10th Session, 15th National Assembly: Approval of Resolution on personnel work

In the morning, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the Hall, listening to Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh present a report explaining, accepting and revising the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended). After that, the National Assembly discussed a number of contents with different opinions of the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended).

At the discussion session, 19 delegates expressed their opinions and 1 delegate debated. In particular, the delegates basically agreed with the Report on explanation, acceptance and revision of the National Assembly Standing Committee; at the same time, the assessment of the content of the draft Law clearly demonstrated innovative thinking in law-making: concise, easy to access and in line with the authority of the National Assembly. In addition, in order to continue perfecting the draft Law, the delegates focused on discussing: the scope of adjustment of the draft Law's structure; the concept of supervision; principles of supervision activities; coordination, publicity and transparency in supervision activities; reporting responsibility of the supervision subject; authority and supervision activities of the National Assembly Standing Committee, National Assembly delegations, National Assembly deputies, People's Councils, People's Council Standing Committees, People's Council Committees, People's Council delegations; thematic supervision; questioning activities; post-supervision; Monitor and urge the implementation of resolutions, conclusions and recommendations for supervision; ensure conditions for facilities, funding and human resources for supervision activities; apply digital technology and digital transformation in supervision activities...

At the end of the discussion, Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh spoke to explain and clarify a number of issues raised by National Assembly deputies.

In the afternoon, the National Assembly held a separate meeting on personnel work under the chairmanship of National Assembly Chairman Tran Thanh Man .

1. The National Assembly heard the following contents: (1) Prime Minister Pham Minh Chinh presented the Report on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term and the Report proposing the National Assembly approve the dismissal of a number of Ministers for the 2021-2026 term. (2) Chairman of the National Assembly's Delegation Affairs Committee Nguyen Thanh Hai presented the Verification Report on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term. (3) Vice Chairman of the National Assembly, Member of the National Election Council Nguyen Khac Dinh presented: (i) Report of the National Assembly Standing Committee on the dismissal of the position of Member of the National Assembly Standing Committee, Secretary General of the 15th National Assembly - Head of the National Assembly Office; dismissal of the position of Chairman of the Delegation Affairs Committee of the 15th National Assembly; dismissal of the position of Chairman of the Science , Technology and Environment Committee of the 15th National Assembly; (ii) Report of the National Assembly Standing Committee on the dismissal of a deputy of the 15th National Assembly; (iii) Report of the Chairman of the National Election Council on approval of dismissal from the position of Member of the National Election Council. After that, the National Assembly discussed in Delegation on the above contents.

2. The National Assembly convened in the Assembly Hall to hear the Chairman of the National Assembly's Committee on Delegate Affairs, Nguyen Thanh Hai, present the summary report of opinions from National Assembly deputies discussed in their delegations regarding the addition of the number of Deputy Prime Ministers for the 15th National Assembly term; the dismissal of the position of Member of the Standing Committee of the National Assembly, Secretary General of the 15th National Assembly - Head of the National Assembly Office; the dismissal of the position of Chairman of the National Assembly's Committee on Delegate Affairs for the 15th National Assembly; the dismissal of the position of Chairman of the National Assembly's Committee on Science, Technology and Environment for the 15th National Assembly; the approval of the Prime Minister's proposal to dismiss several Ministers for the 2021-2026 term; the removal of a National Assembly Deputy for the 15th term; and the approval of the proposal of the Chairman of the National Election Council to dismiss a Member of the National Election Council.

3. The National Assembly voted to pass the Resolution on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term by electronic voting, with the following results: 434 delegates participated in the vote (equal to 91.56% of the total number of National Assembly delegates); of which, 430 delegates approved (equal to 90.72% of the total number of National Assembly delegates), 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

4. The National Assembly establishes a vote counting committee; conducts a secret ballot on personnel matters; and hears the vote counting committee announce the results of the vote count on personnel matters.

5. The National Assembly listened to Permanent Deputy Head of the Office of the National Assembly Le Quang Manh (assigned to perform the duties of Secretary General of the National Assembly) present the draft Resolutions of the National Assembly on personnel work. Then, the National Assembly voted to approve the following Resolutions:

- Resolution on dismissal of Mr. Le Quang Tung from the position of Member of the Standing Committee of the 15th National Assembly; dismissal of Mr. Le Quang Tung from the position of Secretary General of the 15th National Assembly - Head of the National Assembly Office; dismissal of Ms. Nguyen Thanh Hai from the position of Head of the Committee for Delegation Affairs of the 15th National Assembly; dismissal of Mr. Le Quang Huy from the position of Head of the Committee for Science, Technology and Environment of the 15th National Assembly by electronic voting. The results are as follows: 431 delegates participated in the vote (equal to 90.93% of the total number of National Assembly delegates); of which, 431 delegates approved (equal to 90.93% of the total number of National Assembly delegates).

- Resolution approving the Prime Minister's proposal to dismiss a number of Ministers for the 2021-2026 term (removal of Mr. Bui Thanh Son from the position of Minister of Foreign Affairs; dismissal of Ms. Pham Thi Thanh Tra from the position of Minister of Home Affairs; dismissal of Mr. Do Duc Duy from the position of Minister of Agriculture and Environment ) by electronic voting, the results are as follows: 418 delegates participated in the vote (equal to 88.19% of the total number of National Assembly delegates); of which, 418 delegates approved (equal to 88.19% of the total number of National Assembly delegates).

- Resolution approving the proposal of the Chairman of the National Election Council on the dismissal of Ms. Pham Thi Thanh Tra, Ms. Nguyen Thanh Hai and Mr. Le Quang Tung from the position of Member of the National Election Council by electronic voting, the results are as follows: 428 delegates participated in the vote (equal to 90.30% of the total number of National Assembly delegates); of which, 427 delegates approved (equal to 90.08% of the total number of National Assembly delegates), 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

- Resolution to dismiss Mr. Tran Van Thuc from the 15th National Assembly by electronic voting, the result is as follows: 422 delegates participated in the vote (equal to 89.03% of the total number of National Assembly delegates); of which, 422 delegates approved (equal to 89.03% of the total number of National Assembly delegates).

6. The National Assembly heard the following contents: (1) Vice Chairman of the National Assembly Nguyen Khac Dinh presented the Report of the National Assembly Standing Committee on: Election of members of the National Assembly Standing Committee, Chairman of the Committee for Delegation Affairs of the 15th National Assembly; election of Chairman of the Committee for Science, Technology and Environment of the 15th National Assembly; election of Secretary General of the 15th National Assembly - Chairman of the National Assembly Office. (2) Prime Minister Pham Minh Chinh presented the Report on the proposal to the National Assembly to approve the appointment of Deputy Prime Ministers for the 2021-2026 term and approve the appointment of a number of Ministers for the 2021-2026 term. After that, the National Assembly discussed in Delegations on the above contents.

On Saturday, October 25, in the morning, the National Assembly held a separate meeting on personnel matters. In the afternoon, the National Assembly agencies worked according to their own agendas.
