This is a crucial transportation infrastructure project with strategic significance for socio-economic development, national defense and security, and enhanced regional, inter-regional, and international connectivity.
According to the resolution, the project's objective is to create a modern, integrated East-West transportation route that meets the growing transportation needs and provides new impetus and space for development.
The expressway will connect Hanoi with Vientiane (Laos), and also link with the Eastern North-South Expressway and the Ho Chi Minh Highway, thereby enhancing competitiveness, promoting socio-economic development of the region and related localities, and contributing to the achievement of development goals and strategies according to the Party's Resolution.

The National Assembly has agreed to invest in approximately 60km of expressway within Nghe An province through public investment, divided into 10 component projects.
The project applies advanced and modern technologies, ensuring safety, consistency, quality, and efficiency; it encourages the application of high technology in construction organization and adaptation to climate change. During operation, the expressway will implement electronic toll collection without stopping.
The preliminary land requirement for the project is approximately 648 hectares, including about 223 hectares of rice paddy land, 368 hectares of forest land, and about 57 hectares of other land types as stipulated by land law.
The area of forest land slated for conversion to other purposes for the project is approximately 354.36 hectares, including about 180 hectares of upstream protection forest. Land acquisition, compensation, support, and resettlement will be carried out in one go according to the planned scale of the entire route.
The preliminary total investment for the project is approximately VND 23,940.34 billion, using state budget funds, including increased central government revenue in 2024, and central and local government budgets for the period 2026-2030.
The planned implementation schedule includes an investment preparation phase in 2025, construction starting in 2026, and completion and commissioning of the project in 2029.

The National Assembly has authorized the project to apply special mechanisms and policies:
1. The project is not required to undergo appraisal and evaluation of funding sources and capital balance capacity as stipulated in the Law on Public Investment.
2. Allow the application of direct contracting for project packages, including packages for compensation, support, and resettlement. The procedures for direct contracting shall comply with the regulations of the law on bidding.
3. Regarding construction solid waste disposal sites and the topsoil of land specifically used for rice cultivation:
a) The People's Committee at the commune level shall decide on land acquisition, compensation, support, and resettlement for the construction solid waste disposal area specified in the Project Survey Document and hand over the site to the contractor for the disposal of construction solid waste of the Project.
b) The People's Committee at the commune level shall organize the management of the project's construction solid waste disposal site in accordance with the law on land, the law on environmental protection, and other relevant legal provisions.
c) The People's Committee at the commune level shall organize the development of a plan for the use of the topsoil of the land previously used for rice cultivation that is reclaimed from the project. The development of this plan shall comply with the provisions of the law on crop cultivation.
