MORNING
Under the chairmanship of Deputy Speaker Tran Quang Phuong, the National Assembly held a plenary session in the Assembly Hall to hear the report presented by Duong Thanh Binh, Chairman of the National Assembly's Committee on Citizen Petitions and Supervision, explaining, accepting, and revising the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended). Following this, the National Assembly discussed several remaining points of disagreement in the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended).
During the discussion session, 19 delegates delivered speeches, and one delegate engaged in debate. The delegates generally agreed with the explanatory report, the amendments, and revisions made by the Standing Committee of the National Assembly. They also assessed that the draft Law clearly demonstrated innovative thinking in lawmaking: concise, accessible, and within the authority of the National Assembly. In addition, to further refine the draft Law, delegates focused their discussions on: the scope and structure of the draft Law; the concept of supervision; the principles of supervisory activities; coordination, openness, and transparency in supervisory activities; the reporting responsibilities of supervisory entities; the authority and supervisory activities of the Standing Committee of the National Assembly, the National Assembly delegations, National Assembly delegates, People's Councils, the Standing Committee of the People's Councils, Committees of the People's Councils, and People's Council delegate groups; thematic supervision; questioning activities; and post-supervision. Monitoring and urging the implementation of resolutions, conclusions, and supervisory recommendations; ensuring the necessary conditions regarding infrastructure, funding, and human resources for supervisory activities; and the application of digital technology and digital transformation in supervisory activities...
At the end of the discussion, the Chairman of the National Assembly's Committee on Citizen Petitions and Supervision, Duong Thanh Binh, gave a speech to explain and clarify some issues raised by National Assembly deputies.
AFTERNOON
The National Assembly held a closed-door meeting on personnel matters, chaired by National Assembly Chairman Tran Thanh Man .
1. The National Assembly heard the following: ( 1) Prime Minister Pham Minh Chinh presented the Proposal on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term and the Proposal requesting the National Assembly to approve the dismissal of several Ministers for the 2021-2026 term. ( 2) Chairman of the National Assembly's Committee on Delegate Affairs Nguyen Thanh Hai presented the Verification Report on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term. ( 3) Vice Chairman of the National Assembly, Member of the National Election Council Nguyen Khac Dinh presented: ( i) The Proposal of the Standing Committee of the National Assembly on the dismissal of the position of Member of the Standing Committee of the National Assembly, Secretary General of the 15th National Assembly - Head of the National Assembly Office; dismissal of the position of Chairman of the Committee on Delegate Affairs of the 15th National Assembly; dismissal of the position of Chairman of the Committee on Science, Technology and Environment of the 15th National Assembly; ( ii) The Proposal of the Standing Committee of the National Assembly on the removal of a National Assembly delegate of the 15th term; ( iii) The report of the Chairman of the National Election Council on the approval of the dismissal of a member of the National Election Council. The National Assembly then discusses the above contents in its delegations.
2. The National Assembly convened in the Assembly Hall to hear the Chairman of the National Assembly's Committee on Delegate Affairs, Nguyen Thanh Hai, present the summary report of opinions from National Assembly deputies discussed in their delegations regarding the addition of the number of Deputy Prime Ministers for the 15th National Assembly term; the dismissal of the position of Member of the Standing Committee of the National Assembly, Secretary General of the 15th National Assembly - Head of the National Assembly Office; the dismissal of the position of Chairman of the National Assembly's Committee on Delegate Affairs for the 15th National Assembly; the dismissal of the position of Chairman of the National Assembly's Committee on Science, Technology and Environment for the 15th National Assembly; the approval of the Prime Minister's proposal to dismiss several Ministers for the 2021-2026 term; the removal of a National Assembly Deputy for the 15th term; and the approval of the proposal of the Chairman of the National Election Council to dismiss a Member of the National Election Council.
3. The National Assembly votes to approve the supplementary resolution number number of Deputy Prime Ministers The election of the Prime Minister for the 15th National Assembly term was conducted electronically , with the following results: 434 delegates participated in the vote ( 91.56% of the total number of National Assembly delegates); of which, 430 delegates voted in favor ( 90.72% of the total number of National Assembly delegates), 2 delegates voted against ( 0.42 % of the total number of National Assembly delegates), and 2 delegates abstained from voting ( 0.42% of the total number of National Assembly delegates).
4. The National Assembly establishes a vote counting committee; conducts a secret ballot on personnel matters; and hears the vote counting committee announce the results of the vote count on personnel matters.
5. The National Assembly heard the Deputy Head of the Standing Office of the National Assembly, Le Quang Manh (assigned to perform the duties of the Secretary General of the National Assembly), present the draft resolutions of the National Assembly on personnel matters. Following this, the National Assembly voted to approve the following resolutions:
- Resolution to dismiss from office Committee members The Standing Committee of the 15th National Assembly ; dismissed from office . Secretary General of the 15th National Assembly - Head of the National Assembly Office Regarding Mr. Le Quang Tung ; he is relieved of his duties as Head of Department . Working Committee Delegates of the 15th National Assembly Regarding Ms. Nguyen Thanh Hai ; she is relieved of her duties as Head of Department . The National Assembly's Science , Technology and Environment Committee of the 15th term voted electronically on the case of Mr. Le Quang Huy , with the following results: 431 delegates participated in the vote ( 90.93% of the total number of National Assembly delegates) ; of which, 431 delegates voted in favor ( 90.93% of the total number of National Assembly delegates).
- Resolution approved suggestion of the Prime Minister Prime Minister Regarding dismissal from office some Ministerial appointments for the 2021-2026 term ( dismissing Mr. Bui Thanh Son from the position of Minister of Foreign Affairs; dismissing Ms. Pham Thi Thanh Tra from the position of Minister of Home Affairs; dismissing Mr. Do Duc Duy from the position of Minister of Agriculture and Environment) Through electronic voting, the results are as follows: 418 delegates participated in the vote (equal to 88.19% of the total number of National Assembly delegates); of which, 418 delegates voted in favor (equal to 88.19 % of the total number of National Assembly delegates).
- Resolution approved suggestion of the owner Association National election regarding dismissal from office Council Member national election Regarding Ms. Pham Thi Thanh Tra , Ms. Nguyen Thanh Hai , and Mr. Le Quang Tung , the results of the electronic vote are as follows : 428 delegates participated in the vote (90.30% of the total number of National Assembly delegates); of which, 427 delegates voted in favor ( 90.08 % of the total number of National Assembly delegates), and 1 delegate abstained from voting ( 0.21 % of the total number of National Assembly delegates).
- Resolution to dismiss Member of the 15th National Assembly Regarding Mr. Tran Van Thuc , the results of the electronic vote are as follows: 422 delegates participated in the vote ( 89.03% of the total number of National Assembly delegates ) ; of which, 422 delegates voted in favor ( 89.03% ) . (total number of National Assembly deputies).
6. The National Assembly heard the following: ( 1) Vice Chairman of the National Assembly Nguyen Khac Dinh presented the Report of the Standing Committee of the National Assembly on: Election of members of the Standing Committee of the National Assembly, Chairman of the Committee on Delegate Affairs of the 15th National Assembly; Election of the Chairman of the Committee on Science, Technology and Environment of the 15th National Assembly; Election of the Secretary General of the 15th National Assembly - Chairman of the National Assembly Office. ( 2) Prime Minister Pham Minh Chinh presented the Report on proposing the National Assembly to approve the appointment of Deputy Prime Ministers for the 2021-2026 term and the approval of the appointment of several Ministers for the 2021-2026 term. Afterwards, the National Assembly discussed the above contents in the delegations.
