Compensation and support payments for the TOD project east of Hoan Kiem Lake.

On December 10th, at the Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank) - Dong Da Branch, the People's Committee of Hoan Kiem Ward organized the second phase of compensation and support payments for land clearance to households affected by the square and park construction project in the East Hoan Kiem Lake area, following the Transport-Oriented Development (TOD) plan.

This is a key project of Hanoi city aimed at renovating and expanding public spaces, preserving the landscape of Hoan Kiem Lake, and improving the quality of urban infrastructure in the central area.

The payment process is progressing on schedule, ensuring transparency and openness. In the second phase, Hoan Kiem ward completed compensation and support for 25 households. Previously, the first phase of payments to households was made on December 8th. Currently, 34 households are still in the process of handing over and receiving compensation out of a total of 59 households on the support list. The compensation for houses and structures that need to be demolished and reclaimed is calculated based on the value of new construction with equivalent technical standards or according to the actual damage value as stipulated.

According to observations on the morning of December 10th, the counting, appraisal, compensation valuation, and procedural guidance were carried out meticulously by the relevant authorities, ensuring adherence to proper procedures. The Hoan Kiem Ward People's Committee assigned the Hoan Kiem Ward Project Management Board to organize visits for residents to inspect the housing, land, and resettlement areas in Viet Hung Ward and Dong Anh Commune. Most residents highly appreciated the location and infrastructure of the resettlement areas, noting that the living space and area at the new locations are more spacious and airy compared to the Old Quarter.

In the Viet Hung New Urban Area, the resettlement land fund includes 149 adjacent plots, with areas ranging from 50-90m² /plot, permitted to build a maximum of 5 floors, and a construction density of 85-91.6%. The expected land price ranges from 46.7-65.6 million VND/ depending on location. The Thuong Thanh resettlement housing area consists of four buildings: NO15A - DN2, NO15A - DN3, NO15B - DN1, and NO15B - DN2, each with 7 above-ground floors and 1 basement floor, containing 67 apartments with areas ranging from 50 to nearly 90m² /apartment, priced from 28.8 million VND/ to over 33 million VND/ . The resettlement area in Dong Anh commune, located on plot 5.B1-CT with a total area of ​​approximately 20,760 , is adjacent to a planned road system with cross-sections ranging from 17.5-40m and functional areas such as housing, green spaces, parking lots, vocational schools, and public facilities.

The project to build a square and park in the TOD (Transit-Oriented Development) area east of Hoan Kiem Lake has a research scope of approximately 2.14 hectares, bounded from Dinh Tien Hoang Street to Ly Thai To Street, bordered to the south by Tran Nguyen Han Street and to the north by existing residential areas. The project consists of two phases, with phase 1 focusing on compensation and resettlement support for households and landowners subject to land acquisition.

During this morning's payment process, the procedures were organized scientifically and clearly, facilitating the process for the people. The steps for guiding paperwork, handing over documents, and disbursing funds were carried out quickly and on schedule, without any delays or inconveniences. At the payment point, most households expressed satisfaction with the compensation amount and the supportive spirit of the authorities.

Mr. Nguyen Van Hai, residing on Ly Thai To Street, stated that all paperwork and procedures were handled efficiently and transparently by the responsible officials, giving his family peace of mind. He affirmed his full agreement with the city's policy and his readiness to cooperate with the relocation so that the project can proceed on schedule. According to Mr. Nguyen Van Hai, the compensation amount is calculated based on the area, current condition of the house and land, and other relevant factors in accordance with regulations.

“For my family, the compensation offered by the City People's Committee is appropriate. From the asset inventory to the completion of the paperwork, everything was done clearly, so we feel very reassured,” said Mr. Nguyen Van Hai.

Mr. Nguyen Van Hai also shared his intention to choose the resettlement area in Dong Hoi (formerly Dong Anh district) to settle down long-term due to its spacious environment and complete infrastructure. After settling into their new home, the remaining funds will be used by the family for their children's future plans. "Although we had to leave our old home after many years, being provided with a new, spacious and well-equipped place makes us feel more secure," said Mr. Nguyen Van Hai.

Evaluating the support from the authorities, Mr. Nguyen Van Hai said that his family had been contacted many times by ward officials and the Project Management Board, who provided timely information about deadlines, required documents, and resettlement plans. This helped people proactively arrange their work and facilitated the process of exercising their rights and obligations during relocation.

Sharing the same view, Mr. Tran Manh Trung - one of the households receiving the second payment - shared that the project serves the community's interests, so his family fully supports it and hopes that the project will be completed soon to contribute to improving the urban landscape and the quality of life for people in the central area.

Thanks to thorough preparation by the authorities and the cooperation of the households, the compensation and resettlement support work for the TOD project east of Hoan Kiem Lake is progressing smoothly. The results of the second payment phase continue to create an important foundation for implementing the next steps of phase 1, contributing to ensuring the project's progress according to the city's plan.
