On the morning of December 10th, at the 2025 Prime Minister's Dialogue with Farmers Conference, Ms. Vuong Thi Thuong - Director of Toan Thuong Agricultural Products Cooperative, Lang Son province, stated that selling agricultural products online is a popular trend, in line with the digital transformation policy, and is very important for farmers and cooperatives in mountainous areas.

" However, online sales are currently facing difficulties due to a shortage of scriptwriters and content creators, and there is a great need for 'livestreaming experts' to support the creation of promotional videos . On the other hand, internet connections in remote areas are very unstable and intermittent. Sometimes, when livestreaming, I have to go to high places to get a good signal. This affects the dissemination and promotion of local products ," Ms. Thuong said.
Ms. Thuong also clarified that the purpose of participating in online sales was to reduce costs, but in reality, the cooperative had to bear many types of taxes and fees, leading to inflated prices for agricultural products and making them difficult to compete with.
Therefore, Ms. Thuong suggested that the Government and relevant ministries and agencies should have mechanisms and policies to support farmers and cooperatives in participating in training and workshops on online sales skills; prioritize investment in and upgrading of internet infrastructure in remote areas; and research the development of online sales portals/platforms and provide sales fee support specifically for farmers and cooperatives to reduce their dependence on current e-commerce platforms.

Responding to this, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that in 2025, the Ministry of Industry and Trade, in coordination with localities, businesses, especially e-commerce businesses and e-commerce platforms, will organize more than 100 training courses for state management officials, businesses, cooperatives, production and business establishments, and student startups.
Nearly 10,000 participants attended these courses, covering diverse topics such as e-commerce applications for young entrepreneurs, personal branding skills, improving livestreaming skills, using AI for brand development, supporting business on digital platforms, and enhancing e-commerce application skills in business management.

" The delegate mentioned 'livestream warriors, KOCs', we think that livestream farmers are warriors. They are the ones who directly participate in production labor, from which they have good stories, sharing about products from reality. Besides, we see that in reality, some leaders at provincial, department, and even ministerial levels also participate in livestream and are very effective ," said Deputy Minister Nguyen Sinh Nhat Tan.
Another issue of great concern is how to continue selling goods and products alongside e-commerce.
According to the Deputy Minister of Industry and Trade, e-commerce is currently developing very strongly, growing 20-25% annually; it is highly likely that by 2025, revenue will reach about 30 billion USD, contributing about 10% of total retail sales of goods and consumer services. Thus, there is still a lot of room for e-commerce development.
The Ministry of Industry and Trade is developing policies to support farmers and businesses participating in e-commerce.
The first is the group related to cost reduction support policies, the Deputy Minister said, which is building an e-commerce development program for the 2026-2030 period.
Secondly, it involves developing training models and content, and especially fostering collaborative support among various sectors.
Third is the proposal to build a common online sales portal and platform. The Ministry of Industry and Trade has been coordinating with localities and supporting business households, enterprises, cooperatives and farmers to participate in the common platform built by the Ministry of Industry and Trade.
" In addition, at the local level, we propose mechanisms to support the development of dedicated pages and campaigns for local agricultural products. Experience has shown that some specific products, such as Bac Giang lychees and Thai Nguyen tea, are operating very effectively on various digital platforms and this model needs to be replicated ," said Deputy Minister Nguyen Sinh Nhat Tan.

In response to further questions regarding the unreliable internet connection in remote areas, Deputy Minister of Science and Technology Bui The Duy stated that in 2025, two very important solutions outlined in Resolution 193, a pilot mechanism of the National Assembly, were implemented, allowing base stations to receive additional support from the public telecommunications fund when expanding coverage in remote areas.
"More broadcasting stations are being built for remote areas. Currently, the Government is receiving two pilot applications for satellite internet technology from low-altitude satellites (LEO satellites) - starlink/oneweb... After the pilot license is granted, it will contribute to better connectivity in remote areas, " said Mr. Bui The Duy.
