The project to stabilize the population in the Da River resettlement area is expected to be extended until 2026.

The People's Committee of Phu Tho province has just issued a directive requiring departments, branches and investors to focus on thoroughly handling difficulties to complete 100% of the project items for stabilizing the population and developing the socio-economic development of the Da River resettlement area in the period of 2021-2025. Many specific tasks and deadlines have been assigned to ensure the progress of infrastructure and resettlement projects.

According to the latest direction of Vice Chairman of the Provincial People's Committee Dinh Cong Su, the Department of Agriculture and Environment is assigned to accelerate guidance for communes and investors in site clearance work; resolve petitions within its authority; urge investors to submit progress reports every Monday and summarize difficulties and problems to report to the Chairman of the Provincial People's Committee on Wednesday.

The Department of Ethnic Minorities and Religions, relevant departments and branches, and People's Committees of communes and wards in the project area must continue to review and synthesize the results of integrating capital sources from the three National Target Programs and other suitable capital sources to ensure the implementation of the set goals.

The Hoa Binh Regional Project Management Board and the People's Committees of the communes and wards as investors must report in detail the implementation status, disbursement, and difficulties of each project before November 29, 2025. Construction units are required to increase human resources, equipment, and organize construction in "3 shifts", ensuring quality, progress, safety, and environmental sanitation; and complete the handover and settlement of the project before December 31, 2025.

The Department of Construction and the Department of Finance are assigned to accelerate the appraisal of investment policy adjustments, inspection, acceptance, payment and handover of works according to regulations. The Department of Finance is in charge of advising the Provincial People's Committee to extend the implementation period of bidding packages and report to competent authorities for permission to extend the implementation period of the project until December 31, 2026, completing procedures before December 5, 2025.

The Vice Chairman of the Provincial People's Committee requested the Party Secretaries of communes and wards in the project area to strengthen leadership and direction of the political system; propagate and mobilize people to support and promptly hand over the site for construction.

The project to stabilize the population and develop the socio-economic situation in the Da River resettlement area has been implemented in 34 communes in the lake area, in 9 districts and cities, with a total investment of more than 4,053 billion VND. Up to now, most of the infrastructure and resettlement projects have been completed or have achieved high progress; many projects have been handed over and put into use. Particularly, 7 new projects starting construction in the period of 2021-2025 with a total capital of more than 1,100 billion VND have all been fully allocated.

However, according to the Department of Agriculture and Environment, many projects still face difficulties such as the area of ​​recovered land has not been fully handed over; verification of land origin is complicated due to many cases of transfer without certificates; compensation and resettlement support work is still slow; project management form is not unified after operating the 2-level government model.

The provincial leaders also requested departments and branches to clearly assign responsibilities, coordinate closely; focus on resolving slow-progressing projects such as the Vay Nua - Tien Phong inter-commune road, Phu Cuong - Go Lao road, and the Thung - Dai hamlet inter-commune road. People's Committees of communes in the project area urgently complete site clearance.

Units must report and update difficulties to the Provincial People's Committee every Monday morning for timely handling, to ensure the goal of comprehensively completing the project for the 2021 - 2025 period.
