Inspection Team No. 39 of the Provincial Party Committee worked with the Party Committees of Ninh Quoi and Chau Thoi communes.

On the morning of December 10th, Inspection Team No. 39 of the Provincial Party Committee, led by Standing Committee Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee Nguyen Minh Luan, held a working session with the Standing Committee of the Party Committee of Ninh Quoi and Chau Thoi communes regarding the results of implementing the Resolution of the Party Congress of the communes for the 2025-2030 term.

Ninh Quoi Commune was established on July 1, 2025, based on the merger of Ninh Quoi Commune and Ninh Quoi A Commune. Immediately after the First Congress of the Ninh Quoi Commune Party Committee, the Commune Party Committee organized the dissemination, implementation, and concretization of the Resolution extensively among Party members and the people; at the same time, it issued an action program with 05 key tasks, 03 breakthroughs, and key solutions for the period 2025 - 2030.

Accordingly, during the 2025-2030 term, Ninh Quoi commune will focus on developing agriculture towards increasing product value; digital transformation; administrative reform; mobilizing resources for infrastructure investment; developing small and medium-sized enterprises; ensuring security and order; and improving the quality of its staff.

The Deputy Secretary of the Party Committee and Chairman of the People's Committee of Ninh Quoi commune proposed several solutions to the inspection team to overcome difficulties and obstacles facing the commune.

Besides the achievements, the Ninh Quoi Commune Party Committee still faces some difficulties and challenges in implementing the Resolution. Therefore, it is proposed that the provincial leadership provide support in adjusting the commune's general local planning to create a basis for detailed planning of industrial zones and clusters, thus meeting the conditions for attracting investment; prioritize investment in transportation infrastructure to serve production and goods circulation; invest in equipment for information technology applications and digital transformation; and provide guidance on personnel planning to facilitate the commune Party Committee's training and placement of cadres in the new phase.

Chau Thoi commune was established through the merger of Vinh Hung, Vinh Hung A, and Chau Thoi communes. The Chau Thoi Commune Party Committee promptly developed and issued comprehensive programs, plans, and resolutions to concretize the resolutions of the Commune Party Congress for the 2025-2030 term, ensuring synchronicity, timeliness, and adherence to proper procedures. The dissemination and implementation of the resolutions were carried out seriously and through diverse forms, creating unity in awareness and action throughout the entire political system.

During the 2025-2030 term, the Chau Thoi Commune Party Committee will focus on directing the development of tourism ; sustainable poverty reduction; infrastructure development, human resources, and high-quality agriculture…

During the meeting, the leaders of Chau Thoi commune requested provincial leaders to provide funding for the construction of rural transportation infrastructure, waste treatment, and a new office building after the merger; to supplement the support allowance for operating the commune's Public Administrative Service Center according to the new model; and to support the development of high-quality agricultural models and eco-tourism and cultural tourism.

Speaking at a working session with the Standing Committees of Ninh Quoi and Chau Thoi communes, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan praised the efforts of the Party Committees of the two communes in implementing the documents and resolutions of the First Party Congress of the communes; at the same time, he shared the difficulties that the two communes are facing.

Vice Chairman of the Provincial People's Committee Nguyen Minh Luan emphasized: This is the initial step in checking the implementation of the Resolution following the commune-level congress. Generally, both communes have basically implemented all required documents; for incomplete documents, they will be strengthened and supplemented to serve future inspection and post-inspection work; the initial documents must ensure quality and have outstanding points; the documents must be disseminated to the Party branches; Party building work regarding organizational structure, personnel, job positions of semi-professional staff, and specialized departments should be promoted to make appropriate adjustments; and political activities within Party organizations should be carried out effectively.

Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested that leaders of communes effectively implement planning; identify the potential and advantages of each locality and key products right from the beginning of the term; closely adhere to key tasks, breakthroughs, and pillar resolutions of the Central Government to concretize them according to each locality.

Regarding the recommendations from the two communes, the inspection team will take note and provide a response as soon as possible.
