
On October 23, the People's Committee of Ho Chi Minh City issued Document No. 3142/UBND-ĐT on strengthening control over the supply, demand, and prices of construction materials; reviewing and publishing the prices of construction materials, labor unit prices, machine and equipment rental rates, and construction price index in the city.
Accordingly, in implementing Official Dispatch No. 77/CD-BXD dated October 17, 2025, from the Ministry of Construction regarding the above content, the Chairman of the People's Committee of Ho Chi Minh City has directed the Department of Construction to focus on publishing construction material prices, labor unit prices, construction machinery and equipment rental rates, and construction price indices in accordance with the regulations on content and timing as stipulated in Circular No. 11/2021/TT-BXD of the Ministry of Construction.
Urgently coordinate with relevant local agencies and units to collect market price information on construction materials through large construction material manufacturing and trading enterprises (as stipulated in the Law on Prices regarding price listing and declaration) and investors and construction contractors in the area (as stipulated in Clause 6, Article 8 of Circular No. 11/2021/TT-BXD regarding the responsibility to provide price information) to obtain data for compiling and publishing construction material prices.

Simultaneously, the Department of Construction will take the lead in coordinating with the Department of Finance, the Department of Industry and Trade, the Department of Agriculture and Environment, the City Police, and other relevant units to inspect and clearly identify the causes of price fluctuations leading to increases in construction materials in the locality; implement remedial solutions to stabilize the construction materials market; and report to the Ministry of Construction for monitoring and compilation.
In addition, the Chairman of the People's Committee of Ho Chi Minh City also requested a comprehensive review and assessment of the demand for construction materials in the area to adjust and supplement the local construction material development plan. At the same time, he requested a review, delineation, and addition of areas with potential for common construction material minerals (riverbed sand and gravel, lakebed sand and gravel, sea areas, construction stone, fill soil, etc.) to the plan for protecting, exploring, exploiting, and utilizing mineral resources in the provincial planning submitted to the competent authority for approval.
Promote the issuance of mining licenses for common construction materials (Group III, Group IV) to increase supply, limit shortages, help prevent price increases, and promptly meet the demand for materials in the area.
