On the morning of December 11th, with a majority of delegates voting in favor, the National Assembly passed a Resolution on the implementation of several resolutions of the 14th and 15th National Assembly terms regarding specialized supervision and questioning.

The resolution states that the National Assembly acknowledges and highly appreciates the efforts of the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office , which, in the context of consolidating the organizational structure and rearranging administrative units, have proactively and actively implemented the resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning, achieving many positive results, contributing to the improvement of the legal system, enhancing the effectiveness and efficiency of the state apparatus, creating clear changes in management, direction and operation, promoting socio-economic development, ensuring national defense and security, and improving the material and spiritual lives of the people.
However, some tasks remain incomplete, delayed, or ineffectively implemented, failing to meet the requirements of the National Assembly, voters, and the people. Therefore, the National Assembly requests the Government, the Supreme People's Court , the Supreme People's Procuracy, and the State Audit Office to continue to effectively carry out the tasks, targets, and deadlines set forth in the resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning.
Specifically, the National Assembly requested that by 2026, solutions be implemented to address difficulties and obstacles, continue restructuring, and improve the operational efficiency of state-owned enterprises, ensuring they are streamlined, efficient, and free from losses and waste of state capital. The connection of specialized public asset databases with the national public asset database must be completed no later than the end of 2027.
The National Assembly also requested a focus on removing difficulties and obstacles, accelerating the implementation of the credit program for young people under 35 to buy social housing; and urgently researching and developing solutions to implement the establishment of a gold exchange according to a suitable roadmap.

Regarding the Industry and Trade sector, the National Assembly requires that by 2027, electricity be provided to all households; and a competitive retail electricity market be put into operation. By 2026, the set of criteria for identifying products and goods of Vietnamese origin or manufactured in Vietnam must be completed.
The National Assembly also requested that sufficient resources be allocated and that the relocation and resettlement of residents in areas at high risk of natural disasters, especially those prone to flash floods and landslides, be expedited, ensuring their livelihoods.
The construction sector needs to research and propose the development of a Law on Urban Development Management to be included in the legislative program for the period 2026-2030, in accordance with the two-tiered local government structure.
The National Assembly also requested research and the development of a plan to reorganize the press system, ensuring it is streamlined, efficient, effective, and effective; a review and assessment of the current state of social networks in Vietnam, and policies to promote the development of domestic social networks. The National Assembly demanded that by 2026, the "newspaperization" of magazines and general online information websites be completely resolved.
In the field of science and technology, the National Assembly requires the definitive completion of the standardization and verification of mobile phone subscriber information with the national population database (including the verification of subscriber portrait photos) by 2026.
The government is tasked with directing localities to recruit all teachers allocated by competent authorities, thoroughly resolving the issue of teacher shortages and surpluses. By 2027, 100% of communes and wards will have child protection officers and a 24/7 hotline.
The National Assembly also requested an urgent review and improvement of job positions to align with the restructured organizational apparatus; and an acceleration of the salary reform roadmap, moving towards job-based salaries linked to performance evaluations based on output.
