Prime Minister Pham Minh Chinh , Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired a conference with ministries, localities, and businesses on breakthrough solutions for social housing development on the morning of October 24th.
The conference was held in person at the Government headquarters and online with 17 provinces and cities that have a high demand for social housing.
According to the report, to date, the whole country has 696 social housing projects that have been and are being implemented, with a scale of more than 637,000 units. In the first nine months of 2025 alone, over 50,000 units were completed nationwide (reaching 50.5%), and it is expected that by the end of 2025, more than 89,000 units will be completed, reaching 89% of the annual plan.

At the meeting, delegates focused on discussing and contributing ideas to the draft of the Government's new Resolution on implementing a number of breakthrough solutions for the development of social housing in the coming period, especially assigning a number of enterprises to act as investors for social housing projects.
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh requested the Ministry of Construction to fully incorporate all relevant feedback and promptly finalize the draft resolution for submission to the Government for consideration and promulgation within the next five days.
According to the head of government, the resolution aims to remove previously unresolved legal obstacles, thereby creating a breakthrough in the development of social housing.
The resolution has a long-term validity period and applies to all provinces and cities nationwide. The Prime Minister clearly stated the direction to encourage the participation of businesses that meet the standards and criteria regarding finance, experience, potential, time, and price; creating the most favorable and transparent conditions to ensure that projects are implemented within 2-3 years.
The Prime Minister requested a reduction of at least 50% in administrative procedures, placing social housing projects in the "green lane" or "priority lane" to expedite and expedite the processing of applications.
In addition, according to him, it is necessary to create clean land for social housing development through flexible methods; diversify sources of capital for social housing development, including credit capital, state capital through the Social Policy Bank, the Housing Development Fund, and bond issuance…

Government leaders require localities to have regulations and responsibilities for quickly, efficiently, and accurately resolving administrative procedures for social housing development, following the motto "local authorities decide, local authorities act, local authorities take responsibility." The Prime Minister emphasized the importance of fostering a spirit of daring to think and act, but with impartiality and transparency; whatever is good for the people and the country should be done accordingly; and harmonizing the interests of the State, businesses, and the people.
Regarding the conditions and procedures for beneficiaries of social housing policies, the Prime Minister clarified that the approach will be to strengthen post-auditing, based on integrated and interconnected data nationwide, to ensure strict control, transparency, and clear information about those who need to buy houses.
The head of government also emphasized the need to expand the entities involved in the development of social housing and the beneficiaries; and to develop social housing in both urban and rural areas in a way that utilizes land most efficiently and effectively.

According to the Prime Minister, an urban area should have many different housing segments, including social housing, sharing essential infrastructure such as transportation, electricity, water, telecommunications, culture, social services, health, education, and sports.
The government's resolution on this matter, as requested by the Prime Minister, must include provisions related to the housing exchange, the national housing fund, housing data, etc.
The head of the government assigned Deputy Prime Minister Tran Hong Ha to direct the Ministry of Construction to urgently finalize the draft resolution.
