On the morning of December 12th, the Department of Health organized a ceremony to launch the National Action Month on Population and commemorate Vietnam Population Day on December 26th.
Attending the ceremony were Ms. Hoang Thi Thom - Deputy Director of the Population Department - Ministry of Health and members of the delegation.
Representing the province were Mr. Nguyen Van Nam - Deputy Director of the Department of Health, representatives from relevant departments and agencies, leaders of health centers, and population officials from communes throughout the province.

Speaking at the launching ceremony, Comrade Nguyen Van Nam – Deputy Director of the Department of Health – affirmed that, in the context of the country entering a new era – the era of "national progress" – the quality of human resources is considered a key factor, the most valuable social capital that determines the sustainable development of the homeland.
Over the years, the province's Population and Development work has also marked landmark achievements, reflecting the efforts of the entire political system. As a result, the birth rate has been successfully reduced from 2.76 children per woman in 2021 to 2.25 children per woman in 2024, approaching the replacement level.

This is a crucial turning point, shifting the focus from controlling scale to improving overall quality. Models like the "Five No's, Three Cleanliness Standards for Families" have helped reshape people's perceptions of a happy, progressive family.
However, alongside the achievements, the leaders of the Department of Health also acknowledged that population work is still facing strategic challenges. These include the low quality of the population, especially in remote, mountainous areas; the persistent high rate of gender imbalance at birth; and the continued existence of social problems such as injuries, social vices, and domestic violence. The prevention of social vices such as prostitution, drug abuse, and HIV/AIDS must be integrated with social welfare and assistance programs, because the health and happiness of the people are interconnected.

Based on the above reality, the launching ceremony of the National Action Month on Population 2025, with the theme "Investing in population work is investing in sustainable development," affirms that investing in health, nutrition, and education today is the most profitable investment for the future.
To realize the goal of "Healthy people - strong nation - happy families - developed society," the Nghe An Health sector has identified three logical and synchronized pillars of action for the coming period: enhancing leadership and transforming perceptions, optimizing services and building a social security network, and modernizing the management system and improving capacity.

At the ceremony, Deputy Director of the Population Department - Ministry of Health, Hoang Thi Thom, stated that in 2025, population work will receive special attention from the Party and the State. This December, the National Assembly has just passed the Population Law, the National Target Program on healthcare and population for the period 2026-2035…
The aforementioned mechanisms and policies will create a new impetus and provide a positive foundation for programs and plans in the coming years.

The Deputy Director of the Population Department also highly appreciated the achievements that Nghe An province has made in population work over the past years. Based on this success, the Ministry of Health leadership suggested that the province should continue to effectively advise the Party Committee and government on strengthening leadership and guidance in population work according to the content of Resolution No. 21 on population work in the new situation; effectively advise on ensuring resources for population work, especially in the context of implementing a two-tiered local government system; continue to consolidate and stabilize the organizational structure; and strengthen coordination among all levels and sectors to effectively achieve the set goals and targets.
