Why must the route from Highway 354 to Highway 10 be doubled?

The route from Highway 354, Tien Lang Commune to Highway 10, Vinh Thuan Commune (Hai Phong) with a length of 8.1 km has been adjusted and widened to 50.5 m, more than 2 times.

A route of great promise

The project to build a road from Road 354 in Tien Lang district (now Tien Lang commune) to National Highway 10 in Vinh Bao district (now Vinh Thuan commune) is a Group B transportation project, which commenced in March 2024.

The project involves the construction of a road with a length of 8.1 km, a roadbed width of 22.5 m, a design speed of 100 km/hour, and a total investment of over 1,382 billion VND. The Tien Thanh bridge over the Thi Binh river will be built along the route.

This road project has received much attention and high expectations from the people of the former Vinh Bao and Tien Lang districts. This is because the project creates a new route connecting National Highway 10 to the city center and, in the future, to National Highway 37; it also connects National Highway 10 and Road 354 with industrial zones in the former Tien Lang district, especially the Tien Thanh industrial zone.

The route shortens travel time for vehicles from industrial zones and clusters in the former Vinh Bao and Tien Lang districts to the Dinh Vu - Cat Hai economic zone and the city's seaport. The route also connects Hai Phong city with the coastal area of ​​Hung Yen province, creating a regional transportation network and reducing congestion on National Highway 10.

With high expectations, the project accelerated its construction progress immediately after its commencement. The city paid special attention to the project's funding allocation; as of September 2025, the investor had received 1,066.6/1,382.9 billion VND (equivalent to 80% of the total investment).

According to Dao Sy Ngoc, Director General of the Hai Phong Investment and Construction Project Management Board for Transportation and Agriculture Projects, the project has two main construction packages. Package No. 18 involves the construction of a road connecting Provincial Road 354 to Tien Thanh Bridge. Package No. 19 involves the construction of Tien Thanh Bridge and the connecting road to National Highway 10. To date, land clearance for the project has been completed.

Regarding construction work, package 18 has reached 52% of the contract value. For package 19, the contractor has completed the construction of Tien Thanh Bridge. The connecting road to National Highway 10 has completed the roadbed construction, drainage, etc., with the volume of work completed reaching 90% of the contract value.

The project is expected to be completed and put into operation by the end of 2025.

According to the Hai Phong Investment and Construction Project Management Board for Transportation and Agriculture Projects, the city will soon invest in the construction of a main urban road (connecting National Highway 5 in Kien An Ward with National Highway 10 in Vinh Thuan Commune) with a roadbed width of 50 to 55 meters.

Specifically, the section of road from Road 354 to National Highway 10, currently under construction (8.1 km), is part of the aforementioned road. Therefore, to ensure uniformity in roadbed scale, the project adjusts the land clearance for the cross-section to 50.5 m and upgrades the roadbed width to 42.5 - 43.5 m. This avoids the need for multiple land clearance phases.

The Tien Thanh Industrial Park and many other industrial parks and clusters in the surrounding area that are currently under investment will create significant traffic pressure.

Furthermore, the Tien Thanh Industrial Park is being urgently developed by its investor to attract secondary investors. Alongside this, the Giang Bien Industrial Park (50 ha), Giang Bien II (phase 1) (188.5 ha), Dung Tien - Giang Bien (50 ha), Vinh Quang Industrial Park (phase 1) (226 ha), An Hoa (199.83 ha), and Trung Lap Industrial Park (498 ha) are being urgently implemented. As these industrial parks and clusters are fully developed, the demand for transportation along the route is projected to increase significantly. Therefore, doubling the road's current size is entirely appropriate.

According to Pham Van Giang, Chairman of the People's Committee of Tien Lang commune, the city's adjustment of the project, doubling the road's cross-section, will contribute to urban development and attract investment for local economic development. With the road expansion, the locality will acquire 109,625 of land from 287 households. To expedite land clearance, the locality is disseminating information about the project adjustments while simultaneously campaigning and persuading residents to hand over the land to the construction unit.

According to the adjustments, in addition to the investment scale, the project's land use area has been increased from 30 hectares to 48.82 hectares, and the total investment has been raised to VND 2,042.5 billion. The project implementation period extends to 2027.

Recently, during a project progress inspection, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, requested the project investor to urge the contractor to expedite the completion of phase 1 of the project. At the same time, he requested coordination with the Department of Construction, the Department of Agriculture and Environment, and the authorities of Tien Lang and Vinh Thuan communes to quickly implement the project after the adjustments. Bringing the project to completion ahead of schedule will contribute to reducing traffic pressure on National Highway 10 and National Highway 5.
