On the afternoon of October 24, comrade Tran Van Quan, member of the City Party Committee, Vice Chairman of the Hai Phong City People's Committee inspected the progress of implementation and disbursement of public investment capital for a number of projects in the old Kinh Mon town area and the operation of the two-level local government in Kinh Mon ward.

After listening to reports and inspecting the reality at a number of public investment projects in the old Kinh Mon town area and the Kinh Mon Ward Public Administration Service Center, Vice Chairman of the City People's Committee Tran Van Quan highly appreciated the efforts of localities in the old Kinh Mon town area in disbursing public investment capital and site clearance.

Despite the significant impact of the organizational restructuring, units and localities have promptly stabilized their organizational structure and implemented projects to ensure progress and plans. However, many projects in the area are still behind schedule, and the disbursement progress of public investment capital for many projects is low.

The Vice Chairman of the City People's Committee requested the Kinh Mon Area Construction Investment Project Management Board and wards and communes to speed up the disbursement of public investment capital for projects being implemented in the area. Continue to do a good job of site clearance for works and projects being implemented; focus on speeding up the construction progress of projects, especially those that are still stuck in site clearance.

Comrade Tran Van Quan, Vice Chairman of the City People's Committee, inspected the progress of disbursement of public investment capital for the project to build a road connecting National Highway 17B with Provincial Road 352, from National Highway 17B to Kinh Thay River dike.

The Vice Chairman of the City People's Committee also requested departments and branches to strengthen coordination and support localities and units in disbursing public investment capital, site clearance, and operating two-level local government.

Wards and communes continue to overcome difficulties in operating two-level local government, performing well professional tasks; completing facilities and equipment to serve local activities.

According to the report of the Kinh Mon Area Construction Investment Project Management Board, currently the Kinh Mon town area (old) is deploying and implementing 48 projects, with a total investment capital of more than 1,000 billion VND. The total capital plan for 2025 is more than 271 billion VND. By the end of September 2025, the unit has disbursed more than 191 billion VND, reaching 70.46% of the annual capital plan.

Of the 48 projects, 26 have been completed; 12 are under construction. 8 projects are being prepared and appraised for construction design to be implemented after the basic design; 2 projects are on hold.

Some projects have slow disbursement progress, not ensuring the set plan, such as: Investment project to build infrastructure for concentrated aquaculture area in Minh Hoa commune (old); Construction of technical infrastructure for residential area and resettlement area of ​​Cua Lang phase 3, old Hien Thanh ward; Construction of road connecting National Highway 17B with Provincial Road 352 from National Highway 17B to Kinh Thay River...

The reasons are that some units and localities have not been resolute in site clearance work, the weather has been rainy, the price of raw materials has increased...

After nearly 4 months of the 2-level local government coming into operation, Kinh Mon ward quickly organized and arranged the apparatus, staff, civil servants and public employees to strive to overcome difficulties, basically meeting the requirements of the tasks.

The ward has completed the staff of managing departments and units. By October 22, the ward appointed 8 positions of heads and deputy heads of departments and units; and received 39 officials and civil servants of the ward People's Committee. From July 1 to October 20, the ward received nearly 3,200 records, and processed 3,170 records. The rate of digitized records reached 100%...
