Increase stable income
Taking us on a tour of his family's farm, Mr. Vi Van Dien from Xop Khau village, Yen Hoa commune happily said that this year, due to the continuous storms and floods, the village's trees and crops were severely damaged, but fortunately, the goats, chickens, and pigs of his family as well as those of the local people are still healthy and provide a steady income.
Having said that, Mr. Dien showed off his Taiwanese mango garden of more than 100 trees, planted nearly a year ago. The trees are taller than a person, growing well next to the cassava field and the family's goat barn system. The source of goat breeds is also supported by the state from the National Target Program capital.

Thanks to this support, along with taking advantage of forest leaves and agricultural products for raising, the herd of goats grows quickly and reproduces well, bringing Mr. Dien a fairly stable source of income. Each year, the herd of goats increases from 2 to 5, then 6, and now more than 10. "When necessary, I sell a few goats, wait for the goats to multiply and raise them again, each goat can be sold for 2-3 million VND," Mr. Dien confided.
In Xop Khau village as well as other villages in Yen Hoa, in addition to enjoying economic models from this source, people are also supported by the National Target Program for Sustainable Poverty Reduction, which supports both plant varieties and livestock breeds. Ms. Luong Thi Oi's household, not far from Mr. Dien's house, was supported with 30 breeding chickens in 2024. After more than 1 year of care, the flock of chickens multiplied to nearly 100, both for eggs and for meat. "The project chickens have delicious meat, quality eggs, are well adapted, and have few diseases. Thanks to the flock of chickens, the family has more income and is less difficult," Ms. Oi shared.

“The livelihood models that come to Yen Hoa people not only help them earn more income but also open up new hope for a way out of poverty when people and the State work together and make good use of support resources. Along with that, people gradually work hard in production, giving up the mindset of waiting and relying on others,” affirmed Ms. Tran Thi Sen - Vice Chairwoman of Yen Hoa Commune People's Committee.
Effectively utilize support resources
Not only in Yen Hoa, in the mountainous communes of the province, public investment from the National Target Programs has been actively promoted, gradually helping poor households have more sustainable sources of income, gradually escaping poverty. For example, in Muong Tip commune, from the support of projects under the National Target Program, many economic models have been handed over to poor households, helping people have more jobs and sources of income, such as goat farming in Xop Tip village; ginger farming, local chicken farming, fattening cow farming in Huoi Khe village; rice farming in Pung village...
Mr. Vi Van Son - Chairman of Muong Tip Commune People's Committee said that thanks to policies related to poor households, near-poor households and newly escaped poverty households from the National Target Program on Sustainable Poverty Reduction, the Program on Economic and Social Development of Ethnic Minority Mountainous Areas, the number of poor households has been reduced year by year. Policies to support production development, improve livelihoods by providing support for seedlings, livestock, bank loans, vocational training, support for science and technology transfer, support for housing repairs, and issuance of health insurance cards have helped the poverty rate in Muong Tip decrease by 20.28% compared to 2021.

The implemented models have created jobs, sustainable livelihoods, and income for the poor, contributing to economic growth and sustainable poverty reduction; at the same time, supporting the improvement of agricultural, forestry, fishery, and salt production capacity; promoting the development of value chain-linked production, applying high technology to innovate production methods and techniques, and increasing income for the poor.
However, through the implementation process, localities have also realized that the implementation of projects still faces many difficulties such as: Localities cannot mobilize the participation of enterprises and cooperatives to build and implement projects according to the value chain; cannot establish community groups and teams to ensure the conditions for implementing projects according to the community support method. On the other hand, people in poor and near-poor households are mainly people who are unable to work, the elderly, lonely, homeless, disabled, people living in remote areas, leading to many difficulties in selecting participants and supporting content for projects.

With these difficulties, the locality has reported to departments and branches; the Provincial People's Council is also conducting supervisions on the implementation of National Target Programs, assessing the current situation, synthesizing and submitting to competent authorities to resolve them, and gradually optimizing State support resources for people to soon escape from poverty.
According to the Department of Agriculture and Environment, in the whole province, Project 2 (Diversifying livelihoods, developing poverty reduction models) under the National Target Program for Sustainable Poverty Reduction in 2024 alone has so far deployed 176 models, including 18 crop models, 144 livestock models, 14 forestry models with 11,278 households participating, including 7,014 poor households, 3,686 near-poor households, 517 newly escaped poverty households. The total capital is more than 305 billion VND, with 66.17% disbursed. As for Sub-project 1 (Support for production development in the agricultural sector) under Project 3, up to now, 89 projects have been implemented, including 11 crop projects, 66 livestock projects, 3 forestry projects, 3 fisheries exploitation projects with 3,438 households participating, including 1,961 poor households, 1,306 near-poor households, 110 newly escaped poverty households and 61 households with disabled people.
