Promoting gender equality and the comprehensive development of women in the capital city.

Over the years, in the field of women's affairs in general and the work related to female cadres in particular, Hanoi has made groundbreaking strides to increase the proportion of female leaders and maximize the potential of women in the capital city. This is also a strong action that contributes to affirming the importance and promoting gender equality and empowering women in the current period.

Exemplary female official

Over the years, significant achievements have been made in the field of female cadres, clearly demonstrated by the increase in both the number and quality of female cadres within the political system. The proportion of women participating in Party committees and government at all levels is steadily increasing, reflecting the city Party committee's concern for gender equality in the political sphere.

With her creativity, dedication, and high sense of responsibility, Ms. Mai Thi Xanh (Party Secretary, Head of the Front Committee, and Head of the Women's Association of Sai Khe village, Quoc Oai commune, Hanoi) has made many important contributions to economic development, building cultural life, and strengthening national unity. To the people here, Ms. Mai Thi Xanh is a prime example of a grassroots official who "walks the talk," always devoted to the community.

Over the years, Ms. Xanh, along with the Party Committee and the leadership of Sai Khe village, has closely followed the policies and resolutions of the Party and government at all levels, promptly implementing them at the grassroots level. This has helped the emulation movements spread strongly, attracting a large number of people to participate. As a result, many socio-economic development targets of the village have been met and exceeded, and the lives of the people have become increasingly prosperous.

In addition, Ms. Xanh has always been concerned with Party building work, focusing on developing new Party members. Each year, the Party branch admits 1-2 new members, contributing to the rejuvenation and improvement of the quality of the grassroots Party organization. For many consecutive years, the village Party branch has achieved the title of "clean and strong," and she herself has been evaluated as having excellently completed her duties, receiving a Certificate of Commendation from the commune Party Committee.

Under the leadership of the Party Branch and the management of Ms. Xanh, the appearance of Sai Khe village is increasingly improving: infrastructure is being invested in, cultural life is rich, and the environment is bright, green, clean, and beautiful... She always sets a good example and takes the lead in mobilizing the people to carry out the local political tasks, such as: mobilizing the construction of a cemetery boundary wall of over 400m2 with 198 million VND in socialized funds; eliminating garbage dumps; launching the "Bright, Green, Clean, Beautiful, and Safe Village/Neighborhood" competition; establishing 5 cultural and sports clubs; attracting 75% of young members to participate in the Women's Union; actively participating in charitable activities... These results are clear evidence of the dedication, responsibility, and capabilities of an exemplary grassroots official, a shining example for the younger generation to follow, contributing to building a more civilized, prosperous, and beautiful Sai Khe homeland.

As the Head of the Fatherland Front Committee of Sai Khe village, Ms. Xanh also plays a bridging role between the government and the people. Under her leadership, social fundraising campaigns have received positive responses: the "For the Poor" fund raised over 15 million VND, the "For the Homeland's Sea and Islands" fund raised over 11 million VND, and donations to flood-affected people reached over 25 million VND...

Commenting on Ms. Mai Thi Xanh, Vice Chairwoman of the Vietnam Fatherland Front Committee of Quoc Oai Commune, Ms. Do Thi Quyen, Chairwoman of the Women's Union of Quoc Oai Commune, said: “With the motto 'Party members lead the way, the people follow,' Ms. Mai Thi Xanh always sets an example with her simple, harmonious, and close-knit lifestyle. Her family is a prime example of good compliance with the Party's guidelines and policies, the laws of the State, and actively participates in community movements.”

Ms. Nguyen Thi Thuan, Vice Chairwoman of the Women's Association and Vice Chairwoman of the Veterans Association in residential area 18 - Mai Dich (Phu Dien ward, Hanoi), is also a prime example of dedication to community work. After 40 years of service, in 2008, Ms. Thuan retired, and residential area 18 became her second home. Just one year later, with the trust and unanimous support of the officials and members of the Veterans Association, she was elected Vice Chairwoman of the Veterans Association in residential area 18. To date, she has held this position continuously for nearly 20 years.

Ms. Thuan is a dedicated worker. As a branch officer, she consistently excels in her assigned duties. She radiates boundless energy and a spirit of enthusiasm, responsibility, and dedication to her work. Together with other officers and members, Ms. Thuan actively works to promote the veterans' movement within the branch. In her relationships with the local community and members, Ms. Thuan always earns their trust and respect. She enthusiastically contributes ideas to build a stronger collective and to individual members, ensuring the branch's continued growth and progress for everyone. 100% of the branch's members participate in contributing to the annual "Fund for Poverty Reduction and Eliminating Dilapidated Houses"...

With her achievements, Ms. Nguyen Thi Thuan is a testament to the success of a woman who possesses all four qualities: "Confidence, self-respect, loyalty, and competence."

Playing a key role in building a strong Party and government.

Currently, women account for over 50% of the capital's population, and there are 275,563 female Party members, representing 56.8% of the total number of Party members in the entire city's Party organization. Over the years, Hanoi has seriously and effectively implemented Conclusion No. 55-KL/TƯ dated January 8, 2013, of the Central Party Secretariat (11th term) on continuing to promote the implementation of Resolution No. 11-NQ/TƯ of the Politburo (10th term) on women's work during the period of accelerated industrialization and modernization of the country, and Directive No. 21-CT/TƯ dated January 20, 2018, of the Central Party Secretariat (12th term) on continuing to promote women's work in the new situation.

Accordingly, women's affairs have received attention and guidance from Party committees and authorities at all levels in the capital city, along with favorable mechanisms and policies, and close coordination from the Fatherland Front and political and social organizations in the city, thereby contributing to promoting gender equality and the comprehensive development of women in the capital.

The Standing Committee of the City Party Committee directed Party committees and city governments at all levels to focus on developing and implementing mechanisms and policies related to women, women's affairs, and gender equality. The City People's Committee and local governments implemented projects and plans to support women's comprehensive development in health, moral character, economic empowerment, and prevention of violence and abuse against women...

Notably, with the attention of the Hanoi City Party Committee, the capital's female cadre has grown in both quantity and quality. Hanoi women continuously study, train, maintain their political integrity and acumen, practice a culture of public service, actively apply information technology, and reform administrative procedures, contributing to making Hanoi one of the leading localities in implementing digital transformation (ranking 6th nationwide in the provincial-level Digital Transformation Index). The female cadre is increasingly mature, with many women holding key positions in Party committees, government agencies, the Fatherland Front, and political and social organizations at all levels. The percentage of women in the City Party Committee Executive Board for the 2025-2030 term is 14.66%. There are 62 female leaders and managers in Party and mass organizations, departments, and equivalent agencies under the city's direct control (23.7%). The percentage of women participating in the Party Committee Executive Board at the commune level for the 2025-2030 term is projected to reach 28.44%.

Notably, the percentage of female National Assembly deputies in the 15th term (2021-2026) is over 24%; the percentage of female People's Council deputies at all levels in the 2021-2026 term also increased compared to the previous term, ranging from 2.4% to 11.2%... Particularly, in the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, during the consultation process, localities paid close attention to the structure and composition of female candidates.

According to Nguyen Ngoc Anh, Chairman of the Vietnam Fatherland Front Committee of Tay Mo Ward, the consultation process has ensured the structure, composition, and number of candidates nominated for the Tay Mo Ward People's Council for the 2026-2031 term. Accordingly, the number of candidates expected to be nominated for the Tay Mo Ward People's Council is 47, with at least 35% being female candidates.

To further promote the role of women in building a clean and strong Party and government, in the coming time, women in Hanoi will proactively advise on and implement specific solutions to build a team of female cadres participating in the political system; advise and propose programs and policies to build a high-quality female workforce. Along with that, they will proactively propose and coordinate the organization of training and capacity-building activities for female cadres, especially key cadres at the grassroots level.

In particular, women's associations at all levels in Hanoi will actively and proactively identify and recommend outstanding women to the Party, creating a pool of female cadres, and nominating qualified personnel for leadership and management positions; and for candidacy as National Assembly and People's Council representatives for the 2026-2031 term as prescribed. In addition, they will propose and promote the role of the City-level Committee for the Advancement of Women, departments, agencies, and communes/wards to promote gender mainstreaming in the development and implementation of policies and laws, achieve gender equality goals, apply the Hanoi City Gender Equality Statistical Index, and collect data annually as a basis for advising on policies and supporting the comprehensive development of women and female cadres.
