The route of many expectations
The investment project to build a road from Highway 354, Tien Lang District (now Tien Lang Commune) to National Highway 10, Vinh Bao District (now Vinh Thuan Commune), is a Group B traffic project, started in March 2024.
The project invests in building a road with a length of 8.1 km, a roadbed width of 22.5 m, a design speed of 100 km/h, and a total investment of more than 1,382 billion VND. On the route, Tien Thanh bridge is built across the Thia Binh river.
This is a route that has received much attention and expectation from the people of Vinh Bao and Tien Lang districts in the past. Because the project creates a new route connecting from National Highway 10 to the city center and in the future connecting National Highway 37; connecting from National Highway 10 and Road 354 to industrial parks in the former Tien Lang district, especially Tien Thanh Industrial Park.
The route helps shorten the journey from industrial parks and clusters in Vinh Bao and Tien Lang districts to Dinh Vu - Cat Hai economic zone and the city's seaport. The route also connects Hai Phong city with the coastal area of Hung Yen province, creating a regional traffic connection system and reducing the load on National Highway 10.

With high expectations, the project has accelerated its construction progress immediately after the groundbreaking ceremony. The city has paid special attention to the project's capital arrangement. As of September 2025, the investor has been assigned 1,066.6/1,382.9 billion VND (equal to 80% of the total investment).
General Director of the Hai Phong Transport and Agricultural Construction Project Management Board Dao Sy Ngoc informed that the project has two main construction packages. Package 18 builds the road connecting Provincial Road 354 to Tien Thanh Bridge. Package 19 builds Tien Thanh Bridge and the road connecting to National Highway 10. To date, the project's site clearance work has been completed.
Regarding construction work, package 18 has completed 52% of the contract value. For package 19, the construction unit has completed the construction of Tien Thanh bridge. The road connecting to National Highway 10 has completed the construction of the roadbed, drainage, etc., the volume of work has reached 90% of the contract value.
The project is expected to be completed and put into operation by the end of 2025.

According to the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in Hai Phong , the city will soon invest in building a main urban road (the road connecting National Highway 5, Kien An Ward with National Highway 10, Vinh Thuan Commune) with a roadbed width of 50 to 55m.
In particular, the route from Highway 354 to Highway 10, which the unit is constructing (8.1 km) is a section of the above route. Therefore, to ensure uniformity in the scale of the roadbed, the project adjusted the clearance of the cross-section to 50.5 m and upgraded the width of the roadbed to 42.5 - 43.5 m. This avoids the situation of land clearance multiple times.

In addition, the investor of Tien Thanh Industrial Park is urgently building infrastructure to attract secondary investors. Along with that, the industrial parks and clusters of Giang Bien with a scale of 50 hectares, Giang Bien II (phase 1) with a scale of 188.5 hectares, Dung Tien - Giang Bien 50 hectares; Vinh Quang industrial parks (phase 1) 226 hectares, An Hoa 199.83 hectares, Trung Lap 498 hectares are being urgently deployed... When the industrial parks and clusters are exploited synchronously, the demand for transportation is forecast to increase through the route. Therefore, expanding the route twice as much as the current one is completely appropriate.
Chairman of Tien Lang Commune People's Committee Pham Van Giang said that the city's adjustment of the project with the road cross-section scale more than doubled will contribute to urban development and attract investment capital to develop the local economy. With the road expansion, the locality will reclaim 109,625 m2 of land from 287 households. To speed up the site clearance work, the locality will inform the project adjustment content in conjunction with propaganda and mobilize people to hand over the site to the construction unit.
According to the adjustment, in addition to the investment scale, the project adjusted the land use area from 30 hectares to 48.82 hectares and the total investment increased to 2,042.5 billion VND. The project implementation period is until 2027.
Recently, at the project progress inspection, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, requested the project investor to urge the contractor to promptly put the first phase of the project into operation. At the same time, coordinate with the Department of Construction, Department of Agriculture and Environment, and the authorities of Tien Lang and Vinh Thuan communes to quickly implement the project after adjustment. Bringing the project to the finish line early will help reduce traffic pressure on National Highway 10 and National Highway 5.
