Proposal for collecting fees for granting pink books in Ho Chi Minh City in 3 areas

The Department of Agriculture and Environment (DARD) of Ho Chi Minh City has just sent a document to the People's Committee of Ho Chi Minh City on organizing the collection of fees for granting land use right certificates in Ho Chi Minh City for records under the jurisdiction of the People's Committees of wards and communes.

According to the Department of Agriculture and Environment, currently in Ho Chi Minh City, the fee for granting certificates of land use rights, house ownership rights and assets attached to land (pink books) is regulated as follows: in Ho Chi Minh City (before the arrangement), the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) collects the fee; in Binh Duong and Ba Ria - Vung Tau provinces (before the arrangement), there is no regulation on the collection unit but the Provincial People's Committee is assigned to organize the implementation of resolutions on the collection, payment and management of fees for granting pink books in the province.

In addition, Resolution No. 411/2025 of the People's Council of Ho Chi Minh City dated September 29, 2025 stipulates that the fee collection level for performing administrative procedures through online public services in Ba Ria - Vung Tau province (before arrangement) is 0 VND for 5 types of fees, including the fee for issuing pink books.

Based on the above reality, the Department of Agriculture and Environment submitted to the People's Committee of Ho Chi Minh City a proposal to approve the organization of collection, payment and management of fees for records under the jurisdiction of the People's Committees of wards and communes on the basis of regulations in the resolutions issued by the People's Council of Ho Chi Minh City (before the arrangement), Binh Duong province and Ba Ria - Vung Tau province (before the arrangement).

Specifically, for real estate within the administrative boundaries of Ho Chi Minh City before the reorganization, the Department of Agriculture and Environment will collect, declare and pay to the budget. For real estate within the administrative boundaries of Binh Duong and Ba Ria - Vung Tau provinces before the reorganization, the People's Committees of wards and communes will collect, pay and manage fees.

On August 21, 2025, the Department of Agriculture and Environment sent an official dispatch to the Department of Justice to register to submit to the Ho Chi Minh City People's Council for approval of a resolution on fees for granting pink books in Ho Chi Minh City in the second quarter of 2026, replacing previous resolutions on fees. In particular, it will stipulate that the fee collection unit is the competent unit to handle the records according to the provisions of law.
