Conference to implement Government Decree 265/2025/ND-CP and related documents.

(gialai.gov.vn) - On the afternoon of December 10th, in Gia Lai province, the Ministry of Science and Technology organized a national conference to implement Decree 265/2025/ND-CP, guiding the development of plans and state budget estimates for the fields of science, technology, innovation, and digital transformation. The conference was connected online to locations in provinces and cities nationwide. Attending the conference from the Ministry of Science and Technology were: Mr. Bui Hoang Phuong - Deputy Minister of Science and Technology; and representatives of leaders from units under the Ministry of Science and Technology. From Gia Lai province were: Mr. Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and representatives of leaders from several relevant departments and units.

Deputy Minister of Science and Technology Bui Hoang Phuong delivered a speech at the conference.

In his opening remarks at the conference, Deputy Minister of Science and Technology Bui Hoang Phuong stated that 2025 marks several significant changes to the legal system, with the promulgation of Decree No. 265/2025/ND-CP, Decree No. 85/2025/ND-CP on the implementation of the Law on Public Investment, and Decree No. 275/2025/ND-CP amending and supplementing Decree 85; along with amendments to the Law on State Budget, the Law on Bidding, the Law on Public Assets, and new guidelines on information technology investment and digital transformation. These new regulations have formed a strong policy framework, viewing science, technology, innovation, and digital transformation as the central driving force of growth and the key to improving productivity, quality, and competitiveness of localities.

In particular, Government Decree No. 265/2025/ND-CP dated October 14, 2025, brings about many important changes, focusing on transforming perceptions and mechanisms for operating capital sources. This is considered a key solution to remove obstacles and create more favorable conditions for mobilizing and utilizing financial resources, thereby promoting science, technology, and innovation as core elements of economic development.

Deputy Minister of Science and Technology Bui Hoang Phuong requested that delegates focus their discussions on the content of Decree No. 265/2025/ND-CP and related documents, creating conditions for unified implementation nationwide.

On this occasion, Deputy Minister of Science and Technology Bui Hoang Phuong expressed his sympathy for the damage caused to Gia Lai province by natural disasters; and hoped that the locality would soon overcome difficulties and restore socio-economic development.

Representatives from the Hope Foundation, VnExpress newspaper, and FPT Group provided support to schools damaged by storms and floods.

At the conference, representatives from Vietnamobile Mobile Telecommunications Joint Stock Company donated 25,000 notebooks to students in flood-affected areas of Gia Lai province. Representatives from Vietnam Payment Solutions Joint Stock Company (VNPAY) provided 100 million VND to support the Gia Lai Department of Education and Training in overcoming the consequences of Typhoon No. 13. Representatives from the Posts and Telecommunications Institute of Technology donated 30 STEM kits and supporting tools worth 200 million VND to the Gia Lai Department of Education and Training. Representatives from the Hope Foundation (HOPE Foundation), VnExpress Newspaper, and FPT Group provided 3.35 billion VND to 9 schools in the province for post-typhoon reconstruction.

Chairman of the Provincial People's Committee Pham Anh Tuan emphasized that for Gia Lai province, this is a crucial time to make breakthroughs in science and technology development, innovation, and digital transformation, creating a foundation for rapid and sustainable growth. Immediately after the issuance of Decree 265/2025/ND-CP, the province directed the Department of Science and Technology to review and propose amendments or new regulations within its authority; and to develop a plan to innovate the management and operation mechanism of the Science, Technology, and Innovation Development Fund. The province is also developing a five-year master plan (2025-2030) on science, technology, and innovation in accordance with the Ministry's guidelines.

In addition, the province is also focusing on promoting technology transfer and innovation; building a portfolio of public-private partnerships in research and digital transformation; attracting Vietnamese experts and intellectuals abroad to participate in the development of science and technology in the province…

On behalf of the Party Committee, Government, and people of Gia Lai province, Chairman of the Provincial People's Committee Pham Anh Tuan thanked the Ministry of Science and Technology and other units for their joint efforts and support in providing resources to help the locality overcome the consequences of natural disasters; at the same time, he pledged to use the support resources appropriately, economically, effectively, and promptly to quickly stabilize the lives of the people in the province.

At the conference, speakers presented the main contents of Decree No. 265/2025/ND-CP detailing and guiding the implementation of some articles of the Law on Science, Technology and Innovation regarding finance and investment in science, technology and innovation; the new points of the law on managing investment in information technology applications and digital transformation using state budget funds; and guidance on how to synthesize and build public investment plans in the fields of science, technology, innovation and digital transformation.

Government Decree No. 265/2025/ND-CP dated October 14, 2024, provides detailed regulations on several articles of the Law on Science, Technology and Innovation regarding finance and investment in science, technology and innovation, including: Article 15; Clause 2 of Article 18; Clause 2 of Article 31; Article 35; Article 61; Article 62; Article 63; Article 64; Article 65; Article 66; and Clause 2 of Article 67 of the Law on Science, Technology and Innovation.

The Decree also provides guidance on the implementation of the Law on Science, Technology and Innovation regarding finance and investment in science, technology and innovation, including: a) The strategy for the development of science, technology and innovation; the plan for science, technology and innovation; b) The structure of the state budget for science, technology and innovation; expenditure content; budgeting, allocation, management, use, and settlement of the state budget for science, technology and innovation activities; c) Management and use of the National Science and Technology Development Fund, the National Technology Innovation Fund, the Science, Technology and Innovation Development Fund of Ministries, ministerial-level agencies, government agencies, other central agencies and provincial People's Committees; d) Expenditure content, management and use of the Science and Technology Development Fund of enterprises, organizations and public service units; Expenditures by businesses on scientific research, technological development, and innovation.

Representatives from the Gia Lai Provincial Finance Department exchanged views on the establishment of a fund for the development of science, technology, and innovation.

Also at the conference, the speaker presented an overview of the Strategy for the Development of Science, Technology and Innovation until 2030, some existing shortcomings, limitations, difficulties, and the need to adjust the Strategy to meet the requirements in the new context.

The strategy identifies the development of science, technology, and innovation as a top national priority, playing a strategic breakthrough role in the new era; it is the main driving force for promoting growth, creating breakthroughs in productivity, quality, and efficiency; it is a decisive factor in enhancing the competitiveness of the nation, economic and social sectors, localities, and businesses; it is the foundation for implementing national digital transformation; and it makes a significant contribution to improving people's lives, sustainable development, and ensuring national defense and security.

The core contents of the revised Strategy are: Identifying innovation as having a role and status equal to that of science and technology in the new era. The national institutional system for science, technology, and innovation must become a strategic competitive advantage, capable of attracting global talent, intellect, and resources to solve Vietnam's major problems. The State manages science, technology, and innovation activities primarily through post-audit principles; ensuring the autonomy and accountability of organizations, businesses, and individuals. Attracting and effectively utilizing all investment resources for the development of science, technology, and innovation. Budget allocation for research and development in science and technology should prioritize implementation through a fund mechanism, via science and technology development funds. Implementing a special incentive mechanism, focusing on forming high-quality human resources, talents, leading scientists, project managers, and chief architects. Promote cooperation and linkages among the "three stakeholders": businesses, research institutes/universities, and the State, forming a closed value chain from research and development to commercialization of scientific and technological results. Ensure that annual spending on science, technology, and innovation is at least 2% of the total state budget, within the minimum 3% of the state budget allocated to science, technology, innovation, and digital transformation, and gradually increase according to development requirements…
