Prime Minister: Create the most favorable conditions for developing social housing

Prime Minister Pham Minh Chinh requested to complete the resolution on social housing development, promote projects quickly, transparently, and in accordance with reality.

On the morning of October 24, Prime Minister Pham Minh Chinh , Head of the Central Steering Committee on housing policy and real estate market, chaired an online conference with ministries, branches, localities, businesses, and 17 provinces and cities on accelerating, breaking through, and promoting the development of social housing.

Developing social housing is identified by the Party and State as a political determination and an important task of the Party and the entire ruling system, demonstrating the characteristics and good nature of our regime.

In recent times, the Government and the Prime Minister have resolutely directed and implemented many tasks of social housing development; issued 22 Resolutions, 12 Directives, Decisions, and Official Dispatches; organized many national conferences to implement social housing development...

The Government has issued a Resolution on the Project to build at least 1 million social housing units for low-income earners and science and technology workers in the 2021-2030 period, and local housing development programs and plans. In particular, the whole country strives to complete over 100,000 social housing units by 2025.

Up to now, the whole country has 696 social housing projects that have been and are being implemented with a scale of more than 637,000 units. In the first 9 months of 2025 alone, the whole country has completed over 50,000 units, reaching 50.5%, and it is expected that by the end of 2025, more than 89,000 units will be completed, reaching 89% of the yearly plan.

With the goal of accelerating, breaking through, and promoting the development of social housing, at the conference, delegates enthusiastically discussed state management of social housing development; the role of localities, especially in land allocation and site clearance; real demand for social housing; resources and credit sources for social housing; preferential policies for social housing projects; selling and renting prices of social housing...

In particular, delegates proposed many solutions to determine standards and criteria for selecting enterprises, assigning social housing development tasks; processes, procedures, standards and criteria for determining beneficiaries of social housing policies; ensuring publicity, transparency, simplifying processes and procedures, creating convenience for people and enterprises in social housing issues, ensuring accuracy, avoiding negativity and policy exploitation...

Concluding the conference, Prime Minister Pham Minh Chinh welcomed and highly appreciated the quality opinions and the responsibility of the delegates; requested the Ministry of Construction to fully absorb the opinions of the delegates at the conference, complete the draft resolution to submit to the Government for consideration and promulgation. In particular, the new resolution of the Government on social housing must be a breakthrough, resolving legal problems that have not been resolved before; regulations on social housing development are long-term in nature, but can be supplemented according to the actual situation, so that in the next 2-3 years, social housing development will stabilize.

Regarding the scope and subjects of the resolution, the Prime Minister pointed out that it is applied nationwide, encouraging the participation of qualified enterprises, criteria on finance, experience, potential, time, and price; cutting at least 50% of administrative procedures; creating clean land for social housing development; diversifying capital sources for social housing development.

The Prime Minister requested that localities must have regulations and be responsible for quickly, neatly, and accurately resolving administrative procedures for social housing development, following the motto "locality decides, locality does, locality takes responsibility"; dare to think, dare to do; ensure the legitimate and legal rights and interests of people and businesses, while also ensuring legal discipline.

The resolution must clearly stipulate procedures for buyers, in the direction of strengthening post-inspection, applying common databases to strictly control, ensuring transparency for both investors and home buyers; expanding the subjects participating in social housing policies; developing social housing in both urban and rural areas; in an urban area there should be many different housing segments, including social housing, sharing infrastructure.

Specifying that the resolution must include contents on real estate trading floors, national housing funds, housing data... to develop social housing quickly and sustainably, the Prime Minister directed ministries and branches according to their functions and tasks to continue to complete and contribute comments on issues related to social housing so that the Ministry of Construction can preside over the completion of the draft resolution to submit to the Government for consideration, promulgation and completion in the next 5 days.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to direct the Ministry of Construction to urgently complete the draft to submit to the Government for promulgation of a new Resolution on social housing in October 2025. The Prime Minister emphasized that "The Party has led, the Government has agreed, the National Assembly has agreed, the people have supported, and are waiting, so we can only discuss and do, not retreat"./.
