The Ministry of Science and Technology issued a Circular regulating the management of support for activities to improve scientific and technological capacity.

The Ministry of Science and Technology has just issued Circular No. 43/2025/TT-BKHCN regulating the management of support for activities to enhance scientific and technological capacity, applicable to agencies, organizations, businesses and individuals operating in the field of science and technology in Vietnam or abroad but who are members according to Vietnamese law.

The Circular was issued to specify the provisions of Decree No. 267/2025/ND-CP of the Government on the mechanism to support the development of science, technology and innovation; contributing to improving the quality of research, enhancing international integration, promoting the transfer of knowledge, technology and developing human resources in science and technology.

Scope and support content

According to the Circular, eight groups of activities are supported to improve scientific and technological capacity, including: support for organizing scientific seminars in Vietnam; support for developing scientific journals; support for organizing international scientific conferences and seminars; support for communication activities on science, technology and innovation; support for implementing training and research plans abroad; support for research activities of foreign scientists in Vietnam; support for talented young scientists; and support for domestic scientific and technological projects to reach international standards. The Circular also specifies the conditions and criteria for considering support; registration documents and procedures; appraisal and approval processes; and the responsibilities of supporting agencies and supported agencies, ensuring implementation in accordance with regulations, publicity, transparency and efficiency.

Responsibility for implementation

According to Article 22 of the Circular, Ministries, ministerial-level agencies, government agencies and provincial People's Committees are responsible for properly applying regulations and organizing support for activities to enhance scientific and technological capacity for the Science, Technology and Innovation Development Fund under their management. Ministries, branches and localities are required to issue, according to their authority, technical guidelines, norms and forms applicable during the implementation process. The Circular takes effect from April 15, 2026 .

The issuance of Circular No. 43/2025/TT-BKHCN creates a unified legal corridor, facilitating organizations and individuals in Dak Lak province to access resources to support science and technology development; contributing to promoting innovation, improving research capacity, scientific publication, international cooperation and developing a high-quality science and technology human resource team.
