On December 10th, at the sixth session of the 10th term of the Ho Chi Minh City People's Council, the Director of the Ho Chi Minh City Department of Construction, Tran Quang Lam, answered questions from City People's Council delegates regarding solutions to promote investment in charging stations for electric vehicles.

According to the Director of the Ho Chi Minh City Department of Construction, the city is very interested in green transformation. To develop green transportation, electric vehicle charging stations are needed. With the general global recommendation of approximately 10 cars per charging station and 50 motorbikes per station, the city needs about 3,960 charging stations for cars and about 1,740 charging stations for electric motorbikes.

Currently, the city has approximately 1,000 electric vehicle charging locations and is reviewing public land areas such as parks, vacant lots, parking lots, and sidewalks with available space to install charging stations/battery swapping cabinets. Initially, the city has 19 large bus terminals, accommodating nearly 2,000 buses (charging at night), and other vehicles during the day.

Also at the questioning session, delegates raised issues with the Director of the Department of Construction regarding key transportation projects, expanding gateways to reduce traffic congestion, especially after the merger with Binh Duong and Ba Ria - Vung Tau .

According to the Director of the Department of Construction, Ho Chi Minh City has identified obstacles to regional and inter-regional connectivity, promoted key transportation projects, and has a specific plan to address them.

Regarding the expansion of traffic at the city's gateways, National Highway 13 has a planned expansion, with preparations underway, including land clearance, and construction expected to begin in June 2026. In addition, there will be an elevated road and the construction of the Binh Trieu 3 bridge…

Regarding traffic in the airport area, the city has implemented a series of solutions to address the shortcomings. In the central area, approximately 2,000 intersections with traffic lights will utilize artificial intelligence (AI), transmitting data to a central hub for real-time processing.

The city will expand Tan Ky - Tan Quy road and Truong Chinh road, and begin construction on Metro Line 2. Connecting roads at the gateway to the Western region are also expected to begin construction in 2026.

Key projects such as the Ho Chi Minh City Ring Road 3 will be basically completed in 2025 and officially put into operation in 2026. The Ho Chi Minh City Ring Road 4 is under construction; the section through Binh Duong (formerly) has started, and the remaining sections will begin construction next year. With the mechanisms that have been removed, these projects will be accelerated very quickly.

Regarding the methods, mechanisms, and resources for accelerating key projects, the Director of the Ho Chi Minh City Department of Construction stated that National Assembly Resolution 188 on railways and Resolution 98 (currently being amended) apply specific mechanisms for Ho Chi Minh City.

Large projects will see a significant streamlining of procedures. Funding will also be unlocked through the application of various methods, including not only budget funds but also attracting social investment.
