On the morning of December 10th, the Central Committee of the Vietnam Farmers' Association, in coordination with the Government Office and various ministries and agencies, organized the Prime Minister's Dialogue with Farmers Conference 2025 with the theme: " Application of science and technology, innovation and digital transformation among farmers ".

In his opening remarks, the Prime Minister expressed his hope that the dialogue would be democratic, practical, substantive, and effective.
The Prime Minister requested that delegates analyze the situation, clarify the causes, and propose solutions; at the same time, share their impressions and feelings about agriculture, farmers, and rural areas, their concerns and anxieties, and their suggestions and ideas for further national development and the rapid achievement of the two centenary goals set forth.
Prime Minister Pham Minh Chinh emphasized that farmers are soldiers on the agricultural front, who must always adapt to all circumstances, fight, and win on this front.
" This is the fourth time during this term that the Prime Minister has held a dialogue with farmers, in accordance with General Secretary To Lam's directives on '3 closes', '4 don'ts', and '5 musts', which includes the content of listening and engaging in dialogue ," the Prime Minister stated.
According to the Prime Minister, the dialogue is very meaningful: reviewing the results and impacts of previous dialogues; assessing the progress made in agriculture, farmers, and rural areas over the past five years compared to the previous five years, as well as comparing 2025 with 2024; continuing to build on what has been done well, addressing obstacles, and rectifying shortcomings.
Emphasizing the need to continue consolidating and strengthening unity and solidarity—unity within the Party, unity among the people, unity domestically, and international solidarity—as President Ho Chi Minh affirmed: "Unity, unity, great unity/Success, success, great success," the Prime Minister stated that farmers must unite to create strength, cooperate to create benefits, and engage in dialogue to better understand each other.
The Prime Minister highly appreciated the dialogue's theme of science and technology, innovation, and digital transformation, and requested delegates to focus further on discussing the development of the private sector in agriculture, farmers, and rural areas in accordance with Resolution 68 of the Politburo on the private sector, as well as addressing the recent natural disasters.
Looking back at 40 years of reform, according to the head of government, agriculture, farmers, and rural areas have played a particularly important role, always serving as the backbone of the economy, contributing to political stability, social order and security, and inflation control.
" But more importantly, agriculture, farmers, and rural areas have lifted our country out of poverty, transforming it from a devastated, impoverished nation after the war, and enabling us to achieve the United Nations Millennium Development Goals ahead of schedule. Vietnam has become a nation with a strong brand in agriculture, farmers, and rural areas, and many countries want Vietnam to cooperate in ensuring food security. This is our pride ," the Prime Minister said.

In his opening remarks at the conference, Mr. Luong Quoc Doan, Chairman of the Central Committee of the Vietnam Farmers' Association, stated that with the theme "Application of science and technology, innovation and digital transformation in farmers," and based on the suggestions and recommendations of farmers that have been compiled, the conference will focus on discussing and dialogue on five major topics.
Firstly, solutions and actions by farmers to implement Resolution 57 of the Politburo in the field of agriculture and rural areas. Mechanisms and policies to apply advanced techniques and modern technologies to production, forming sustainable value chains, especially technologies related to plant and animal breeding; traceability; processing and building agricultural product brands.
Secondly, the role of farmers in international integration and solutions to support farmers in promoting the application of science and technology, innovation, and digital transformation in quality agricultural production, ensuring export standards and expanding markets.
Thirdly, mechanisms and solutions to support and promote institutional reform and simplify administrative procedures in agriculture and rural areas. Solutions to unlock resources related to natural resources, environment, land, and labor.
Fourth, solutions to promote and support the development of the private economy in agriculture and rural areas, targeting farming households, individual businesses in rural areas, agricultural cooperatives, service cooperatives, etc., will contribute to Vietnam's goal of double-digit economic growth in the coming period.
And the final issue, according to the Chairman of the Central Committee of the Vietnam Farmers' Association, is disaster prevention and control, flood prevention, and fundamental solutions to minimize damage and proactively prevent extreme weather events in the context of increasingly severe climate change.
