Land clearance for Bao Loc - Lien Khuong Expressway: Consensus for common interests

The Bao Loc - Lien Khuong Expressway Project is recording positive signs regarding the progress of site clearance (GPMB) with a very high rate of legally approved files. However, behind the consensus for the common good, the story about compensation prices is also a concern for some households that have to give up land for road construction.

The counting work has been basically completed.

The Bao Loc - Lien Khuong Expressway Project has a total route length of 68.53 km, passing through many communes and wards with a total land acquisition area of ​​up to 539.44 hectares. According to the Lam Dong Provincial Land Fund Development Center, as of early December 2025, the site clearance work for this key project has reached a fairly high rate with a total of 2,440 affected records (including 2,436 households, individuals and 11 organizations). Thanks to the drastic participation of the political system and the cooperation of the people, the counting work has completed 2,404 records, reaching a rate of 98.36%.

Notably, the legal review process in localities is being accelerated to the maximum. 2,381 files (accounting for 99.04%) have been transferred to localities for review. As a result, 2,295 files have been processed (reaching 96.39%), of which 2,033 files are eligible for compensation. Currently, the authorities are posting compensation, support and resettlement plans for 1,243 files with a total estimated cost of about 1,292.3 billion VND.

Actual records in communes and wards where the project passes through show that the people's spirit of cooperation is very high. Recently, households have created maximum conditions for the unit to measure and inventory and expressed their willingness to hand over the site.

Still struggling

Although the progress is very positive, after receiving the notice of compensation land prices, the people directly affected are still worried that the first listed land price is still far from the market price. In Di Linh commune, where the longest expressway route passes through with 12.53 km, 138.46 hectares of land (mainly agricultural land) must be recovered, the story of land prices is a very hot topic in the lives of residents.

Mr. Dau Duc Dung (Tan Chau 7 village, Di Linh commune) has 3 children, all living together and farming on a 6-sao plot of land near his house. The project "took away" nearly 5 sao of land and his family also agreed to hand over the land to build the road. "According to the announcement, the compensation amount I received was more than 800 million VND. My wife and I fully support the State's road construction policy and are willing to hand over the land. But as farmers, if we lose our farmland, we have to buy land elsewhere to rebuild it. With this compensation amount, even if we go to a more remote area, we cannot buy back the same amount of land for production," Mr. Dung shared.

Mr. Dung's wish is also the wish of many other people living purely on agriculture, hoping that the authorities will survey the price more realistically, so that people have the opportunity to rebuild their lives and continue to buy back their land for production after giving up their land.

In Di Linh commune, the government has publicly listed the transfer price for 263 files with the amount of 261.2 billion VND; the Provincial Land Fund Development Center has also listed the price for 65 other files with 53.3 billion VND.

A similar story is happening in Hiep Thanh commune. With 7.6 km of highway passing through, 48.1 hectares of land need to be recovered from 323 households and affected households these days are mixed with support and questions. Mr. Chu Van Diet (Hiep Thanh commune) said that his family is very in agreement with the development of traffic infrastructure. However, at present, he has only heard "rumors" about the price and has not received an official announcement. "My children and I's biggest wish is that the State imposes a suitable price and cares for households whose land has been recovered so that people have enough conditions to buy back their farming land and stabilize their lives in a new place," Mr. Diet suggested.

The Land Fund Development Center said that, up to now, Hiep Thanh commune has completed the legal review of 313/323 files, of which 200 files are qualified. The Center has listed 246 files at about 322 billion VND. However, there are still 113 files that are not qualified due to problems with the origin of public land, disputes or incomplete files.
