Improving the quality of life for ethnic minority communities.

Implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 (Program 1719), many localities in the region have effectively implemented solutions, contributing to improving the material and spiritual quality of life for the people.

Dong Xuan commune has 7,799 households with 26,907 people; of which 108 households/380 people are ethnic minorities (Cham people) living concentrated in Ky Du village. To date, the number of poor ethnic minority households is 16, and the number of near-poor ethnic minority households is 15.

Over the years, socio -economic infrastructure in Ky Du village has received significant investment and has become increasingly complete, creating favorable conditions for people in production and business. Poverty reduction efforts have also been consistently prioritized and implemented comprehensively through various programs and policies.

The material and spiritual lives of ethnic minority and mountainous people have been gradually and significantly improved; per capita income continues to rise; and the poverty rate among ethnic minorities is expected to decrease by an average of 10-15% per year during the 2021-2025 period.

According to the People's Committee of Dong Xuan commune, Program 1719 is being implemented focusing on poor and near-poor households in ethnic minority areas. This includes programs to address the shortage of land for housing, production land, and clean water; support for house construction; support for vocational retraining, purchasing machinery and agricultural tools, and providing agricultural services; investment in essential infrastructure serving production and daily life; investment in education, and preservation of traditional culture… Mr. Nguyen Ngoc Tien, Vice Chairman of the People's Committee of Dong Xuan commune, shared: “Program 1719 has made a significant contribution to the goal of sustainable poverty reduction in the locality. Most of the households receiving support are striving to escape poverty and are aiming for sustainable poverty reduction.”

As an area still facing many difficulties, with over 60% of its population being ethnic minorities, Ea Hiao commune has focused on effectively implementing policies to support production development and sustainable poverty reduction, gradually fostering a spirit of self-reliance among its people.

Ea Hiao commune currently has over 30,796 people, comprising 13 ethnic groups. Based on state policies, the locality prioritizes supporting the provision of plant and animal breeds, production tools; creating conditions for people to access preferential loans… to improve their income. In addition, thanks to policy-based credit, many households have been able to replant and expand production. For example, the family of Mr. Y Kút Kpă (Ka La village), in 2024, received a loan of 50 million VND from the job creation fund to plant more than 1,000 new coffee trees and expand by an additional 1 hectare this year.

Furthermore, the People's Committee of Ea Hiao commune has directed specialized departments to promote the transformation of crop structure and the application of new techniques linked to product traceability. As a result, many effective production models have emerged. For example, the family of Mr. Pham Minh Hao (village 5) is one such example, with their model of intercropping durian, avocado, coffee, and betel nut. In 2025, the family harvested over 8 tons of durian and 6 tons of coffee, generating revenue exceeding 750 million VND.

Along with supporting people in economic development and sustainable poverty reduction, Ea Hiao commune also focuses on investing in transportation infrastructure, electricity, schools, and essential facilities serving the lives and production activities of the people. To date, the commune has achieved over 86% of the criteria for convenient village and hamlet roads; 63% of alleyways are clean and not muddy; and 72% of internal field roads...

Mr. Pham Van Dang, Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune, said that the locality will continue to develop high-quality agriculture, build concentrated production areas, apply science and technology, and at the same time focus on investing in infrastructure, improving the quality of education and healthcare for the people, aiming for sustainable development.
