On the morning of October 24, 2025, at the headquarters of the Ministry of Science and Technology , Deputy Minister Bui The Duy received and worked with Ms. Nahima Janett Diaz Flores, Director of the Nicaraguan Postal and Telecommunications Institute and the working delegation who were visiting and exchanging cooperation in Vietnam.
At the reception, Deputy Minister of Science and Technology Bui The Duy gave an overview of the strong development of the postal, telecommunications and digital economy sectors in Vietnam in recent years.
Deputy Minister Bui The Duy said that Vietnam has implemented many important reforms, opened the telecommunications market, eliminated monopoly, and created a healthy competitive environment for domestic and foreign enterprises. Thanks to that, Vietnam's telecommunications network has now reached over 99% coverage and its growth rate is among the fastest in the world. Vietnam has now self-sufficiently produced 5G equipment, deployed 5G networks widely, and provided Internet services at reasonable costs, contributing to promoting the digital economy, digital government, and digital society. The digital application ecosystem associated with citizen identification, health insurance, and electronic driver's licenses on the VNID platform is helping people easily access online public services.

Deputy Minister Bui The Duy held a meeting with Ms. Nahima Janett Diaz Flores, Director of the Nicaraguan Institute of Telecommunications and Post.
Deputy Minister Bui The Duy also shared Vietnam's experiences and challenges in the digital transformation process, particularly regarding cybersecurity and the prevention of cross-border high-tech crime. The Deputy Minister emphasized: "Cyberspace has no borders, therefore, combating cybercrime requires close cooperation between countries."
Vietnam is ready to share with Nicaragua its experiences in developing telecommunications infrastructure, digital transformation, building e-government, and ensuring information security. The Ministry of Science and Technology hopes to strengthen cooperation between Vietnamese research institutes and telecommunications enterprises, including Viettel, and Nicaraguan partners in research, training, and application of new technologies.
Thanking the warm welcome of the Ministry of Science and Technology of Vietnam, Ms. Nahima Janett Diaz Flores highly appreciated Vietnam's outstanding achievements in developing telecommunications infrastructure and digital economy.
Ms. Nahima Janett Diaz Flores stated that the Nicaraguan government is focusing on developing the digital space and ensuring cybersecurity, considering this as one of the pillars of its national development strategy. In the near future, Nicaragua will submit a new telecommunications law for enactment, creating a favorable legal framework for the nationwide deployment of 4G networks and moving towards 5G technology.
Ms. Nahima Diaz Flores also expressed her desire to strengthen cooperation with Vietnam in technical, academic, and human resource training fields in telecommunications and digital transformation. At the same time, she hopes to expand information exchange and share experiences with Vietnamese partners to bring high-quality telecommunications services to all regions of Nicaragua.
At the end of the working session, Deputy Minister Bui The Duy respectfully invited the Nicaraguan delegation to attend the Vietnam Digital Week 2025 organized by the Ministry of Science and Technology in Ninh Binh from October 27 to 29, 2025. This is one of the major events, with the participation of ASEAN Ministers, representatives of many large technology corporations in the region and internationally, focusing on discussing topics on 5G, 6G, artificial intelligence and digital governance.
Deputy Minister Bui The Duy expressed his confidence that this visit and working trip by Ms. Nahima Janett Diaz Flores, Director of the Nicaraguan Institute of Telecommunications and Post, and her delegation will open up practical and effective avenues for cooperation in the fields of postal services, telecommunications, and digital transformation, contributing to strengthening the good traditional friendship and cooperation between Vietnam and Nicaragua.
