Hoai Duc maintains sustainable poverty eradication.

From 2024 to the present, Hoai Duc commune has maintained a record of having no near-poor households. This is the result of the efforts of the entire political system and the people of the commune, including the active contribution of the Commune Farmers' Association.

By 2025, the average income for the entire commune will reach 90 million VND/person/year, thereby continuously improving the material and spiritual quality of life for farmer association members.

Timely support for disadvantaged households.

According to the report, in 2025, Hoai Duc commune will continue to maintain a status of having no households falling back into poverty or near-poverty – this is a bright spot, affirming the correct direction of the entire local political system.

According to Nguyen Huu Cuong, Chairman of the Hoai Duc Commune Farmers' Association: The association has a total of 3,075 members, organized into 24 branches. The main occupation of the farmer members is agricultural production, combined with supplementary occupations, small-scale handicrafts, trade, and commercial services. Currently, farmers in the commune are better fulfilling their role as key players in agricultural and rural development and building advanced new rural areas; participating in collective economic activities , cooperatives, and agricultural restructuring...

To maintain the achievements of sustainable poverty eradication, the Farmers' Association of the commune is promoting the movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty." The Farmers' Association of the commune has propagated and mobilized members to change the structure of crops and livestock, form concentrated production areas, and build production models that bring high economic efficiency.

A key highlight is the flexible support provided to farmer members in terms of capital and knowledge. The Association actively and effectively manages funds from the Farmers' Support Fund and the Social Policy Bank. In 2025 alone, 3.5 billion VND from the Farmers' Support Fund was recovered and circulated through 7 projects, continuing to reach member households needing to expand production. This efficient capital circulation acts as a nurturing flow for small-scale business and production ideas, helping farmers in the commune become self-reliant.

To date, the total capital managed by the Hoai Duc Commune Farmers' Support Fund has reached 5.186 billion VND, providing loans to 114 members. This includes 4.85 billion VND from the City Farmers' Support Fund, implemented in 9 projects for 102 households; 336.3 million VND from the Commune Farmers' Support Fund, provided loans to 12 households; and outstanding loans at the Social Policy Bank exceeding 45.44 billion VND across 15 savings and loan groups, benefiting 826 households. The Commune Farmers' Association regularly directs and encourages savings and loan groups to promptly assess eligible households for loans, ensuring no funds remain idle.

Through investment capital for production and business development, farmers in Hoai Duc commune have created jobs, increased family income, and further improved their quality of life.

Alongside capital, knowledge is key to enabling farmers in the commune to confidently and effectively implement production and business models aimed at sustainable poverty eradication. The association actively coordinates and organizes training courses and technology transfer programs, helping farmers not only practice agriculture based on experience but also apply science and technology to cope with new challenges such as climate change and rising input costs.

Many collective economic models such as professional farmers' associations, branches, and cooperatives have been formed, helping farmers to link production and consumption. The collective strength helps create high-quality agricultural products, enhancing competitiveness in the market, in line with current development trends.

The clearest evidence of this direction is the development of agricultural products linked to brands and value chains. Hoai Duc has successfully built models for growing apples and Di Trach guavas that have achieved OCOP 3-star and 4-star ratings; transforming agricultural products from "homegrown" produce into branded goods, promoted and sold on e-commerce platforms and social networks like Zalo and Facebook. This is a significant transformation, bringing local agricultural products to a wider market and creating sustainable added value for the people.

Improving the quality of life for the people.

Sustainable poverty reduction in Hoai Duc not only focuses on increasing people's income but also on improving the quality of life and culture. Hoai Duc commune has actively implemented the "All people unite to build a cultured life" campaign, achieving a rate of 96% for cultured families and cultured villages/residential areas.

In addition, investment in essential infrastructure has brought about significant changes: 100% of households have access to clean water and 100% of household waste is collected and transported daily.

Farmers' association members in Hoai Duc commune continue to maintain models of farmers participating in environmental protection, planting trees, building green, clean and beautiful farmer-managed road sections, self-managed road sections, and dredging canals...

Environmental standards are also a measure of a stable life, where people not only have enough to eat but also a clean and civilized living environment.

In addition, Hoai Duc commune always pays attention to and promptly identifies and supports those in difficult circumstances in the area, including many members of the commune's farmers' association.

Nguyen Hoang Truong, Secretary of the Party Committee and Chairman of the People's Council of Hoai Duc commune, emphasized: In recent years, the Party Committee and the government have always paid attention to and directed the implementation of many practical and meaningful activities on sustainable poverty reduction and ensuring social security.

In particular, the campaign to support the "For the Poor" Fund has received a positive response from agencies, units, businesses, and people in the area.

Since July 2025, after the two-tiered local government model came into operation, the commune has received the "For the Poor" Fund from the four communes and towns before the merger, totaling 844 million VND. To date, the Hoai Duc Commune "For the Poor" Fund has mobilized and received more than 3.8 billion VND.

Thanks to the fund, many disadvantaged households in Hoai Duc commune have received timely support, including many households that are members of the farmers' association.

In 2025, Hoai Duc commune will have 4 households approved for the construction of "Great Solidarity" houses, each receiving 50 million VND, and 50 disadvantaged households will receive gifts worth 1 million VND each; 2 households will receive emergency support of 2 million VND each; 250 cases will receive gifts on the occasion of the National Solidarity Day, each gift worth 500,000 VND; the Fatherland Front of the commune will organize the donation of production equipment and organize medical examinations and treatment for disadvantaged households…

On the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd, the Hoai Duc Commune Farmers' Association had two members receive gifts totaling 10 million VND from the Vietnam Fatherland Front Committee of Hanoi City. To celebrate the 95th anniversary of the founding of the Vietnam Farmers' Association, the Hoai Duc Commune Farmers' Association also presented 36 gifts to members in difficult circumstances, totaling 18 million VND. These meaningful and timely gifts have given members more motivation to overcome difficulties and hardships and strive to improve their lives.

The resolution at the end-of-year 2025 session of the Hoai Duc Commune People's Council also set the goal for 2026 of maintaining no poor households according to the new multidimensional poverty standard issued by Hanoi City, determined to turn the achievement of sustainable poverty eradication into a long-term responsibility of the entire commune's political system, including the active contribution of the Commune Farmers' Association.

Chairman of the Hoai Duc Commune Farmers' Association, Nguyen Huu Cuong, emphasized: In 2026, the Association is determined to maintain the status of having no poor households according to the new poverty standard of Hanoi city.

To achieve this goal, the Association continues to focus on effectively implementing the National Target Program on Sustainable Poverty Reduction; fully and promptly implementing social security policies; effectively managing preferential capital, ensuring that policy credit funds reach the right beneficiaries, comply with regulations, and are used for the right purposes, creating optimal economic efficiency. At the same time, the Association focuses on implementing its work programs and plans for 2026, maintaining coordination with relevant agencies to implement programs and projects on agricultural development, rural development, improving farmers' lives, and organizing activities to support farmers in developing production and business to help members increase their income and further improve the quality of life.
