On the afternoon of December 10th, the Hai Phong City People's Council passed a Resolution promulgating regulations on policies to support social welfare beneficiaries and the payment rates for social assistance in Hai Phong City, for the period 2026 - 2030.

The resolution takes effect from January 1, 2026. Previous resolutions of Hai Duong province and Hai Phong city prior to the merger concerning this matter are no longer in effect from the date this new resolution takes effect.

The City People's Council decided that the standard social assistance rate applicable throughout Hai Phong city is 700,000 VND/month. This standard social assistance rate serves as the basis for determining monthly social allowances, financial support for care and nurturing, funeral expense support, and allowances for nurturing social welfare beneficiaries in public social assistance facilities managed by Hai Phong city.

The total budget allocated by the city to support social welfare beneficiaries and social assistance payments in Hai Phong city in 2026 is projected to be nearly 3,609 billion VND.

The estimated cost for the entire period from 2026 to 2030 is nearly 18,044 billion VND, sourced from the Hai Phong city budget.

The merger of Hai Phong city and Hai Duong province into the (new) Hai Phong city has resulted in differing policies supporting social welfare beneficiaries between the two sides, with some policies providing support to beneficiaries in the eastern part of the city while those in the western part are not, and vice versa.

This leads to inconsistent implementation of policies for different groups. The development of the new resolution as described above is necessary, demonstrating the city's concern for social welfare beneficiaries and contributing to ensuring a comprehensive and harmonious social security policy that balances economic development with addressing social issues, in line with the principle of "leaving no one behind."

In cases where the individuals specified in this regulation are entitled to monthly social assistance, monthly financial support for care and support, and funeral expense support under multiple different documents with varying amounts, they shall only receive the highest level of assistance.
