Vinh Nghiem Pagoda prepares to receive the World Cultural Heritage Certificate: Urgently embellishing the landscape and enhancing its value

BAC NINH - Vinh Nghiem Pagoda (located in Tan An ward) is one of the largest and oldest Buddhist centers in Vietnam. The project to restore this special national relic was approved by the People's Committee of Bac Giang province at the end of 2023 and is being implemented in preparation for the Ceremony to receive the World Cultural Heritage Recognition Certificate, scheduled to take place in December 2025.

Invest systematically to enhance the value of historical sites.

With its ancient architecture, unique collection of statues, stone steles, bronze bells, and woodblock prints, Vinh Nghiem Pagoda not only holds religious significance but is also a cultural treasure with profound influence. On July 12th, the United Nations Educational , Scientific and Cultural Organization (UNESCO) recognized the Yen Tu - Vinh Nghiem - Con Son - Kiet Bac complex of historical sites and scenic spots as a World Cultural Heritage site.

To enhance the value of Vinh Nghiem Pagoda, at the end of 2023, the People's Committee of Bac Giang province approved a project to restore and renovate this special national historical site with a total budget of hundreds of billions of VND, with the Department of Culture, Sports and Tourism as the investor, to be implemented in the period 2025-2026. The project includes: Construction of a Buddhist lecture hall area (lecture hall and pavilion), a front courtyard of approximately 1,300 m² paved with stone; renovation of the pagoda courtyard (auspicious courtyard) with an area of ​​5,400 m² paved with bricks, and a main axis paved with stone; restoration of the triple gate; a tourist boat dock to create a passenger port; and a box-shaped entrance gate with a two-tiered, tiled roof. This is a necessary and significant preparatory step, not only serving the preservation of Vinh Nghiem Pagoda's heritage but also opening up prospects for sustainable cultural and spiritual tourism development, increasing the capacity to welcome international and domestic tourists. Balancing conservation and development, contributing to local economic growth through tourism, accommodation, and trade services.

Comrade Duong Van Duc, Chairman of the Tan An Ward People's Committee, said: “To facilitate the project's implementation, the local authorities have completed land clearance in the area for the construction of the tourist boat dock (approximately 0.84 hectares), involving four households. Upon review, these households did not possess legal land use rights documents and therefore were not eligible for compensation according to regulations. However, thanks to the dedicated efforts of the local government, by September 6, 2025, Mr. Nguyen Van Dinh's household agreed to hand over the largest portion of land (approximately 3,000 m² ) . The remaining three households also agreed to hand over their respective areas after the construction boundaries were clearly defined. Thus, the entire area within the project's boundaries has been agreed upon by the families. The Tan An Ward People's Committee has handed over the land to the investor and the construction contractor.”

Speed ​​up the process.

The immediate goal of the project is to serve the ceremony for receiving the certificate recognizing Vinh Nghiem Pagoda as a World Cultural Heritage site (part of the Yen Tu - Vinh Nghiem - Con Son - Kiet Bac complex of historical and scenic sites), scheduled to take place in December 2025 and jointly organized by three provinces and cities: Bac Ninh, Quang Ninh, and Hai Phong.

The official ceremony to receive the certificate is scheduled to take place in December 2025, jointly organized by the three provinces and cities of Bac Ninh, Quang Ninh, and Hai Phong.

However, construction progress is still very slow compared to the plan. A survey conducted on October 21st revealed that many items remain unfinished, especially the tourist boat dock – a key highlight serving waterway tourists – which has yet to be implemented.

In fact, every year, Vinh Nghiem Pagoda organizes large-scale events and festivals with many cultural and artistic activities, attracting many monks, nuns, and Buddhist followers for pilgrimage and study; and tourists from all over to worship. Based on the current situation, the direction of Comrade Mai Son, Standing Vice Chairman of the Provincial People's Committee, and the proposal from the abbot of Vinh Nghiem Pagoda, the Tan An Ward People's Committee requests the Provincial People's Committee, the Department of Finance, and the Department of Culture, Sports and Tourism to consider and approve the implementation of two projects.

Firstly, there is the project to invest in the construction and renovation of the pagoda's auxiliary infrastructure (approximately 20 billion VND) from the province's cultural development fund, aiming to improve the electricity, lighting, fire prevention and fighting systems, greenery, sidewalks, and parking areas that are currently lacking and dilapidated. Accordingly, the Tan An Ward People's Committee will build a parking lot next to Provincial Road 299B on an area of ​​approximately 13,900 m² of cleared land, with a drainage system, public sanitation, and a fence. In addition, sidewalks will be paved, lighting installed, the landscape beautified, the crescent-shaped pond in front of the pagoda will be renovated, and mobile toilets will be installed to serve festivals and visitors from all over.

Secondly, there is the project to renovate and construct several items within the Vinh Nghiem Pagoda historical site (phase 2), with the Pagoda Management Board as the investor, funded by approximately 10 billion VND from the pagoda. The items include: Construction of a woodblock printing and scripture reproduction workshop (360 m², 9-bay architecture) to serve the conservation, restoration, and introduction of traditional woodblock printing techniques (the pagoda has prepared sufficient wood for construction); renovation of the ancestral stupa garden (approximately 20 stupas) according to Buddhist architecture; and construction of a temporary 200 m² dining hall to serve pilgrims, ensuring harmony with the landscape and the possibility of dismantling it when needed for planning. These items are completely independent, do not overlap with the content currently being implemented by the Department of Culture, Sports and Tourism, and do not use state budget funds but rather the pagoda's own funds. The People's Committee of Tan An Ward has requested the Provincial People's Committee to approve the policy of accepting sponsorship and assigning the ward as the investor to expedite the project and ensure it is ready for the upcoming important event.
