Put the lives of the people above all else.
As soon as the first signs of landslide risk on transportation routes were reported, the Provincial People's Committee activated the response mechanism. Urgent directives were continuously issued with a decisive, specific, and practical approach. The entire political system remained in a state of readiness and on duty 24/7. Civil defense command centers at all levels were also activated, creating a rapid and coordinated response network.
In the consistent directives of the Provincial People's Committee, the unwavering principle is that the safety of the people is paramount. Temporary road closures, on-duty personnel to warn or deal with landslides not only serve economic purposes, but the higher goal is to protect human lives. The province has also implemented early warning systems in a systematic and scientific manner. People continuously receive updated information on traffic conditions, guidance on traffic diversion, and assistance in quickly and promptly relocating from dangerous areas.
Simultaneously, on-site logistical support was meticulously ensured. The province remained steadfast and successfully implemented the goal of "ensuring no one goes hungry, lacks food, or suffers from the cold." Essential supplies were provided promptly, and there were no shortages.
At the same time, provincial leaders quickly arrived at the "hot spots" to closely monitor the situation and discuss solutions, thereby making accurate and timely decisions.
Maintaining the vital transportation arteries.
Lam Dong province is characterized by its mountainous terrain with many passes and slopes, so the government and people understand the immense difficulties that would arise if it were cut off by landslides. The "four on-the-spot" and "three ready" principles have always been thoroughly implemented by the provincial leadership, departments, and localities, and have proven highly effective in resolving the problems caused by natural disasters in the recent period.
According to statistics from the Provincial People's Committee, during the recent floods, the entire province experienced 33 major landslides along with many smaller ones in 16 localities, mainly located on major transportation routes, causing traffic congestion and directly affecting the people.
The damage caused by natural disasters to the transportation system is considered the most extensive ever in the area. To respond promptly, the Department of Construction established special task forces led by members of the management board, with clearly defined roles and responsibilities. Disaster response tasks were specifically assigned to each national highway, provincial road, and mountain pass within the province. Therefore, as soon as incidents occurred, the department quickly mobilized the mobile forces and equipment of contractors and businesses working in the area. Thanks to this, despite the numerous and continuous landslides, the damage was addressed relatively quickly.
From proactive prevention to the ability to respond quickly, all of these factors have created a systematic and effective response process. This is also the result of successfully implementing the "four on-the-spot" principle in the fight against natural disasters.
