Urgent need to finalize safety standards for apartment buildings with electric vehicle charging stations.

The Ministry of Construction has just announced that it has requested the Department of Housing and Real Estate Market Management to urgently develop and finalize the National Technical Standard on safety for apartment buildings equipped with electric vehicle charging stations and poles, applicable to both existing and newly constructed apartment buildings.

This move comes after media outlets repeatedly reported that some apartment buildings in Hanoi and Ho Chi Minh City have temporarily suspended parking of electric motorbikes and electric bicycles in their basements due to concerns about fire and explosion risks. Simultaneously, the situation regarding electric vehicle parking in apartment basements remains unresolved, pending the establishment of safety regulations.

According to the Ministry of Construction, the implementation of the new regulations is based on the Government's directives, including the conclusions of Deputy Prime Minister Tran Hong Ha in Notice 490/TB-VPCP (September 17, 2025), and the Ministry's guiding documents issued in September and October 2025 on the implementation of key tasks regarding environmental protection, climate change, green growth, circular economy , and energy saving and efficiency in the 2025-2026 period.

The Ministry of Construction emphasized the need to develop regulations to ensure the safety of residents, adapt to the rapid development of electric vehicles, and promote the use of clean energy.

At the same time, the Ministry of Construction also requested the Department of Housing and Real Estate Market Management to proactively carry out policy communication, providing timely information to guide public opinion and create social consensus in the process of finalizing regulations, in accordance with the spirit of Prime Minister's Directive 07/CT-TTg on strengthening policy communication.

Experts believe the need for new regulations is becoming increasingly urgent, especially since some apartment buildings have recently suspended parking for electric motorbikes and electric bicycles in their basements due to concerns about fire and explosion risks.

Recently, the HH Linh Đàm apartment complex (Hoang Liet ward, Hanoi) announced a ban on parking electric vehicles in the basement and requested residents to move to outdoor parking areas, citing the reason that "there are no technical regulations to ensure the safety of charging and parking areas for electric vehicles in enclosed basements."

This regulation has sparked debate, with many residents finding it inconvenient, while the management is concerned about liability should an incident occur.

If the plan goes as scheduled, from December 1st, the HH Linh Dam apartment complex management board will stop accepting new registrations for electric motorbikes and electric bicycles. However, Hoang Liet ward subsequently instructed that electric vehicles should not be refused parking. This is because the 2023 Housing Law stipulates that the parking area of an apartment complex includes cars and motorbikes, regardless of whether they run on gasoline or electricity. The arrangement of parking/charging spaces for electric vehicles needs to be designed according to standards - Hoang Liet ward cited.

Given the "confusion" among the parties involved, experts believe that the early issuance of regulations is expected to provide apartment buildings with a legal basis for arranging charging stations and installing necessary safety systems; and at the same time resolve the current difficulties between residents and management in managing electric vehicles.
