According to the new policy, the housing construction support level has been increased to 100 million VND/house, 120 million VND/house in areas with weak soil, and 150 million VND/house in the Con Dao special economic zone.

That figure not only has material significance, but also carries a profound humanitarian message: Ho Chi Minh City is developing, but all its citizens, from the bustling urban center to the small alleys in the suburbs, from the mainland to the remote islands, share in and enjoy the fruits of the city's development.

This spirit was affirmed in the Resolution of the First Congress of the Ho Chi Minh City Party Committee, term 2025-2030: Firmly committed to the goal of comprehensive human development, closely combining economic growth with social progress and equity, ensuring development opportunities, and leaving no one behind in the development process… Building a comprehensive, multi-tiered social security system that covers all citizens; continuing to care for war veterans and vulnerable groups; improving the quality of sustainable poverty reduction. This is the foundation for Ho Chi Minh City to realize its aspiration to become an international megacity, a modern, humane, and compassionate city.

Following its reorganization and merger with Binh Duong and Ba Ria - Vung Tau , Ho Chi Minh City now shoulders a great responsibility and a broader vision for development. The city is not only the economic engine of the country, but also a "megacity" of international stature, where all policies must be geared towards sustainable development and social equity.

In this development process, narrowing the gap between rich and poor, and the disparity in living standards between people in the inner city and the suburbs, and between the mainland and the islands, is a task the city has set and is steadfastly pursuing.

Therefore, the policy of increasing housing support not only helps people have more opportunities to settle in more spacious and comfortable homes, but also symbolizes a government that listens, shares, and acts responsibly for the people.

Ho Chi Minh City is not only concerned with "stable housing," but also aims for "peace and well-being" in the spiritual lives of its citizens. This October, the Standing Committee of the Ho Chi Minh City Party Committee unanimously agreed on the policy of allocating the land plot at No. 1 Ly Thai To Street (Vuon Lai Ward), a prime location in the city center but currently vacant, to build a park for the community.

The city also decided to expand the Ho Chi Minh Cultural Space at the Ho Chi Minh Museum - Ho Chi Minh City Branch to serve as a destination and a significant site for traditional education for the younger generation. Once again, the city chose "land for the people," not "land for commerce."

It was a popular decision, demonstrating the leadership's fortitude in prioritizing community interests over short-term economic gains. In short, each policy—from increasing housing support to reserving land for parks and museums—is a piece of the puzzle in a harmonious development between the economy and people.

For Ho Chi Minh City, smart urban development is not just about applying technology to management, but also about creating conditions for many citizens to live well, live decently, and live responsibly towards the community.
