Strategic Infrastructure Project Overview
Ninh Binh province has approved the investment policy for the Hoa Lu - Nam Dinh dynamic axis road project with a total capital of up to 13,850 billion VND. This strategic infrastructure project has a length of 39 km, is expected to strengthen inter-regional connectivity, create momentum for socio-economic development and contribute to the goal of making Ninh Binh a centrally-run city in the future.
Size and specifications
The main axis route for socio -economic development of Ninh Binh province (Hoa Lu - Nam Dinh) has a total length of 39 km, divided into four main components with different technical standards:
- Main route (21 km): The starting point intersects with National Highway 1 in Tay Hoa Lu ward, the ending point intersects with Ring Road 2 (DT.485B) in My Loc ward. The route is designed according to the standards of a level II plain road, speed of 100 km/h, roadbed width of 49 m with 4 lanes for motor vehicles. Sections passing through residential areas will be widened to 122 m and have a service road.
- Belt Road 2 Section (12.2 km): Connects from My Loc ward to the intersection with National Highway 38B, connecting to the route connecting the two Tran Temples. This section has a design speed of 80 km/h, a 57 m wide roadbed and 4 lanes.
- Branch line 1 (5.1 km): Connects from Ring Road 2 in My Loc ward to National Highway 10 in Nam Dinh ward. Roadbed is 41 m wide, with 4 lanes.
- Branch line 2 (0.7 km): Connecting Ring Road 2 with the road connecting the two Tran Temples, starting point at Thien Truong ward. Roadbed is 57 m wide, with a scale of 4 lanes.

Overpass system on the route
To ensure smooth connectivity, the project will build 7 major bridge structures, including:
- Day River Bridge: 897 m long, 34.5 m wide.
- Cau Gie - Ninh Binh Expressway Overpass: 410 m long, 32 m wide.
- Iron River Bridge: 97 m long, 32 m wide.
- Bridge on DT.486B: 330 m long, 12 m wide.
- Railway overpass and National Highway 21A (on Ring Road 2): 410 m long, 26.5 m wide.
- Canal overpass (on branch line 1): 50 m long, 32 m wide.
- Pearl River Bridge (on branch line 2): 113 m long, 27 m wide.
Economic impact and development goals
The project is identified to play an important role in improving traffic connectivity between Hoa Lu center (Ninh Binh) and Nam Dinh, shortening travel time. The route will create a new economic corridor, promoting tourism development, especially spiritual tourism connecting important historical and cultural relics in the region.
To implement the project, it is expected to reclaim more than 322 hectares of land, including about 11.3 hectares of residential land and 233.4 hectares of land specialized in rice cultivation. This is one of the key projects to realize the goal of turning Ninh Binh into a centrally-run city.

Total investment capital and implementation progress
The total investment of the project is 13,850 billion VND. The project implementation roadmap is divided into specific phases:
- 2025: Complete investment preparation procedures.
- Phase 2026 - 2028: Focus on implementing construction investment work.
- From 2029: Complete the entire project and officially put into operation and use.
