Accelerate the development of social housing.

On the morning of October 24th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired a conference with ministries, agencies, localities, and businesses on breakthrough solutions for social housing development. The conference was connected online with 17 provinces and cities with high demand for social housing. Ms. Nguyen Thi Loan, Vice Chairman of the Provincial People's Committee, and other delegates attended from the Thai Nguyen branch.

To achieve social welfare goals, the Government has approved a Resolution on the Project to build at least 1 million social housing units for low-income earners and industrial zone workers in the period 2021-2030, as well as local housing development programs and plans; in which, the goal is to complete over 100,000 social housing units by the end of 2025.

To date, the whole country has 696 social housing projects that have been and are being implemented, with approximately 640,000 apartments.

In Thai Nguyen province, with hundreds of thousands of workers in industrial zones and clusters, and this number expected to increase rapidly in the coming years, the demand for social housing is enormous and increasingly urgent. Recently, several projects have been implemented, helping to make the dream of owning a home a reality for many low-income individuals.

Ms. Nguyen Thi Loan, Vice Chairperson of the Provincial People's Committee, chaired the conference at the online meeting point in Thai Nguyen province.

However, due to the large target for social housing construction in Thai Nguyen province by 2026 (4,161 units), the newly approved projects are currently undergoing investment preparation (land allocation, planning adjustments, investment project development, construction permits), and most are high-rise apartment buildings with long construction times. Therefore, even the fastest projects have only completed the rough construction or the foundation work.

Therefore, the province requests the Government and the Ministry of Construction to allow projects that have completed the rough construction and meet the conditions for selling housing units under construction to be counted as completed social housing units.

We propose that the Government establish mechanisms and policies to enable localities to utilize funds from the National Housing Fund to develop infrastructure projects connecting to concentrated social housing projects. This would support and attract investment in the construction of large-scale social housing areas, providing adequate cultural and educational facilities for the community; and support compensation and resettlement costs for social housing projects.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized: Based on the tasks and solutions to accelerate the development of social housing quickly and sustainably, and to meet the demand for social housing, the Government will issue a new resolution to further concretize the Housing Law and the National Assembly's Resolution on social housing. The resolution must provide mechanisms and policies that ensure the most open and convenient conditions for all relevant parties, and that implementation is as rapid but sustainable as possible, with a new mindset and approach.

The Prime Minister requested that localities develop social housing development plans that are consistent with other housing segments. Policies and their implementation regarding social housing must be as convenient as possible for social housing buyers, ensuring transparency and openness. At the same time, the Prime Minister requested the diversification of credit sources for real estate in general and social housing in particular, and the establishment of a Social Housing Fund, rather than relying solely on bank credit...
