Ninth Session of the 14th Provincial People's Council: Approved 24 resolutions on socio-economic development and many other important issues.

After two days of urgent and serious work, in a spirit of democracy, innovation, and high responsibility, on the afternoon of December 10th, the Ninth Session of the 14th Thai Nguyen Provincial People's Council completed all the planned contents and programs and held its closing session.

Attending the closing ceremony of the session were: Comrade Vuong Quoc Tuan, Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province; members of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee and leaders of provincial departments and agencies.

At the closing session, the meeting adopted 24 resolutions on socio-economic development for 2026 and the 2026-2030 period, public investment plans, budget allocation, mechanisms, policies, regular resolutions, and personnel matters. These are major decisions, reflecting a strategic vision, promptly meeting the practical requirements and tasks of the province's socio-economic development, and aligning with the two-tiered local government structure. They serve as a legal foundation and important driving force for the province to continue its strong development, worthy of its position as a center of industry, education and training, and science and technology in the northern midland and mountainous region.

In his closing remarks at the session, Comrade Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, requested the Provincial People's Committee, departments, agencies, and localities to seriously and fully absorb the directives of the Provincial Party Secretary and promptly implement the resolutions just passed by the Provincial People's Council, ensuring timeliness, consistency, and effectiveness.

The comrade requested the Provincial People's Committee and relevant departments, agencies, and localities to promptly and effectively implement the resolutions; promote socio-economic development, disburse public investment capital, complete infrastructure, ensure social security, and maintain political stability; focus on thorough preparation for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term; and at the same time strengthen propaganda to create consensus among the people.
On this occasion, he expressed his gratitude for the attention and guidance of the Provincial Party Committee, the coordination of various agencies, and the contributions of the voters, affirming his determination to quickly implement the resolutions.

1. Resolution on the results of implementing socio-economic development tasks in 2025; goals and tasks for socio-economic development of Thai Nguyen province in 2026.
2. Resolution on the results of monitoring the resolution of opinions and recommendations of voters submitted before and after the third session (Thai Nguyen Provincial People's Council), the thirtieth session (Bac Kan Provincial People's Council); opinions and recommendations in Resolution No. 280/NQ-HĐND dated June 27, 2025 of the Thai Nguyen Provincial People's Council; Report No. 124/BC-HĐND dated June 21, 2025 of the Standing Committee of the Bac Kan Provincial People's Council.
3. Resolution on the allocation of the state budget of Thai Nguyen province for the year 2026.
4. Resolution on the Decision on the Public Investment Plan for 2026 of Thai Nguyen Province.
5. Resolution on the decision on staffing levels for officials and civil servants in provincial-level local government agencies and the total staffing levels for officials and civil servants in commune-level local governments, and the number of employees receiving salaries from the state budget in public non-business units under Thai Nguyen province in 2026.
6. Resolution on the Socio-Economic Development Plan for the period 2026-2030 of Thai Nguyen province.
7. Resolution on the 5-year local financial plan for the period 2026-2030 of Thai Nguyen province.
8. Resolution on regulations regarding the first land price list in 2026 in Thai Nguyen province.
9. Resolution on regulations regarding the level of support for overcoming animal disease outbreaks in Thai Nguyen province.
10. Resolution on regulations regarding support policies for public passenger transport by bus in Thai Nguyen province.
11. Resolution on regulating certain expenditure levels for environmental protection activities in Thai Nguyen province.
12. Resolution on regulations regarding expenditure levels for receiving foreign guests, organizing international conferences and seminars, and receiving domestic guests for agencies and units under the management of Thai Nguyen province.
13. Resolution on regulations regarding expenditure levels for receiving, visiting, and congratulating certain individuals by the Vietnam Fatherland Front Committees at all levels in Thai Nguyen province.
14. Resolution on stipulating certain expenditure levels for training and professional development of civil servants and public employees under the management of Thai Nguyen province.
15. Resolution on regulations regarding the level of support for individuals assigned to directly assist those receiving education in communes and wards within Thai Nguyen province.
16. Resolution on regulations regarding royalties and remuneration for media products at the commune level in Thai Nguyen province.
17. Resolution on regulations regarding the content and expenditure levels for implementing the special nutrition regime for coaches, athletes, and gifted students in physical education and sports in Thai Nguyen province.
18. Resolution on regulations regarding the content and level of support for folk performing arts clubs; cultural, artistic, and sports clubs in communes and wards in Thai Nguyen province, period 2026 - 2030.
19. Resolution on determining the number of part-time officials at the commune level in Thai Nguyen province in 2026.
20. Resolution on regulating certain regimes and policies for militia and self-defense forces in Thai Nguyen province.
21. Resolution on the decision on investment policy for the Program to support investment, renovation, and upgrading of transportation infrastructure in disadvantaged and especially disadvantaged communes of Thai Nguyen province, giai đoạn 2026 - 2030.
22. Resolution on the adoption of the Plan to control and reduce traffic accidents in Thai Nguyen province for the period 2026 - 2030.
23. Resolution on approving and adjusting the list of projects requiring land acquisition; the list of land areas planned for pilot commercial housing projects through agreements on land use rights or existing land use rights in Thai Nguyen province.
