
Attending the meeting were members of the Appraisal Council; representatives of the leadership of Dao San Commune People's Committee; the project investor; the design consultant and the environmental impact assessment consultant for the project; and the environmental specialist from the Provincial People's Committee Office…
The project to upgrade and renovate the road leading to the center of Dao San commune has a total length of 1,975.57m, a roadbed width of 5.0m, a road surface width of 3.5m, and a shoulder width of 1.5m. The design load is 6 tons/axle; the starting point connects to Provincial Road 132 at Hop 3 residential area; the end point is at Tung Qua Lin residential area, Tung Qua Lin Ethnic Boarding Primary and Secondary School, and the Party Committee and Vietnam Fatherland Front Committee of Dao San commune. The project is classified as a type B rural transportation project.

The project to upgrade and renovate the road to the center of Dao San commune aims to invest in the construction and renovation of rural transportation infrastructure to the commune center, strengthening essential infrastructure serving production and people's lives. At the same time, it facilitates the connection between the center of Tung Qua Lin commune and the center of Dao San commune, meeting the travel needs of the people in the area, and making a significant contribution to the socio -economic development goals of the mountainous ethnic minority region as outlined in Resolution No. 88/2019/QH14 dated November 18, 2019.

During the meeting, members of the Appraisal Council and representatives of the Dao San commune leadership requested the project's investor and consulting units to review and remove any outdated legal provisions; to clearly state the project's construction methods, and based on that, determine the environmental impact of the construction methods and select appropriate methods to minimize the project's impact on the environment and forests. They also requested the consulting unit and the investor to supplement data on the current state of biodiversity of forest plants and animals in and around the project area…

Concluding the meeting, Mr. Ngo Xuan Hung, Deputy Director of the Department of Agriculture and Environment and Vice Chairman of the Appraisal Council, requested that for areas affecting the current state of the forest, the investor must fully comply with the procedures for converting forest land use to other purposes as stipulated in the Forestry Law and its implementing guidelines; and have measures and resource plans to implement the environmental protection works and measures of the Project... At the same time, he requested that the investor incorporate the opinions of the members of the Appraisal Council and revise and finalize the environmental impact assessment report of the Project to Upgrade and Renovate the Road to the Center of Dao San Commune as soon as possible so that the Standing Committee of the Appraisal Council can complete the next steps...
At the end of the meeting, the members of the Appraisal Council unanimously voted to approve the environmental impact assessment report for the Project to Upgrade and Renovate the Road to the Center of Dao San Commune, on the condition that it be revised and supplemented according to the comments of the members of the Appraisal Council.
