Promoting new growth drivers

In implementing its socio-economic development plan for 2025, Quang Ninh province has clearly identified that, in addition to renewing traditional growth drivers, it is necessary to promote new growth drivers based on national strategic resolutions. Although still in the initial stages, these new growth drivers have already begun to show significant progress.

The Permanent Deputy Minister of Science and Technology and the Chairman of the People's Committee of Quang Ninh province presented the decision approving the investment policy for technology projects.

Launching a new era of growth, Vietnam will enter a historic economic period, aiming for high double-digit growth. To achieve this goal, the development perspective must be to transform the growth model towards in-depth development, rapid and sustainable development based on modern science and technology, and successfully implement industrialization and modernization... Based on this foundation, the central government has also promptly issued key resolutions, such as: Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 68-NQ/TW dated May 4, 2025, on the development of the private economy; Resolution No. 70-NQ/TW dated August 20, 2025, on ensuring national energy security until 2030, with a vision to 2045... requires implementation at all levels and by all entities.

Keeping pace with the nation, and recognizing key resolutions as crucial drivers for ensuring growth targets in the new phase, Quang Ninh, with a proactive and innovative spirit, quickly organized propaganda, developed plans and action programs, and immediately issued resolutions on policy mechanisms and directives with the utmost determination. The entire provincial political system is determined to effectively implement the central government's resolutions into local operations with specific goals and targets for each stage.

Identifying science and technology, innovation, and digital transformation as "top national priorities" and "key driving forces," Quang Ninh established a provincial-level Steering Committee. The province's socio-economic development strategies, plans, and programs, as well as those of its sectors, localities, and units, must integrate the contents of Resolution 57-NQ/TW. To date, the province has allocated nearly 1,000 billion VND for science and technology, innovation, and digital transformation; completed the publication and synchronization of 100% of administrative procedures; developed, promulgated, and implemented the application of the Internet of Things (IoT) in the border gate and logistics sectors; and supported businesses in developing new digital applications and services through public-private partnerships (PPP). Simultaneously, it approved the investment policy for the construction and operation of the technical infrastructure of the Tuan Chau Concentrated Digital Technology Park. The provincial Intelligent Operations Center (IOC) has completed testing and is ready for operation; investment approval decisions have been issued for 7 technology projects with a total investment of over 16,000 billion VND.

Similarly, regarding the development of the private economy in accordance with Resolution No. 68-NQ/TW, the province has issued 5 objectives and 8 specific tasks and solutions. Among these, the province is determined to have at least 5 private enterprises in the Top 500 largest private enterprises in Vietnam by 2030; the private economy will contribute approximately 35-40% of the total budget revenue and 40-45% of the province's GRDP; and private enterprises in Quang Ninh province will be among the leading localities nationwide in the application and transfer of science and technology, innovation, and digital transformation, with advanced scientific, technological, and innovation capabilities in several key areas…

Implementing Resolution No. 68-NQ/TW to support businesses, Quang Ninh province has, during the year, developed regulations on business registration fees for household businesses, cooperatives, and cooperative unions; announced investment incentive areas and areas with special investment incentives at the commune level; encouraged the development of science and technology organizations and enterprises, and participation in investing to enhance the potential for science, technology, and innovation development; and developed a plan to support training and improve the quality of human resources for the private economic sector. Simultaneously, a Q&A section has been established on the electronic information portal to receive and promptly resolve difficulties, feedback, and suggestions from citizens, businesses, and household businesses. Regarding Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on reforming the work of drafting and implementing laws; Resolution No. 70-NQ/TW on ensuring national energy security; Resolution No. 71-NQ/TW on breakthroughs in education and training development; and Resolution No. 72-NQ/TW on some breakthrough solutions to strengthen the protection, care, and improvement of people's health, the province is also actively implementing them.

In a volatile global context, with increasingly deep integration into the international economy, the vigorous implementation of new growth drivers will be the core solution for Quang Ninh to unlock its potential and strengths, creating an important foundation for rapid and sustainable economic development, and accompanying the country into an era of progress.
