Press Release No. 05 10th Session, 15th National Assembly

MORNING

Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the Hall, listening to Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh present a report on explanation, acceptance and revision of the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended). After that, the National Assembly discussed a number of contents with different opinions of the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended).

At the discussion session, 19 delegates expressed their opinions and 01 delegate debated; in which, the delegates' opinions basically agreed with the Report on explanation, acceptance and revision of the National Assembly Standing Committee; at the same time, the assessment of the content of the draft Law clearly demonstrated innovative thinking in law-making: concise, easy to access and in line with the authority of the National Assembly. In addition, in order to continue perfecting the draft Law, the delegates focused on discussing: the scope of adjustment of the draft Law's structure; the concept of supervision; principles of supervision activities; coordination, publicity and transparency in supervision activities; reporting responsibility of the supervision subject; authority and supervision activities of the National Assembly Standing Committee, National Assembly delegations, National Assembly deputies, People's Councils, People's Council Standing Committees, People's Council Committees, People's Council delegations; thematic supervision; questioning activities; post-supervision; Monitor and urge the implementation of resolutions, conclusions and recommendations for supervision; ensure conditions for facilities, funding and human resources for supervision activities; apply digital technology and digital transformation in supervision activities...

At the end of the discussion, Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh spoke to explain and clarify a number of issues raised by National Assembly deputies.

AFTERNOON

The National Assembly held a separate meeting on personnel work under the chairmanship of National Assembly Chairman Tran Thanh Man .

1. The National Assembly heard the following contents: ( 1) Prime Minister Pham Minh Chinh presented the Report on supplementing the number of Deputy Prime Ministers for the term of the 15th National Assembly and the Report proposing the National Assembly to approve the dismissal of a number of Ministers for the term 2021 - 2026. ( 2) Chairman of the National Assembly's Delegation Affairs Committee Nguyen Thanh Hai presented the Verification Report on supplementing the number of Deputy Prime Ministers for the term of the 15th National Assembly. ( 3) Vice Chairman of the National Assembly, Member of the National Election Council Nguyen Khac Dinh presented: ( i) Report of the National Assembly Standing Committee on the dismissal of the position of Member of the National Assembly Standing Committee, Secretary General of the 15th National Assembly - Head of the National Assembly Office; dismissal of the position of Chairman of the Delegation Affairs Committee of the 15th National Assembly; dismissal of the position of Chairman of the Science, Technology and Environment Committee of the 15th National Assembly; ( ii) Report of the National Assembly Standing Committee on the dismissal of a deputy of the 15th National Assembly; ( iii) Report of the Chairman of the National Election Council on the approval of the dismissal of the position of Member of the National Election Council. After that, the National Assembly discussed in Delegation on the above contents.

2. The National Assembly met in the Hall to listen to the Chairman of the National Assembly Delegation Affairs Committee Nguyen Thanh Hai present a report summarizing the opinions of National Assembly deputies discussed at the Delegation on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term; Dismissing the position of Member of the National Assembly Standing Committee, Secretary General of the 15th National Assembly - Head of the National Assembly Office; Dismissing the position of Chairman of the National Assembly Delegation Affairs Committee of the 15th National Assembly; Dismissing the position of Chairman of the Science, Technology and Environment Committee of the 15th National Assembly; Approving the Prime Minister's proposal on dismissing a number of Ministers for the 2021 - 2026 term; Dismissing the 15th National Assembly deputies; Approving the proposal of the Chairman of the National Election Council on dismissing the position of Member of the National Election Council.

3. The National Assembly voted to pass Resolution No. Deputy Prime Minister The Prime Minister of the 15th National Assembly voted by electronic voting , the results were as follows : 434 delegates participated in the vote (equal to 91.56% of the total number of National Assembly delegates); of which, 430 delegates approved (equal to 90.72% of the total number of National Assembly delegates), 02 delegates did not approve ( equal to 0.42% of the total number of National Assembly delegates), 02 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

4. The National Assembly establishes a Ballot Counting Committee; conducts secret ballots on personnel matters; and listens to the Ballot Counting Committee announce the results of the ballot count on personnel matters.

5. The National Assembly listened to Permanent Deputy Head of the Office of the National Assembly Le Quang Manh (assigned to perform the duties of Secretary General of the National Assembly) present the draft Resolutions of the National Assembly on personnel work. Then, the National Assembly voted to approve the following Resolutions:

- Resolution on dismissal from office Commissioner Standing Committee of the 15th National Assembly ; dismissal from office Secretary General of the 15th National Assembly - Chairman of the Office of the National Assembly For Mr. Le Quang Tung ; dismissal from the position of Chairman Working Committee Delegate of the 15th National Assembly For Ms. Nguyen Thanh Hai ; dismissal from the position of Chairman The Committee for Science , Technology and Environment of the 15th National Assembly voted on Mr. Le Quang Huy by electronic voting , the result was as follows: 431 delegates participated in the vote ( equal to 90.93% of the total number of National Assembly delegates ) ; of which, 431 delegates approved (equal to 90.93% of the total number of National Assembly delegates).

- Resolution of approval suggestion of T Prime Minister on the dismissal of the office some Minister of Foreign Affairs for the 2021-2026 term (removal of Mr. Bui Thanh Son from the position of Minister of Foreign Affairs; dismissal of Ms. Pham Thi Thanh Tra from the position of Minister of Home Affairs; dismissal of Mr. Do Duc Duy from the position of Minister of Agriculture and Environment) By electronic voting, the results were as follows: 418 delegates participated in the vote (equal to 88.19% of the total number of National Assembly delegates); of which, 418 delegates approved (equal to 88.19 % of the total number of National Assembly delegates).

- Resolution of approval suggestion of the C Family national election on dismissal Councilor national election For Ms. Pham Thi Thanh Tra , Ms. Nguyen Thanh Hai and Mr. Le Quang Tung by electronic voting, the results were as follows: 428 delegates participated in the vote ( equal to 90.30 % of the total number of National Assembly delegates); of which, 427 delegates approved (equal to 90.08 % of the total number of National Assembly delegates), and 01 delegate did not vote (equal to 0.21 % of the total number of National Assembly delegates).

- Resolution of dismissal XV National Assembly Delegate Regarding Mr. Tran Van Thuc by electronic voting , the result is as follows: 422 delegates participated in the vote (equal to 89.03 % of the total number of National Assembly delegates); of which , 422 delegates approved ( equal to 89.03 %) . total number of National Assembly deputies).

6. The National Assembly heard the following contents: ( 1) Vice Chairman of the National Assembly Nguyen Khac Dinh presented the Report of the National Assembly Standing Committee on: Election of members of the National Assembly Standing Committee, Chairman of the Committee for Delegation Affairs of the 15th National Assembly; Election of Chairman of the Committee for Science, Technology and Environment of the 15th National Assembly; Election of Secretary General of the 15th National Assembly - Chairman of the National Assembly Office. ( 2) Prime Minister Pham Minh Chinh presented the Report on the proposal to the National Assembly to approve the appointment of Deputy Prime Ministers for the 2021-2026 term and approve the appointment of a number of Ministers for the 2021-2026 term. After that, the National Assembly discussed in Delegations on the above contents.
