Tay Ninh: Focusing on the development of Khmer ethnic minority communities in border areas.

Over the years, the lives of the Khmer people in Tan Hoa Commune, Tay Ninh Province have gradually improved thanks to the attention of the Party and the State, along with the efforts of the people themselves.

Tan Hoa commune, Tay Ninh province, is a border area with a large population of ethnic minorities, among whom the Khmer people make up a significant proportion with nearly 200 households, mainly concentrated in Con Tran hamlet.

Over the years, the lives of the people have gradually improved thanks to the attention of the Party and the State, along with the efforts of the people themselves.

Stabilizing livelihoods through traditional agriculture.

Mr. Lam Muot (born in 1960, a respected figure in Con Tran hamlet) said that the lives of the people here are basically stable thanks to agricultural production. Each household has at least one acre of land for rice cultivation, ensuring sufficient food supply.

His family owns one and a half acres of land. Each harvest yields five acres of rice for their own consumption, while the rest is used to grow glutinous rice under contract with a business, providing a stable income of approximately 6,000 VND per kilogram.

Besides rice farming, the villagers also grow cassava, take on jobs tending planted forests, or work as seasonal laborers.

Besides building a new way of life, Con Tran hamlet still preserves many traditional features of the Khmer people. The hamlet's community center, newly built in 2024, is where cultural activities and Lamvong and Lam-thon dances are held during the Chol Chnam Thmay and Sene Dolta festivals.

This is also a common gathering place for other ethnic groups in the hamlet such as the Cham, S'tieng, Tay, Thai, and Muong.

The respected elders in the hamlet regularly remind the people to focus on labor and production, to preserve the land for cultivation, and not to leave it fallow or sell it. In marriage, the Khmer people also harmoniously apply tradition and modern lifestyles.

In the past, the groom's family had to build a house and prepare a large dowry before the wedding could take place. Nowadays, if young people are in love, and both families approve and comply with legal regulations, they can choose to live with either the groom's or the bride's family after the wedding.

In recent years, Khmer children have increasingly focused on their studies. Many have gone on to college and university, becoming doctors, pharmacists, and bank employees.

Many ethnic policies have been implemented effectively.

Following the merger, Tan Hoa commune has 15 ethnic minority groups. The commune has actively implemented policies to support ethnic minority communities, especially in disseminating the Party's guidelines and the State's policies and laws on ethnicity and religion.

The locality has implemented the National Target Program for socio -economic development in ethnic minority and mountainous areas for the period 2021-2025.

The commune has integrated the implementation of cultural preservation projects, including guidance from the Ministry of Culture, Sports and Tourism on preserving ethnic cultural values ​​in conjunction with tourism development. Emphasis has been placed on monitoring the situation and maintaining contact with influential individuals, thereby promptly addressing the concerns and aspirations of the local people.

In addition to material support, the local authorities also coordinated with philanthropists to donate more than 500 gifts worth 195 million VND to poor and near-poor households and families entitled to preferential policies.

In particular, the People's Committee of Tan Chau district (formerly Tay Ninh province) invested in the construction of a communal house in Con Tran hamlet (community center) with a total cost of nearly 1.86 billion VND, completed in 2024, creating a cultural space for the Khmer people.

According to Vu Van Minh, Vice Chairman of the Tan Hoa Commune People's Committee, ethnic and religious affairs at the grassroots level still face some difficulties. Officials in charge have to handle multiple tasks, lacking manpower and specialized expertise; the lives of some people remain difficult, and access to policies is slow.

The dissemination of legal information is sometimes not widespread enough or appropriate for the educational level of people in remote areas. Funding for cultural activities and the preservation of ethnic identity is limited.

Nevertheless, the Khmer people in Tan Hoa always maintain a spirit of unity, trust in the Party and the State, and work together to build a new life. In the coming time, the commune aims to continue investing in socio-economic development in ethnic minority areas; accelerate economic restructuring; increase income and achieve sustainable poverty reduction.

Local authorities are strengthening the management of religious activities, visiting and mobilizing the people, consolidating national unity, and combating false narratives that exploit ethnic and religious issues.

The attention of the government, along with the self-improvement efforts of the Khmer people, has contributed to building a new image for the border region of Tay Ninh.

From traditional villages and hamlets, people's lives are becoming increasingly stable, culture is preserved, and the spirit of solidarity is strengthened, creating an important foundation for sustainable local development.
