At the Public Administration Service Center (Center) of Ba Xuyen Ward, Mr. Tran Quang Thi, 76 years old, in Group 6A, shared: After the 2-level local government model came into operation, I was guided here to do the procedures. The staff welcomed me very warmly, helping me complete the documents quickly even though I did not know how to operate the computer. I am very satisfied.
Mr. Tran Quang Thi's story reflects the common reality of many elderly people when accessing online public services. Understanding this, Ba Xuyen ward arranged a team of young cadres, union members, and youths to be on duty at the Center to support and guide people to submit online applications, contributing to promoting digital transformation in handling administrative procedures.
With determination and implementation of many appropriate solutions, in recent times, Ba Xuyen ward has continuously ranked 3rd in the group of wards of the province in terms of the Index of serving people and businesses in performing administrative procedures and providing public services on the National Public Service Portal, reaching 94.94 points (as of October 19, 2025) - a level much higher than the minimum requirement of the province.
To date, the Center has received nearly 2,000 administrative procedure files, of which over 1,800 files were submitted online via the National Public Service Portal, mainly in the fields of justice, land, certification... 100% of files were processed on time. This result demonstrates the scientific processing process, the proactive spirit of officials and civil servants and the dedicated service attitude towards the people.
Ms. Nguyen Thi Quynh, a specialist at the Center, said: At first, guiding people to submit applications online encountered many difficulties, but thanks to the regular support of the Youth Union members, people have gradually become accustomed to it. Now, many people can submit applications online at home.
Increasing the rate of online records not only helps reduce waiting time, save travel costs, but also contributes to transparency in the processing process, limiting errors and negativity. With more than 20,000 people and a large area, Ba Xuyen ward identifies propaganda and guidance for people to access online public services as a regular and continuous task.

Mr. Nguyen Thai Ha, Vice Chairman of the People's Committee and Director of the Center, said: All procedures of people and businesses are resolved promptly and in accordance with regulations. We consider people's satisfaction as the most important measure to evaluate the effectiveness of administrative reform. Officials must change their mindset from management to service, identifying the government as close to the people, for the people.
Not only does it stop at handling procedures quickly, Ba Xuyen ward also promotes the application of information technology in internal operations and management. Professional software, electronic document systems, and digital signatures are deployed synchronously, helping to shorten work processing time and increase coordination efficiency between departments. In addition, the ward government regularly organizes training and fosters digital skills for staff and civil servants, encourages creativity, proactively improves work processes, and builds the image of "friendly - professional - dedicated" staff.
The positive results in administrative reform of Ba Xuyen ward are the resonance between the government’s sense of responsibility and the people’s consensus. After the merger, this locality has affirmed its position as a pioneer in administrative modernization, focusing on effective service to people and businesses.
Maintaining the position in the Top 5 of the ward block in the whole province in terms of the index of serving people and businesses is a clear proof of the effectiveness of administrative reform in Ba Xuyen.
