Speed ​​up the development of social housing

On the morning of October 24, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired a conference with ministries, branches, localities and enterprises on breakthrough solutions for social housing development. The conference was connected online with 17 provinces and cities with great demand for social housing. To achieve social security goals, the Government has issued a Resolution approving the Project to build at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period and local housing development programs and plans; in which, striving to complete over 100,000 social housing units by the end of 2025.

Up to now, the whole country has 696 social housing projects that have been and are being implemented, with about 640,000 apartments.

In Thai Nguyen province, with hundreds of thousands of workers in industrial parks and clusters and will continue to increase rapidly in the coming years, the need for social housing is huge and increasingly urgent. Recently, a number of projects have been implemented, helping the dream of settling down for many low-income people come true.

Vice Chairwoman of the Provincial People's Committee Nguyen Thi Loan chaired the Conference at the online bridge of Thai Nguyen province.

However, due to the large social housing construction target completed by 2026 in Thai Nguyen province (4,161 units), newly approved projects are implementing investment preparation work (land allocation, planning adjustment, investment project establishment, construction permit issuance), most of which are high-rise apartment buildings with long construction time, so the fastest projects can only complete the rough construction or accept the foundation.

Therefore, the province proposed that the Government and the Ministry of Construction allow projects that have completed rough construction and are eligible to sell future housing to be counted in the number of completed social housing units.

It is recommended that the Government have mechanisms and policies for localities to use resources from the National Housing Fund to establish investment projects to build technical infrastructure connecting to concentrated social housing construction projects to support and attract investment in building large-scale social housing areas, providing full cultural and educational facilities for the community; supporting compensation costs and resettlement support for social housing projects.

Concluding the Conference, Prime Minister Pham Minh Chinh emphasized: Based on the tasks and solutions to accelerate the progress of social housing development quickly and sustainably and to meet the demand for social housing, the Government will issue a new resolution to continue to specify the Housing Law and the National Assembly's Resolution on social housing. The resolution must provide the most open and favorable mechanisms and policies for all relevant entities, and be implemented as quickly as possible but sustainably with new thinking and approaches.

The Prime Minister requested that localities must have plans for social housing development, in line with other housing segments. Policies and implementation of social housing policies must be most favorable for social housing buyers, ensuring publicity and transparency. At the same time, the Prime Minister requested to diversify credit sources for real estate in general and social housing in particular, to establish a Social Housing Fund and not just rely on bank credit sources...
