Opening the meeting, the Prime Minister reiterated the need to accelerate and make breakthroughs in completing the goals of the 13th Party Congress, including the goal of developing social housing.

The Government's resolution from the beginning of the year is to continue implementing the investment policy to build at least 1 million social housing units for low-income people and workers in industrial parks in the 2021-2030 period.
In addition, the subjects affected by the two-level local government arrangement have been added, the subjects have been expanded, and the scope for low-income people has been expanded.
Up to now, 696 social housing projects are being implemented nationwide with a scale of nearly 640,000 units, reaching more than 60% of the plan; 165 projects have been completed with a scale of about 116,000 units; 151 projects are under construction and are being implemented with a scale of 132,000 units. In addition, 380 projects have been approved for investment with a scale of 388,000 units.
Considering this a very positive change, however, according to the Prime Minister, compared to the needs of the people, we still need to make more efforts and try harder. The Prime Minister assigned the Ministry of Construction to draft a Government resolution on continuing to specify the Housing Law and the National Assembly's resolution on social housing, focusing on finding solutions to develop social housing as quickly as possible.
The Prime Minister requested that there must be public and transparent criteria and standards, promoting the competitive advantage of enterprises while being responsible to society. Localities must have plans to connect social housing with other housing segments, contributing to promoting mutual development.
Social housing must ensure infrastructure such as transportation, technology, electricity and water, healthcare, education, culture, and ensure equal civil rights with other subjects...
The Prime Minister particularly emphasized that it is necessary to create the most favorable conditions for social housing buyers to have equal access, ensure publicity, transparency and digitize this. This is a very core issue, if not done, it will fail.
The head of the Government also noted that if social housing buyers have to "jostle and scramble" to buy social housing, it will easily lead to negative and distorted policies.
Therefore, it is necessary to diversify credit sources for real estate in general and social housing in particular. Establish a social housing fund instead of relying solely on bank credit sources.
