
Exchange of information and monitoring data between monitoring subjects
According to National Assembly deputies, the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended) is of special importance, contributing to perfecting the legal framework and improving the effectiveness and efficiency of the state apparatus.
The Draft Law has stipulated coordination in monitoring activities and direction, regulation and coordination of monitoring activities. National Assembly Deputy Ta Dinh Thi ( Hanoi ) commented that this is a very important step forward, aiming to strengthen and concretize the monitoring coordination mechanism, improve quality and avoid overlap.

In order for the mechanism to truly come into life, delegates suggested that it is necessary to specify the mechanism for exchanging information and monitoring data systematically and promptly between the National Assembly's monitoring entities and between the National Assembly and People's Councils at all levels, between monitoring agencies and inspection, audit, examination and investigation agencies. This will create an overall picture, helping to identify the right focus and key points, avoiding duplicate monitoring and missing major and complex issues.
Delegates emphasized the need for regulations on the development and sharing of comprehensive monitoring plans among entities. This will be coordinated by the National Assembly Standing Committee and the People's Council Standing Committees at all levels. It needs to be realized through a specific process through a common digital platform.
On that basis, delegates proposed to promote the application of digital technology in monitoring activities, considering this a key task with a clear roadmap. Building a national database on monitoring activities, connecting from the central to local levels is extremely necessary. This database integrates information from reports, monitoring conclusions, questions, voters' recommendations, inspection and audit results.
At the same time, "it is necessary to have more specific regulations on digitizing the entire monitoring process from planning, information collection, surveying, working with relevant agencies, to consulting experts, synthesizing reports and publicizing results. Applying technology will help monitoring activities become more transparent, faster, and reduce costs," delegate Ta Dinh Thi emphasized.
Appreciating the regulations on coordination in monitoring activities, however, National Assembly Deputy Nguyen Tam Hung (Ho Chi Minh City) requested that the drafting agency provide specific instructions to avoid overlap.

According to the delegates, it is necessary to study and supplement the three-step process. That is, sharing the plan right from the stage of selecting the monitoring topic; transferring the file when detecting signs of violations and receiving feedback on the handling results to complete the process. This approach will increase the efficiency of interconnection between power control institutions, reduce duplication and improve the efficiency of post-monitoring handling.
Publicize units that are slow to implement monitoring recommendations
Some National Assembly deputies pointed out that in reality, the Resolutions, conclusions or supervisory recommendations of the National Assembly, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees and the People's Councils, although having high political value, do not have a legal mechanism to enforce their implementation.
National Assembly Deputy Thach Phuoc Binh (Vinh Long) pointed out, “The current law does not clearly stipulate responsibilities, sanctions, time limits and agencies to monitor the implementation of supervision recommendations. In many cases, the agencies subject to supervision are slow to report or only respond in a formal manner, without specific results, leading to a situation where supervision is over and done with.”

The delegate proposed to add a separate provision stipulating that the agencies, organizations and individuals subject to supervision must report the results of the implementation of the Resolution, conclusions and recommendations for supervision within 60 days from the date of receipt of the document. The supervision agency has the right to request additional reports or re-conduct supervision if the results do not meet the requirements. In case of non-implementation or intentional delay, the supervising entity has the right to petition the competent authority to review the responsibility of the head.
"Adding a mechanism to prosecute administrative or disciplinary responsibility for leaders who do not comply with supervisory recommendations, can refer to the Law on Cadres and Civil Servants and the Law on Government Organization, the Law on Organization of People's Councils and People's Committees," the delegate proposed.
At the same time, delegate Thach Phuoc Binh proposed that the National Assembly Standing Committee periodically synthesize and publicly announce the list of agencies and localities that are slow or have not yet implemented supervision recommendations, creating pressure for publicity and transparency.
Also related to improving the effectiveness and efficiency of supervision, National Assembly Deputy Ta Van Ha (Da Nang City) proposed that the draft Law supplement regulations on mandatory reporting for the subjects of supervision to implement the Resolutions, conclusions and recommendations of supervision.

The delegate emphasized that if there is no change or the implementation does not meet the requirements, it is necessary to re-monitor. It is necessary to be extremely drastic to improve the effectiveness of supervision. Accordingly, it is necessary to stipulate the responsibility of the head, political responsibility and administrative responsibility in implementing the supervision conclusions. Strengthen the role of the National Assembly Standing Committee, the People's Aspirations and Supervision Committee, the Ethnic Council, the National Assembly Committees, and the People's Council Committees in post-supervision monitoring and organizing evaluation, re-inspection, and re-supervision.
Delegates expect that the passage of the draft Law with progressive and feasible contents will be an important driving force to innovate and further improve the effectiveness of supervision, one of the key functions of the National Assembly and People's Councils.
