On the morning of December 10th, businesses involved in import and export activities completed customs declaration procedures for two-way cargo transportation through dedicated routes and customs clearance points at the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate. With the assistance of functional forces at the border gate, the import and export businesses' shipments were processed and cleared quickly.

Based on the content of the Minutes of the meeting signed with the delegation from Bang Tuong, Guangxi (China) and in accordance with the directives of the People's Committee of Lang Son province (Vietnam) at the thematic meeting on November 17, 2025, from December 10, 2025, functional forces at the Huu Nghi, Tan Thanh, and Coc Nam international border gates will begin piloting a two-way goods transportation method through dedicated routes and customs clearance points belonging to the Huu Nghi - Huu Nghi Quan international border gate pair. This method allows vehicles transporting goods for export to the other country to transport goods back to Vietnam after delivery.
According to information from the leaders of the Dong Dang - Lang Son Border Economic Zone Management Board, when conducting two-way cargo transportation, import-export businesses must declare and register their needs with border guards and customs at the border gate before transporting goods for export or import. Vehicles transporting goods in both directions, after completing the procedures for delivery, are only allowed to stop at the opposite bank for a maximum of 36 hours. For vehicles transporting goods not in both directions, they must exit the country within 24 hours after completing the procedures for delivery.
Furthermore, goods on board during delivery or receipt, whether for export or import, must belong to a single enterprise or consignor; for agricultural products, only one item per vehicle is permitted; and for electronic components and other goods, they must be transported in standard containers or vehicles that meet the technical safety requirements of each party.
It is understood that the pilot implementation period will last one year (from December 10, 2025 to December 9, 2026) through the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China), including: a dedicated goods transport route in the area of border markers 1119-1120 (Huu Nghi - Huu Nghi Quan), a dedicated goods transport route in the area of border markers 1088/2-1089 (Tan Thanh - Po Chai), and a customs clearance route in the area of border markers 1104 - 1105 (Coc Nam - Lung Nghiu).
