Towards a prosperous and sustainable digital province by 2030
The strategy aims for Dak Lak to essentially complete the goals of the National Digital Transformation Program by 2030; becoming a prosperous, sustainable, safe digital province operating on a foundation of digital data. Data will be used to improve the quality of state management, support businesses, serve the people, and promote innovation.
A key highlight of the strategy is the focus on building and perfecting specialized database systems, particularly in essential sectors such as Education and Training, Agriculture , Environment, Health, Construction, Industry and Trade, Interior Affairs, Justice, Culture, Sports, and Tourism. The Education sector database is prioritized for achieving 100% data interoperability between teachers, students, and educational institutions. The remaining databases will be standardized and synchronously connected, ensuring data sharing throughout the province and creating a foundation for intelligent governance.
Open data disclosure - A step forward in fostering innovation.
Dak Lak aims for 100% of its specialized databases to be published in the Open Data Catalog and to operate an Open Data Portal to serve citizens and businesses. The opening of data is expected to increase transparency, create a favorable environment for businesses to develop digital products and services, and stimulate the innovation ecosystem.
The province also prioritizes the application of advanced technologies such as IoT, Big Data, AI, and Blockchain. Specifically in the agricultural sector, Dak Lak aims to apply IoT to monitor soil and water environments and optimize irrigation; and to apply Blockchain to trace the origin of agricultural products, contributing to enhancing the value and reputation of local agricultural, forestry, and aquatic products.
Modern digital infrastructure – the “lifeline” for data development.
To maximize the effectiveness of digital data, Dak Lak province has identified the need for significant investment in digital infrastructure. The province aims to: provide 5G coverage throughout the province, prioritizing industrial zones, schools, hospitals, and residential areas; equip 100% of Party and government agencies with anti-malware software; and strengthen information security assessments for level 3 systems.
Digital infrastructure is likened to a "lifeline" that helps data connect, flow, and be exploited safely and smoothly. Simultaneously, the province is digitizing all administrative procedure processing results; building a Smart City Monitoring and Operating Center (IOC); planning a network of surveillance cameras in key areas; deploying virtual assistants for work processing; and developing smart school and smart hospital models.
Completing the legal framework for digital data.
The Steering Committee for Science and Technology Development, Innovation, and Digital Transformation of the Provincial People's Committee (Project 06) is assigned overall direction. Departments, agencies, and People's Committees at all levels are responsible for implementation according to their assigned tasks.
Notably, the Department of Science and Technology has been tasked with researching and issuing regulations on the legal validity of digital data, a particularly important task in the context of the Data Law 2024 officially coming into effect, paving the way for transparent and legally sound data exploitation and use.
Expectations for a strong breakthrough.
With a data-centric approach, strong political will, and a systematic strategy, the Dak Lak Provincial Digital Transformation Strategy for the period 2025–2030 is expected to create a strong development, helping the province to: Enhance competitiveness; Attract investment; Promote innovation; and Improve the quality of life for its people.
Dak Lak is gradually asserting its position as a leading locality in implementing digital transformation in the Central Highlands region, aiming to build a modern, efficient, and sustainable digital province.
