Member of the Central Committee of the Party, Vice Chairman of the National Assembly Vu Hong Thanh attended and delivered a keynote speech.
Central Committee members Lam Van Man, Chairman of the National Assembly's Ethnic Affairs Committee , and Hoang Duy Chinh, Standing Vice Chairman of the Ethnic Affairs Committee, co-chaired the conference.
Also attending were members of the Central Committee of the Party: Chairman of the Committee on Delegate Affairs Nguyen Huu Dong; Standing Vice Chairman of the Committee on Citizen Petitions and Supervision Le Thi Nga; Secretary of the Lam Dong Provincial Party Committee Y Thanh Ha Nie Kdam and representatives of the Standing Committees of the National Assembly.

Speaking at the Conference, on behalf of the National Assembly leadership, Vice Chairman of the National Assembly Vu Hong Thanh commended, acknowledged, and highly appreciated the efforts and results of the work of the Council of Ethnic Minorities during the 15th National Assembly term.

The Vice Chairman of the National Assembly affirmed that the National Ethnic Council has upheld traditions, innovated and created, inherited the experience of previous terms, acted proactively and positively, closely followed the Party's guidelines, the country's realities and the requirements of the National Assembly, and successfully completed the assigned tasks.
"The National Assembly has reformed its working methods, applied information technology, and undergone digital transformation in its operations; improving the quality of its advisory, review, supervision, and support services for the National Assembly and the Standing Committee of the National Assembly, achieving many important and comprehensive results in all three functions: legislation, supervision, and decision-making on important national issues," the Vice Chairman of the National Assembly emphasized.
Looking ahead, especially during the 16th National Assembly term, the Vice Chairman of the National Assembly suggested that the National Ethnic Council focus on implementing Resolution No. 66 on reforming the work of drafting and enforcing laws, meeting the requirements of national development in the new era.
The National Assembly's Ethnic Affairs Committee thoroughly understands and effectively implements the Politburo's resolutions; identifying them as the political foundation and important prerequisite for proposing policies to help ethnic minorities, ethnic minority regions, and mountainous areas overcome all difficulties and challenges, transform potential into practical strength, and develop together with the country into a new era.
The National Assembly's Ethnic Council effectively carried out its legislative tasks during the 16th National Assembly term; proactively proposed legislative initiatives, increased critical analysis and practicality in the review process, and contributed to improving the quality of draft laws, ordinances, and resolutions of the National Assembly.

Innovate methods and improve the effectiveness of supervision, especially the supervision of the implementation of policies and laws concerning ethnic minorities in the fields of economy, land, culture, education, and health; focus on supervising the organization of local governments at both levels in ethnic minority and mountainous areas to promptly resolve difficulties and obstacles in practice.
Firstly, the Vice Chairman of the National Assembly requested the National Ethnic Council to urgently coordinate with relevant agencies to review the Report on the investment policy for 3 national target programs: building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas until 2030. This will also be a focus of the National Ethnic Council's oversight work in the coming period, with a broad scope of adjustment directly related to the lives, livelihoods, and sustainable development of ethnic minority communities.
The Vice Chairman of the National Assembly also requested the National Ethnic Council to promote the application of information technology, big data, and artificial intelligence to serve legislative work, supervision, and analysis of ethnic policies; to build a national database on ethnic minority and mountainous regions to serve policy planning, supervision, and evaluation of implementation results. He also called for innovation in information and communication work, disseminating ethnic policies, creating social consensus, and spreading the spirit of national unity.
The National Assembly continues to pay attention to and prioritize improving the quality of its members. This is a key factor in ensuring that the National Assembly not only effectively advises and critiques ethnic policies but also truly serves as an effective bridge between the National Assembly and the people of ethnic minorities. In this context, the Standing Committee of the National Assembly plays a central role in uniting, gathering, harmonizing, and coordinating to maximize collective strength.
"During the past term, the National Assembly has made efforts, and should make even greater efforts; having done well, should do even better," the Vice Chairman of the National Assembly said.

In addition, the Vice Chairman of the National Assembly also requested the National Ethnic Council to actively participate and closely coordinate in the preparation for the election of deputies to the 16th National Assembly; contributing to ensuring the selection and nomination of candidates who meet the standards, have sufficient capacity and prestige, and reflect a reasonable structure between regions, ethnic groups, genders and fields of work.
"It is necessary to ensure that there are representatives for ethnic minorities with very small populations, including those who have never had representatives in the National Assembly, clearly demonstrating the representativeness, equality, and solidarity of the Vietnamese National Assembly," the Vice Chairman of the National Assembly emphasized.
With the achievements made during the 2021-2026 term, the Vice Chairman of the National Assembly expressed confidence that the National Ethnic Council will continue to play its role as the leading advisory body of the National Assembly on ethnic affairs, making positive contributions to the cause of reform, development, and national defense.
Responsibility, unity, effort, innovation
Earlier, in his opening remarks at the Conference, Chairman of the National Assembly's Ethnic Affairs Committee Lam Van Man stated that from the beginning of its term, the Ethnic Affairs Committee has upheld the spirit of responsibility, solidarity, effort, innovation, and proactively adjusted its work program, plans, and working methods to suit practical conditions.
To date, most of the tasks assigned by the National Assembly and the Standing Committee of the National Assembly to the National Ethnic Council and its Standing Committee have been basically completed, ensuring progress, quality, and a fairly comprehensive approach across various aspects of work: legislation, supervision, surveys, advising and proposing decisions on important national issues, foreign affairs and international cooperation, and promoting the application of information technology and digital transformation.

Notably, the responsibilities included presiding over and assisting the Standing Committee of the National Assembly in proposing the drafting of laws and preparing the draft Law amending and supplementing several articles of the Law on Supervisory Activities of the National Assembly and People's Councils, which was submitted to the National Assembly for consideration at the Eighth Session. It also included presiding over the National Assembly's supreme supervision of three national target programs, ensuring timely and high-quality implementation; presiding over the review of the Resolution on some specific policies for implementing national target programs; and effectively supervising the promulgation of legal documents related to ethnic policies.
"The results of the tasks performed by the National Assembly's Ethnic Council during the 15th National Assembly term have been recognized and highly appreciated by the National Assembly leadership, the Government, the National Assembly's committees, ministries, departments, and localities," the Chairman of the Ethnic Council emphasized.
