
The Government will issue a new resolution on breakthroughs in social housing development.
On October 24, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on housing policy and real estate market, chaired a conference with ministries, branches, localities and businesses on breakthrough solutions for social housing development.
Speaking at the conference, the Prime Minister emphasized that in recent times, the whole country has implemented social security policies very well, leaving no one behind, including completing the elimination of temporary and dilapidated houses nationwide; Vietnam's happiness index increased by 39 places.
The Government has issued a Resolution on the Project to build at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period and local housing development programs and plans; in which, striving to complete over 100,000 social housing units by the end of 2025.
Up to now, the whole country has 696 social housing projects that have been and are being implemented, with about 640,000 apartments. The Prime Minister acknowledged that the above results are very encouraging, but compared to the demand, there is still a gap, so more efforts and attempts are needed.
The Prime Minister proposed to accelerate the development of social housing quickly and sustainably; to meet the needs of those in need of social housing; from there, the Government will issue a new resolution to continue to specify the Housing Law and the National Assembly's Resolution on social housing.
The Prime Minister emphasized that the resolution must provide the most open and favorable mechanisms and policies for all relevant entities, and must be implemented as quickly as possible but sustainably with new thinking and approaches.
The selection of enterprises to be assigned the task of developing social housing in the spirit of Resolution 68-NQ/TW of the Politburo on private economic development must be based on standards, procedures, publicity and transparency, on this basis, decentralization to localities for implementation, both promoting the competitive advantages of enterprises and promoting the social responsibility, national sentiment and compatriotism of enterprises; enterprises must put themselves in the conditions and circumstances of people in need of social housing to develop social housing.
Localities must have plans for social housing development, in line with other housing segments, ensuring that all housing segments are equal in terms of infrastructure for transportation, telecommunications, electricity, water, culture, healthcare, education, etc. Land areas with beautiful locations, convenient for production and business; at the same time, invest in infrastructure to develop urban areas and housing in underdeveloped areas.
In particular, the Prime Minister noted that policies and implementation of social housing policies must be most favorable for social housing buyers, ensuring publicity, transparency, promoting digitalization, and not allowing social housing buyers to "jostle and scramble" to buy social housing, which can easily lead to negativity and policy distortion.
At the same time, the Prime Minister requested to diversify credit sources for real estate in general and social housing in particular, and to establish a social housing fund, not just rely on bank credit sources.
