Hai Phong develops human resources to affirm its position in the shipbuilding industry.

To regain its position as the leading shipbuilding center in the country, in addition to attracting and expanding orders, businesses and training institutions in Hai Phong are focusing on developing human resources.

Recruitment demand is increasing.

A few years ago, a significant number of hull engineers, mechanical engineers, and skilled workers left the shipbuilding industry to pursue other professions due to the industry's decline and difficulties. However, with the recovery trend of the shipbuilding industry, the job market for this sector in the city is expected to gradually recover by 2025.

According to Mr. Ho Hai, Deputy Director of the Hai Phong Employment Service Center (Department of Internal Affairs), at recent job fairs, several businesses operating in the shipbuilding, hull manufacturing, and maritime auxiliary materials production sectors, such as Dai Duong Shipbuilding Co., Ltd., Damen Song Cam Shipbuilding Co., Ltd., IBS Heavy Industry Joint Stock Company, and AMECC Mechanical and Construction Joint Stock Company, registered to recruit from unskilled laborers and those with basic qualifications to experienced engineers.

Some businesses operating in this sector offer generous incentives and benefits to attract recent graduates in mechanical engineering, shipbuilding, marine engine operation, welding, etc. Mr. Nguyen Huy Phuong, Head of the Administrative and Human Resources Department of Song Cam Shipbuilding Joint Stock Company in Hong An ward, stated that according to the plan, the company aims to build 60 new ships per year by 2030. Annually, the company needs to recruit 150-200 graduates in shipbuilding, electric welding, mechanics, and painting. The company commits to recruiting skilled workers with a total income exceeding 25 million VND per person per month. The company collaborates with the Central College of Transport and Communications No. 2 and other units to ensure timely recruitment and supply of manpower.

Recently, the number of students enrolling in shipbuilding courses has increased, but it is still not large enough to meet the demand. To ensure production and business operations, many units are currently combining production with workforce training using a "recruit first, train later" approach. Mr. Pham Van Tuan, Head of the Administrative and Organizational Department of AMECC Mechanical and Construction Joint Stock Company, said: "We specialize in steel structures, a crucial material in the manufacture of ship hulls and ship components, directly serving the shipbuilding industry. With over 1,600 employees, the company always focuses on developing high-quality human resources. The company is expanding cooperation with vocational training schools nationwide to build a systematic training-internship-recruitment ecosystem, aiming to standardize skills according to international standards and meet the human resource needs of large projects both domestically and internationally. In addition to strengthening training cooperation within the city, AMECC Mechanical and Construction Joint Stock Company recently donated 5 modern welding machines to Nghia Lo Ethnic Boarding Vocational School."

Innovation in training and collaboration.

Within the city, there are many vocational education institutions that train personnel for the shipbuilding and maritime-related industries, such as: Vietnam Maritime University, VMU College, Maritime and Inland Waterway College 1, Central Transport College 2, Polytechnic College, and Hai Duong Vocational College...

To ensure a high-quality workforce, businesses and training institutions are strengthening their links to regularly update skills and new technologies in the training process. Businesses cooperate to allow students to participate in practical training, contributing to equipping them with comprehensive knowledge in both theory and practice.

Furthermore, vocational education institutions are innovating in their teaching and training to meet the needs and trends of economic development. Mr. Nguyen Duy Vinh, Vice Principal of the Central College of Transport and Communications No. 2, stated that recently, lecturers and students from the Shipbuilding Department designed and built a "4850T Oil Tanker Model" to participate in the 2025 Hai Phong City Self-Made Training Equipment Competition. The model, built to a 1/10 scale from a real oil tanker, has a complex structure but can be disassembled into sections, providing visual instruction for 18 out of 25 subjects and modules in the Shipbuilding Technology specialization. The model also has broader applications in related trades such as welding, marine engineering, marine piping, and marine electrical engineering, contributing to the training of high-quality human resources for the shipbuilding industry and meeting practical production requirements. The model was manufactured entirely in-house at a much lower cost than importing or purchasing it from the market.

In the coming period, the city plans to implement a project to restore and develop the shipbuilding industry, adjusting the development plan until 2040, with a vision to 2050, towards applying automation technology, digital transformation, ensuring environmental standards, and saving energy.

Therefore, the issue of developing and strengthening human resources in the shipbuilding industry needs continued attention and focus through fundamental and sustainable solutions. According to Mr. Dang Van Tang, Chairman of the Hai Phong Employment and Vocational Training Association, to fill the "gap" in human resources for shipbuilding in the coming time, universities and colleges in the city need to strive to innovate and improve the effectiveness of student recruitment and attract students. Schools and businesses should strengthen coordination in implementing order placement mechanisms, and disseminate information to students about the needs and trends of the labor market and the remuneration for human resources in the shipbuilding industry.

In particular, shipbuilding companies need to actively inform, promote, and disseminate policies that offer benefits to student interns, creating opportunities for students to receive scholarships, earn income, and receive career development guidance to improve their skills while working at the company. A well-prepared workforce is a fundamental and essential factor for Hai Phong's shipbuilding industry to maintain its position and "take off" in the future.
