Although storm No. 15 is weakening, the Vietnam Road Administration still maintains 24/7 duty, mobilizing forces and equipment on site to handle landslides, flooding and restore traffic on national highways in Khanh Hoa , Lam Dong and the South Central Coast - Central Highlands region.

The Vietnam Road Administration ( Ministry of Construction ) has just issued a quick report on the response to storm No. 15 in the East Sea and the work to overcome the consequences of prolonged rain and floods, updated to 4:00 p.m. on November 30. With the motto "4 on-site", affiliated units are focusing on implementing many solutions to ensure traffic safety, support people and restore traffic on national highways.

According to a report from the National Center for Hydro-Meteorological Forecasting, storm No. 15 continues to weaken but still affects the South Central and Central Highlands regions, and is forecast to cause strong winds and scattered rain on the sea from Gia Lai to Khanh Hoa.

Implementing the direction of the Ministry of Construction, the Vietnam Road Administration issued dispatches No. 30/CD-CDBVN, 31/CD-CDBVN dated November 25 and document No. 6711/CDBVN-TCGT dated November 28, requesting units to be on duty 24/7, closely monitoring weather developments; reviewing key locations at risk of landslides and flooding; preparing plans to mobilize forces and equipment to promptly handle arising situations.

During the response process, the units have arranged human resources, vehicles, signs, and barriers at landslide and flood locations; organized traffic diversion, guidance, and temporary road closures when necessary. The South Central and Central Highlands regions have reserved 30,000 steel baskets at 15 slope reinforcement locations; 800 m of Bailey beams to build temporary bridges; 4 sets of DTDP-30 steel beams; along with a system of excavators, bulldozers, and dump trucks, ready to handle the situation according to the "4 on-site" motto.

Regarding flood recovery, the national highways managed by the central government were completely reopened to traffic from 4:30 p.m. on November 22. However, on the routes managed by local governments, there are still 11 congestion points in Khanh Hoa and Lam Dong.

In Khanh Hoa, there are still 9 traffic jams on National Highway 27C (from Km44+410 to Km51+700). The entire route is expected to be open to traffic before December 5; the rock breaking point at Km44+410 can be completed in about 3 days (expected December 2). Khanh Hoa Department of Construction has temporarily banned traffic on Khanh Le Pass, organizing traffic flow in the directions of National Highway 1-National Highway 27 or National Highway 1-National Highway 26-National Highway 27 to Da Lat.

In Lam Dong, there are two remaining congestion points (one less than on November 28), including the Mimosa Pass landslide on National Highway 20, expected to open to traffic at the end of November 30; and D'Ran Pass, expected to open to traffic in one lane from December 2, with all clearance completed before December 15. Traffic in the area is being diverted via National Highway 20, National Highway 27 and DT.725.

The Road Management Areas and the Department of Construction coordinated with local authorities to continue clearing rocks and soil, reinforcing slopes, clearing waterways, repairing roadbeds and placing warning signs at dangerous sections. The top priority is to soon reopen the route to serve relief work and people's travel needs. From November 20, vehicles of the units were still mobilized to support the transportation of relief goods and rescue forces.

On November 24, the working group of Road Management Zone III and Road Technical Center 3 inspected National Highway 27C in Khanh Hoa and proposed solutions. Road Management Zone IV also established an inspection team in Lam Dong and proposed an emergency repair plan for Mimosa and D'Ran passes. To date, a total of 15,000 steel cages have been transferred to support localities (Zone IV: 5,000; Zone III: 3,000 according to Decision 1300/QD-KQLDBIII dated November 30).

The Vietnam Road Administration said it will continue to closely monitor the situation, maintain its direction, and be ready to transfer more materials and equipment to speed up the repair process, ensure safe and smooth traffic; contribute to stabilizing people's lives and promoting socio-economic development in areas affected by storms and floods.
