With a massive workload, the National Assembly reviewed, discussed, and voted to pass 51 laws and 39 resolutions, including 8 normative legal resolutions. This is the largest legislative volume ever, accounting for nearly 30% of the total number of laws and resolutions of the entire term. The passed legal documents promptly meet practical requirements, helping to create a solid legal framework for the country's new development phase, contributing to removing bottlenecks, unleashing resources, and enhancing the people's right to self-governance.
The results are vivid evidence of the high determination and outstanding efforts of the National Assembly and each National Assembly delegate, demonstrating the spirit of responsibility and partnership between the National Assembly and the Government to the people and the country. Besides legislation, the session also decided on many key strategic issues: a thorough and comprehensive review of the work of state agencies during the 2021-2026 term; personnel decisions in accordance with Party regulations and the law; and careful discussion of important draft documents to be submitted to the 14th National Congress of the Party.
Looking back at the five-year journey of the 15th National Assembly, we are proud of the achievements made despite countless difficulties and challenges. During its term, the 15th National Assembly held 19 sessions - 9 extraordinary (non-regular) sessions and 10 regular sessions.
Overcoming complex developments in the region and the world, as well as internal challenges, under the wise leadership of the Party, the National Assembly has strived to adapt flexibly, act decisively, and achieve comprehensive results in the fields of constitutionalism, legislation, supreme oversight, decision-making on important issues, and parliamentary diplomacy .

These efforts have contributed to macroeconomic stability, inflation control, budget deficit management, and public debt control; maintaining a high trade surplus; socio-cultural development; improving people's welfare and living standards; strengthening national defense and security; expanding international integration; and achieving breakthroughs in the fight against corruption and negative practices.
In particular, the 15th National Assembly demonstrated a pioneering spirit, strong and decisive innovation, and a willingness to think outside the box and take action in removing institutional and legal obstacles: amending and supplementing the Constitution; streamlining the state apparatus and merging administrative units; expanding university autonomy; and promoting digital transformation in parliamentary activities.
Recently, the National Assembly successfully organized a forum on lawmaking and a thematic forum on supervision, where the people, businesses, and experts could speak frankly and truthfully, directly contributing to the legislative process based on practical needs and development requirements. The National Assembly proactively innovated its thinking on lawmaking, promptly institutionalizing the Party's policies, affirming its leading role in institutional reform; and applying digital technology, artificial intelligence, etc.
The important laws enacted at the 10th Session focused on perfecting the socialist rule of law, creating a solid foundation for the country to enter a new era, aiming for sustainable, equitable, and humane development.
In the coming period, the demands of national development require effective and efficient action, bringing laws and resolutions into practical application. This journey demands decisive and coordinated action; 2026, the first year of the new term, must become a "breakthrough year in implementation." Each law must be brought to life with urgency and high effectiveness, no less than the drafting process.
The National Assembly has outlined a plan to organize and implement thematic supervision in the second quarter of 2026 on the disbursement of credit packages, the rate of renewable energy, and digital transformation of businesses. This is considered the first resolution to include specific supervision targets, demonstrating a determination to green the economy through legal and practical means. Supervision, auditing, and transparency are the "three pillars" ensuring effective implementation. The Standing Committee of the National Assembly will soon establish three supervisory teams to oversee implementation in various fields; and the supervision results will be published on the National Assembly Information Portal and sent to the Election Council for personnel evaluation…
2026 is also a pivotal year in preparing for the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term. Immediately after the session, the entire political system will continue to strive to achieve accomplishments to celebrate the 14th National Congress of the Party and the 11th National Emulation Congress; meticulously preparing for the election and commemorating the 80th anniversary of the first General Election. The National Election Council, the Standing Committee of the National Assembly, the Government, the Fatherland Front, and relevant agencies will regularly coordinate closely, review the legal framework, ensure democracy, transparency, and discipline, and guarantee the successful conduct of the election.
The National Assembly requests the Government, ministries, sectors, and localities to urgently and comprehensively implement laws and resolutions to successfully achieve the socio-economic growth, national defense, security, and foreign affairs goals for the 2026-2030 period; and to care for the lives of the people, especially those in areas affected by natural disasters. The tasks of this new phase require the entire Party, the entire people, and the entire army to promote patriotism, the aspiration for development, and the strength of great national unity; to innovate thinking and effectively implement strategic decisions.
Looking back, the 15th National Assembly has left a legacy not only of a vast legal system but also of a spirit of responsibility and continuous innovation. Lawmakers must consider the people's needs in every provision; all levels, sectors, localities, and implementing teams must translate legal documents into concrete actions. The 10th session concluded with a determination to create new breakthroughs, ushering in a decade of sustainable and equitable development, for a prosperous, civilized, and happy Vietnam.
