clean, and beautiful environment.

Therefore, the villagers, with the women's association as the core, planted rows of green trees along the roadside using two types of trees: Mangrove and String of Pearls, creating a highlight for anyone who has ever set foot in the village. These two types of trees are easy to plant, easy to care for, and have green leaves all year round.
Ms. Nguyen Thi Thuy, Chairwoman of the Women's Association of Vinh Tuong commune, said: "The Women's Association always plays a core role in building new rural areas, with the campaign to build '5 no, 3 clean' families, especially in implementing the criteria on the environment."

Therefore, members actively participate and take on various tasks, and many members donate land to expand roads; they also participate in planting flowers and trees to beautify the roads in the village. In addition, women members in the villages maintain weekly and monthly general cleaning, contributing to preserving a green, clean, and beautiful environment for the countryside.”
After the hamlet launched the green hedge planting campaign, with the support of the commune's People's Committee, the women contributed money to buy seedlings and flowers, and the people actively participated in planting and caring for the trees. At the same time, on the 25th of each month, the hamlet organizes a cleanup of the village roads and alleys, especially trimming and shaping the green trees.

Along with that, the movement to renovate neglected gardens, actively planting trees to create hedges and neatly trimming them has created a new rural appearance in the village that is always bright, green, clean, and beautiful. Through this, Tuong Son 8 and Tuong Son 3 villages have built nearly 3 km of green hedges to fulfill the criteria of the new rural development program. This creates a peaceful beauty for the countryside and builds a cultured way of life for the people.
Thanks to the combined efforts of political organizations, associations, and the people over the years, the rural landscape has become increasingly bright, green, clean, and beautiful. The preserved and enhanced green spaces have created an important foundation for the locality to continue building new rural areas in the next phase.

Expanding the model of flower-lined streets.
Not only in Vinh Tuong commune, but also in many other localities of the former districts: Yen Thanh, Nghi Loc, Hung Nguyen, Quynh Luu, Nam Dan, Tan Ky... it is easy to see the clear changes on the main roads and village lanes, where both sides are planted with flowers, shade trees, or suitable ornamental plants by the people. These flower-lined roads have become a "distinguishing feature" of each commune.

In the former Ky Tan commune, now Tan Ky commune, many flower-lined roads, filled with vibrant colors, have been planted and cared for by the local people, creating a highlight in the construction of new rural areas. According to Mr. Phan Van Quynh, a Front Committee official in Tan Da hamlet, in implementing the commune's plan to create flower-lined roads in new rural areas, the hamlet has planted flowers along several main roads.
Accordingly, after the commune completed the concrete road construction and covered the drainage ditches, the households themselves contributed money to buy pots and flowers to plant along both sides of the road. They placed one pot of bougainvillea every 3 meters. To facilitate care and ensure vibrant flowers year-round, the villagers mainly planted bougainvillea. Besides creating flower-lined roads, the hamlet also encouraged residents to invest in street lighting along the roads.
A noteworthy aspect of this movement is the proactive participation of the people. Without waiting for state resources, households, women's associations, youth unions, veterans' associations, and others voluntarily contributed money and labor to purchase seeds, plant, and maintain the crops.
Many hamlets and villages have also established self-governing groups for "new rural flower roads," assigning groups of households to monitor and care for specific sections. Some localities have implemented the model "Each house plants a different type of flower, each road a different color," creating uniformity and unique identity. Women in many hamlets often organize "Green Sunday" events, sweeping, pruning branches, weeding, and adding new flowers.

Nghe An province, with its large area and numerous communes, has seen a proactive and flexible implementation of environmental criteria in the New Rural Development Program and the Advanced New Rural Development Program. The movement to plant flowers and trees has spread from the lowlands to the mountainous regions. Furthermore, the integration of resources from environmental protection programs, the construction of model residential areas, and the renovation of neglected gardens has enabled many communes to expand their green spaces, improve their landscapes, and contribute to enhancing the quality of criterion number 17 on the environment.
According to statistics from the Provincial Rural Development Program Coordination Office, during the 2020-2025 period, the Women's Union promoted the emulation movement "Building families with 5 no's and 3 clean's associated with rural development"; "Women's branches with 5 yes's and 3 clean's" and neighboring households with "Clean houses, beautiful gardens". The Youth Union had movements such as: "Nghe An youth joining hands to build new rural areas" and activities such as "Lighting up rural roads", "Green Sunday"; "Building a cultural life in rural areas"... Thanks to these efforts, the green, clean, and beautiful movement has been widely implemented throughout the province, and is one of the contents of Criterion No. 17 on the environment in rural development.
