Vietnam is considered one of the countries with the fastest digital transformation in the region, with a high rate of internet and smartphone penetration. According to statistics from January 2025, Vietnam had 79.8 million internet users, equivalent to 78.8% of the population, of which 75.2% had social media accounts. Notably, the rate of social media use by women is higher than that of men, at 51.2% compared to 48.8%.

The rapid digitalization process has brought many opportunities for women and girls, such as access to knowledge, employment, creativity, and entrepreneurship in the digital space, and flexible working arrangements that help women balance work and family life. However, along with these opportunities come numerous challenges: violence, online kidnapping, cyberattacks, harassment, high-tech scams, harmful information, and personal data leaks are affecting the rights and lives of women and girls.
In response to this situation, the Hanoi City Women's Union organized a communication program in response to the 2025 Action Month for Gender Equality and Prevention and Response to Gender-Based Violence with the theme "Gender Equality and Safety for Women and Girls in the Digital Age" on December 10-12 in Bat Bat commune.
The program aims to create a shift in awareness and enhance the responsibility of women, grassroots organizations, agencies, organizations, and communities in preventing violence and abuse against women and children, especially in the online environment, creating a widespread impact throughout the city.
Proactively pursue comprehensive digital transformation.

Speaking at the event, Vice President of the Hanoi Women's Union, Duong Minh Anh, affirmed that digital technology is a driving force for the country's development in the new era. However, new forms of violence in cyberspace spread rapidly, are difficult to control, and leave severe consequences.
As a socio -political organization representing the legitimate rights and interests of women, the Hanoi Women's Union has proactively implemented many practical activities. In accordance with Resolution 57-NQ/TƯ on breakthroughs in national science, technology, innovation, and digital transformation, and the directives of the Vietnam Women's Union Central Committee on implementing the Government's "Digital Literacy Movement" in all levels of the Women's Union, and Plan No. 332-KH/TU of the Hanoi City Party Committee Standing Committee on implementing the digital transformation project in the city's Party and mass organizations, the Hanoi Women's Union has launched the "Digital Literacy Movement" in all levels of the Women's Union in the capital city.
The Association successfully organized the 2025 Hanoi Women's Day on Technology Application and Innovation, leveraging the advantages of social media and other media to diversify communication methods to reach a large number of female members and the public. It actively applied information technology in the activities of specialized agencies and all levels of the Association, organizing communication activities to disseminate knowledge and skills on preventing and responding to violence and abuse in cyberspace against women and children.
At the grassroots level, 100% of commune and ward Women's Unions have organized training on the application of information technology for female officials and members. During the 2025-2030 term, the Hanoi City Women's Union has included "Comprehensive digital transformation in the Union organization; accompanying women in enhancing digital capacity" as one of its two breakthroughs.

Ms. Duong Minh Anh called on all levels, sectors, and organizations from the city to the local level, as well as female cadres, members, and people of Hanoi, to continue to join hands and cooperate with the Women's Union in activities related to gender equality, spreading positive messages about safe solutions in the digital space, and building a safe and friendly digital space for all citizens.
According to Do Quang Trung, Secretary of the Party Committee and Chairman of the People's Council of Bat Bat commune, the Party Committee and the government of Bat Bat commune always attach great importance to gender equality and the advancement of women. Mr. Trung also pledged to continue directing the commune's departments, agencies, and mass organizations to coordinate closely and concretize the contents of the Action Month into local practice, ensuring that all citizens, especially women and children, are respected and protected.
Let's work together to eliminate violence and cultivate love.

Responding to the program, the Standing Vice Chairwoman of the Vietnam Fatherland Front Committee of Bat Bat commune, and Chairwoman of the Women's Union of Bat Bat commune, Le Thi Tuyen, affirmed that they will promote propaganda, education, and dissemination of safe digital skills; strengthen inter-agency coordination between the commune police, schools, the Fatherland Front, and other organizations; and extensively implement the campaign "Building a family with 5 no's, 3 clean's, and 3 safe's," with particular emphasis on the criterion of "safety in both the physical and digital spaces."
The Women's Union of the commune will also promote the "Digital Literacy Movement" - a model with its own unique characteristics, encouraging women to proactively speak up and protect themselves and their communities. At the same time, it will launch a movement to build the image of "Civilized, confident, and capable women of Bat Bat in the digital age," showcasing the qualities of modern women in Hanoi.
Within the framework of the program, delegates jointly performed a ceremony to pledge to prevent and respond to gender-based violence. This commitment clearly demonstrates the determination and sense of responsibility of local Party committees, authorities, departments, organizations, and the Vietnam Women's Union in building a safe and equal environment for women and children, especially in cyberspace, where many unpredictable risks lurk.

The atmosphere at the awareness session became lively as female officials, members, and students from Son Da Secondary School joined together in a folk dance performance to the tune of "Clicking"—a remixed song aimed at spreading the message about safe internet use and vigilance against online scams.
Ms. Phan Thi Lan Huong, Director of the Center for Research on Children's Rights, also shared useful information on skills for preventing and responding to violence and abuse, and protecting oneself in the online environment. The knowledge was conveyed in an accessible and easy-to-understand manner, contributing to improving the self-protection capabilities of women's association members, students, and the general public in the digital space.
In the context of social media becoming increasingly integrated into daily life, equipping oneself with safe digital skills is not just a need but has become an essential "shield." When each person knows how to protect themselves, we will all contribute to building a more civilized, safe, and friendly online environment for women, children, and the entire community.
Beyond just awareness campaigns, the program also demonstrates a strong humanitarian spirit with practical gifts to support disadvantaged individuals in the area. The Hanoi City Women's Union, in coordination with the Hanoi City Social Insurance agency, donated 15 health insurance cards to disadvantaged women in Bat Bat commune. Each health insurance card is valued at 1,263,600 VND. This meaningful gift helps women alleviate the financial burden of medical expenses, providing them with a safety net to focus on work and production.

The People's Committee of Bat Bat commune also presented 10 gifts to 10 underprivileged students with good academic achievements at Son Da Secondary School. These gifts are a timely source of encouragement, motivating the students to continue striving for excellence in their studies and personal development.
Through this event, the message "Join hands to eliminate violence, cultivate love" has been strongly disseminated, contributing to building an increasingly prosperous, civilized, and compassionate community.
The communication program aims to convey messages about gender equality and the prevention and response to gender-based violence in the digital age to all women, children, and people in Hanoi, so that women and children can always live in a safe and healthy environment, both in the physical and digital spaces, where they are loved, cared for, and can develop comprehensively.
